PHQ trying its best to provide all possible welfare measures to soldiers, officers, SPOs: DGP

Srinagar: The 15th Central Police Welfare Committee (CPWC) meeting was held in the auditorium of Police Headquarters here Friday. Director General Police J&K Dilbag Singh chaired the meeting.

DG Prison Dr. B. Srinivas, Spl DG Crime AK Choudhary ADGsP, S. J. M. Gillani, Dr. S. D. Singh Jamwal , T. Namgyal, M. K. Sinha, Sunil Kumar, Danesh Rana, IGPs Garib Dass, Alok Kumar, AIGs of PHQ besides senior officers of the department, representatives from all units and districts of the department participated in the meeting and presented their views and suggestions for the introduction and strengthening of different welfare measures.

Speaking on the occasion, the DGP complimented the officers and officials of different police units for their positive approach during the meeting and also thanked the unit heads for submitting the proposals which he said would be very beneficial for the JK Police personnel. He said that Police headquarters is trying its best to provide all possible welfare measures to the soldiers, officers & SPOs and added that sometimes PHQ is going out of way to extend assistance to the personnel in need from its contributory welfare funds. He said that J&K police is a huge Pariwar and we are in a position to take care of the personnel in need within our own resources, and with the help of government assistance.

He said that that police department is thankful to J&K Government and central government for time to time redressal of J&K Police issues and added that Home Department & MHA has always been very kind in accepting the proposals of J&K police with positive approach.

The DGP said that a “Martyrs’ Guest House” is being constructed in Police Control Room Kashmir with modern facilities for the Jawans, NGOs and NOKs of martyrs visiting here from different areas of J&K. He said that Police hospitals are also being upgraded with the specialized facilities to ensure best possible Medicare facilities for the Police Pariwar, and a state of art trauma center is under construction.

He said that J&K police is known for its professionalism and dedication and added that Police Headquarters in order to sharpen the capabilities of our officers and jawans organized special training programmes with NIA. He informed that Police headquarters would be organizing special training programmes for the investigators of J&K Police with NCB in very near future. He said that to enhance the abilities of our jawans, commando courses are being regularly conducted at different training centers.

In his welcome address, the ADGP (Headquarters) PHQ welcomed senior officers and representatives from all units and districts in the meeting. He thanked DGP J&K for encouraging the officers to take more and more welfare measures for Police personnel and added that welfare of soldiers always remains on utmost priority of DGP.

Giving details of the welfare assistance provided to the J&K Police personnel from last CPWC meeting which was held in June 2019 till date, the ADGP said that Special Welfare Relief of Rupees 72.00 Crore has been paid to NOKs of 374 deceased Police Personnel who died while in service, Ex-gratia relief of Rupees 22.55 Crore has been paid to NOKs of 37 Police Martyrs, Addl. ex-gratia relief of Rupees 3.23 Crore has been paid to NOKs of 46 Police Martyrs, Financial assistance of Rupees 9.40 lakh has been paid to NOKs of 39 Police Martyrs, Financial aid of Rupees 13.50 lakh has been paid to NOKs of 29 Police martyrs in connection with marriage ceremony of their daughters. Besides, Special Relief of Rupees 7.89 Crore has been paid to NOKs of 177 SPOs who died, while in service and Ex-gratia relief of Rupees 1.34 Crore has been paid to NOKs of 10 martyred SPOs.

He said that in addition to this Welfare Loan of Rupees 46.00 Crore has been paid to 4468 Police Personnel for treatment, education of wards and marriage purposes, Welfare relief of Rupees 90.14 lakh has been paid to 564 serving Police personnel in connection with treatment purposes, Retirement gift Rupees 19.50 Crore has been paid to 2653 Police Personnel on their superannuation/ voluntary retirement and Financial Assistance of Rupees 41.00 lakh has been paid to 120 serving SPOs for treatment purposes during this period. Similarly, Meritorious Scholarships/ DGPs Reward of Rupees has been 1.69 Crore paid to 2960 wards of serving Police Personnel, Scholarship of Rupees 18.00 lakh has been paid to 383 wards of deceased Police Personnel, Scholarship of Rupees 40.65 lakh has been paid to 516 wards of martyred Police Personnel, Scholarship of Rupees 3.13 lakh has been paid to 59 wards of serving SPOs, Scholarship of Rupees 3.44 lakh has been paid to 49 wards of martyred SPOs and free schooling/Hostel facility, books/uniform has been ensured for the wards of Martyred Police Personnel/SPOs at J&K Police Public Schools he added.

After the threadbare discussion the decisions which were taken during the meeting include enhancement in special Relief to the NOKs of deceased police personnel from Rupees 20 lakh to Rupees 22 lakh and for SPOs from 5 lakh to 6 lakh, Enhancement in the retirement gift from Rupees 75000 to one lakh and farewell gift of Rupees 20, 000 for the SPOs, enhancement in financial assistance to NOKs of Police martyrs including martyred SPOs in distress from Rupees 50000 upto Rupees 01 lakh, enhancement in financial aid from Rupees 50000 to Rupees 01 lakh for marriage ceremony of daughters of police martyrs including SPOs, introducing the provision of Scholarship for wards of retired policemen on the analogy of in-service police personnel, DGP special reward to the wards of SPOs also, scholarship for the wards of deceased policemen (other than militancy) up to P.G level, increases in the quantum of scholarships for the wards of martyred policemen including SPOs and enhancement in DGPs Sports Excellence reward. It was decided in the meeting to enhance the welfare loan on account of marriage of children/self marriage and education of children. It was also decided to increase the relief up to Rupees 50000 in favour of the personnel in distress on account of any illness, natural calamity etc.
