District Capex Budget, 15-FC & MG-NREGA Plans 2021-22 discussed at Kishtwar

KishtwarTo discuss the proposals for the district Capex Budget, 15-FC and MG-NREGA Plans 2021-22, a meeting of concerned district officers and elected representatives was Tuesday chaired by District Development Council, Chairperson Pooja Thakur here at the conference Hall of Mini secretariat.
Vice Chairperson DDC, Saima Parveen Lone; District Development Commissioner, Ashok Sharma; BDC chairpersons, DDC members, Additional District Development Commissioner, Additional Deputy Commissioner, Joint Director Planning, Assistant Commissioner Development, besides other district and sectoral officers attended the meeting.
The DDC Kishtwar asked the concerned officers to furnish district plans in consultation with the concerned PRIs, BDCs and DDCs by April 31. He asked the departments to incorporate the outcome based projects and tangible assets in the Capex Budget plan.
He also directed the officers to propose only those projects on which work can be completed within the current financial year.
He also stressed upon all executing agencies to get TS and AA besides clear all encumbrances before a project is taken up.
Guidelines /instruction/restrictions regarding the COVID 19 pandemic on the project sites should be invariably followed, he added.
The DDC members and BDC chairpersons were also sensitised about the various guidelines regarding the planning by DDC.
Focus shall be laid on the sanitation, water drainage, Immunisation of children, prevention of Malnutrition, construction, repair and maintenance of news roads, augmentation of community assets etc, he added.
Furthermore, the DDC members and BDC chairpersons were asked to conduct gram Sabhas in all the Panchayats under their jurisdiction on April 7 and formulate the plan focusing on the up-gradation of the local infrastructures under MGNREGA and 15 FC.
The executing agencies and concerned departments were asked to ensure the photography and geo-tagging of developmental works, besides to upload the record on websites for effective monitoring of projects.
The DDC exhorted upon the concerned officers to prioritize works under the District Capex Budget to execute the same within the shortest possible time.
He further directed for hundred per cent physical verification of the projects, besides third party test inspection in respect of high value works.
Further, to bring the transparency in the developmental works, the DDC exhorted upon the compulsory e-tendering of all projects.
Besides, he asked all the executing agencies and district officers to ensure that the procurement of goods and services are done through GeM portal under the relevant provisions of GFR 2017.
The DDC Chairperson, while reviewing various under execution works in the district, asked the concerned officers to complete the same within stipulated time frame. She asked them to project only those works in this year plan which are feasible and could be completed in this financial year only. She also appealed all to participate in the gram sabhas to be held across the district on April 7, 2021 so that decentralised planning could take effective shape.
