Modalities for finalising Distt Capex Budget 2021-22 discussed in Kishtwar

Kishtwar: To discuss modalities for finalising the District Capex Budget 2021-22, District Development Commissioner Kishtwar Ashok Sharma Tuesday held a meeting with district officers here at the Conference Hall, DC office complex.
The meeting was attended by Joint Director Planning, Mohd Iqbal; Assistant Commissioner Development, Kishore Singh Katoch; GM, DIC Khalid Hussain Malik; ALC Kishtwar, Anoop Kumar; Medical superintendent District Hospital, Dr Parveez Iqbal Wani besides other District officers and BDOs.
During the course of the meeting, the sector wise ceiling under the district Capex Budget for the year 2021-22 was conveyed to all the district officers, besides the guidelines and directions to formulate the sector wise and work wise Action plan was also discussed in detail.
The DDC directed all the officers to ensure the formulation of the plan in consultation with BDCs and PRIs members, besides stressing on the formulation of a multilayer perspective plan that will yield maximum for the public benefit. He also asked for projecting only those works/projects which are free from any disputes/litigations and that could be completed within this financial year.
The chairs also exhorted upon all BDOs to conduct gram sabhas at grassroots level and formulate the plan in accordance with the ceiling conveyed to them and to ensure the best use of available resources.
Threadbare discussion on key centrally sponsored schemes which forms the part of the District Development Plan like NRLM, MGNREGA, PMAY, Jal Jeevan Mission, Mid Day Meal, AIBP etc were held in the meeting and a slew of directions were passed to the concerned.
Special thrust was laid on the formulation of a vibrant District Employment plan, saturation of beneficiaries with job cards under MGNREGA, formulation and implementation of District Housing Plan and District tourism plan to tap the tourism potential of the district.
Under the Drinking water plan, Jal Shakti department was asked to ensure the formulation of a comprehensive plan to provide 100% piped water supply under JJM to left out habitations during the current financial year.
In order to promote the new industrial policy, GM DIC Kishtwar was asked to give an exclusive thrust on the key parameters in the district industrial plan by speeding up the process of clearances and ensuring land availability to entrepreneurs seeking to set up new business units.
The CMO Kishtwar was asked to increase the bedding capacity and scale up the vaccinations to manage the current situation of COVID19. He also asked the executing agencies to hand over the completed building of the Health Sub Centres and to expedite the pace of the ongoing construction work of various health centres so that the public at large could be benefited.
Meanwhile DDC also instructed officers to utilize available funds under the Capex Budget and other schemes as per the fixed timelines while taking due care with regard to the fulfillment of codal formalities.
He further asked officers to explore all the avenues for capital expenditure besides incorporating workable and efficient inputs and data for a rational and proper formulation of the proposed budget 2021-22.
