AP&FWD braces up to start online service through single window system

Dir Agriculture Jammu discusses formulation of SoPs

Jammu: A meeting to discuss the preparation of Standard Operating Procedure (SoP) for online service modules being introduced by the Department of Agriculture Production & Farmers’ Welfare through single window system was held Tuesday under the Chairmanship of Director AP & FW, Jammu, K. K. Sharma here at Krishi Bhawan, Talab Tillo.
The meeting was attended by Joint Director (Marketing, PHM, IF& Farm Mechanization), A. S. Reen; Joint Director (Mushroom & Apiculture Development), Iqbal Singh; PPO, Davinder Sharma; CAO Jammu, Arvind Baru; ADLE, Roshan Lal Bhagat; PDO, Y. S. Sasan; DSCO, Randhir Sharma; Programe officer, Sanjay Dhar besides others.
DDLE Kashmir, NavTej Singh Bali and PPO Kashmir, Zaffar Ahmad Hakeem participated through virtual mode.
Technical Consultants from EoDB under the leadership of Shrawan Kumar Patkah also attended the meeting.
Addressing the participants, the Director Agriculture Jammu discussed the modalities for digitization of the various services which the Department of Agriculture & Farmers Welfare is going to introduce under Digital India Programme. He informed that initially 12 services covering three major activities including Seed, Fertilizers and Insecticides have been identified for this purpose. These services will include registration of Seed/ Fertilizers/Insecticides Dealers at manufacturer, wholesaler and retailer level as well as renewal of license and conducting inspections.
The Director Agriculture underscored that this initiative is the component of good governance and will facilitate the ease of doing business for all stakeholders with in fixed time lines. He instructed the concerned officers to work in mission mode to finalize the SoPs for these e- services and prepare a fool proof plan for conductance of inspections and uploading of results within stipulated time frame. He asserted that all the SoPs should be framed under the provisions of Seed Act, Fertilizer Control order (FCO) and Insecticide Act.
Formation of What’s App group of concerned was also stressed upon to expedite the process for the early launch of online services module through single window system.
Shrawan Kumar Patkah, Team Leader EoDB requested the Department to make available Flow charts depicting procedures to be followed while availing service of single window e portal. He informed that all technical support for developing single online window portal will be provided by consultants from Ease of Doing Business (EoDB) under Digital Act authorized by department of Industries and Commerce.
