New Delhi: A book on Rural Justice System in Jammu and Kashmir:Myth or Reality authored by Dr.Shabana Shabnam was on Tuesday released by Dean of Faculty of Law ,Jamia Millia Islamia, University at New Delhi.
Introduction about the book : It is believed that Principle of Rule of Law is basic rule of governance of any civilized polity but one of the serious challenges to the protection of rule of law and human rights is the inability of formal justice system to deliver speedy and affordable Justice to the poor. Despite several progressive measures, the access to Justice in India has been expensive and beyond the reach of poor citizens.Poor and marginalized sections especially those living in rural areas have not been able to realise the protections provided by the Constitution and Statutes and on account of which ,the realization of Justice remains unrealized.The dormant and defunct Nyaya Panchayats /Panchayati Adalats at village level frustrate statutory rights provided to citizens under the Constitutional right of access to Justice.Thus,the revival of Justice dispensing Panchayats at the village level to secure speedy and inexpensive Justice in minor civil and criminal matters is important .The book has discussed in detail the evolution of Justice dispensing Panchayats in India and Jammu and Kashmir and what is their current status .
About Author: Dr.Shabana Shabnam (Assistant Professor,JMI) comes from District Poonch.She did her graduation from University of Jammu and Masters from University of Delhi(Campus Law Centre).In 2017,she was awarded her Ph.D.degree for a thesis on Democratic Decentralisation and Good Governance by University of Jammu.She has also qualified National Eligibilitu Test of UGC.Currently,she is teaching at Jamia Millia Islamia.
