People in power always set higher goals for improving the system of  governance and the incumbent central government directly controlling the Jammu & Kashmir Government for the last three years too has set higher goals for improving the system of governance  in Jammu & Kashmir. While the fight against the ongoing pandemic has reduced the intensity of the focus on governance but even then the government in Jammu & Kashmir is focusing it’s attention on the delivery of public services. While the working of the government is coming in for sharp criticism from mainstream political parties for obvious reasons, the central government too is fast tracking the process of delimitation for the purposes of restoration of popular rule  in Jammu & Kashmir. While it is a fact that the achievements of the successive popular governments have not been satisfying for the hapless populations of Jammu & Kashmir but the poor working of the popular governments of erstwhile Jammu & Kashmir state  does not  mean that present government is at liberty to leave the set targets unaccomplished in midway and leave it for the next popular government to achieve the targets fixed for completion of development works by the incumbent central government during last three years. Since the mainstream opposition parties are comparing the achievements of the Jammu & Kashmir Government with the performance of the previous popular governments only for claiming failure of the central government in reducing the trust deficit in the delivery public services, the J&K Government led by Lt Governor Manoj Sinha has to ensure accomplishment of all set targets in the given time.  While some of the development projects have been completed in time and work on several other development project is expected to be completed even before the due date of completion, there are some developmental projects which have crossed 2-3 deadlines and are yet to be completed.  For the purposes of completing the incomplete developmental projects which have crossed 2-3 deadlines under direct central rule in Jammu & Kashmir the Government controlled by Lt Governor Manoj Sinha in Jammu & Kashmir has to put in it’s best to complete such developmental projects in short time as this is the only way for the government to evade criticism and condemnation from both the mainstream political parties and as well as people in media and civil society.

Performance of governments can’t be judged on perceptions by comparing the working of one government with the other but on actions , decisions and utilisation of  available resources as change on ground is the best indicator of the performance of any government in any part of the world and same holds good for Jammu & Kashmir.

By all standards of understandabilities the performance of the present government has to be more target oriented than the previous popular governments of erstwhile Jammu & Kashmir given the fact that the resources required to implement the set targets available with the incumbent Jammu & Kashmir Government were not available with the previous popular governments of erstwhile Jammu & Kashmir state. Performance of governments can’t be judged on perceptions by comparing the working of one government with the other but on actions , decisions and utilisation of  available resources as change on ground is the best indicator of the performance of any government in any part of the world and same holds good for Jammu & Kashmir.
