J&K after Aug 5, 2019

The central government’s constitutional moves on August 5,2019  though reduced Jammu & Kashmir from a glorious state of yesteryears to two union territories but assurances of development, democracy and restoration of statehood by the Prime Minister and Home Minister of the country on the floor of the parliament the highest decision making body of the country generated hopes amid despair. Two years journey under direct central rule saw a huge change in the basic citizenship rights with the implementation of new domicile law, establishing of three tier panchyat Raj System, the abolition of J&K cadre in central services and inclusion of J&K into AGMUT cadre , introduction of a new liquor policy, the commencement of a delimitation process for J&K assembly and much more. Interestingly the leaders of almost all the J&K mainstream parties barring J&K BJP are in disagreement with the incumbent central government over almost all the decisions announced and implemented in Jammu & Kashmir after August 5,2019. Though Prime Minister Narendra Modi  held a meeting with the leaders of almost all the J&K mainstream parties on 24th June this year and conveyed to them his willingness to reduce “Dil ki Doori” and “Dilli ki doori” means “distancing of hearts and distancing with Delhi” . Though the promise of Prime Minister to reduce “Dil ki Doori (distancing of hearts)” and “Dilli ki doori( distancing with Delhi)” generated hopes of restoration of downgraded political process in Jammu & Kashmir, but leaders of the mainstream parties who attended the all party meeting in Delhi are now one by one expressing their displeasure over the delay in the follow up action on the Prime Minister’s promises at the all party meeting.

The statements of J&K leaders after their all party meeting with the Prime Minister show that both “Dil ki Doori ( distancing of hearts)” and “Dilli ki doori (distancing will Delhi) remain there as they were before the meeting of J&K leaders on 24th June this year. So in presence of “Dil ki Doori ( distancing of hearts)” and “Dilli ki doori (distancing will Delh) as admitted by Prime Minister himself at the all party meeting chaired by him, leaders of the J&K mainstream parties may have to still wait for a long to get a sense of achievement from New Delhi

While the J&K Apni Party President Syed Mohammad Altaf Bukhari has threatened resignations by his party’s DDC members over what he calls “government’s failure to empower local bodies”, the estranged senior Congress leader and former Chief Minister Gh Nabi Azad and National Conference President Farooq Abdullah also a former Chief Minister equivocally express their disappointment over the delay in the follow up actions on the decisions of the Prime Minister at the all party meeting held on 24th June this year.
