JKSSB’s Contrasting Criteria for Accounts Asstt posts

For the recruitment of Finance Account’s Assistants, recently JKSSB released a notification notice No. 4 2020 in which they have set the eligibility criteria for the posts and graduate in any discipline is eligible for the post. The post requires the knowledge of Accounting which is being taught in Commerce stream, hence, the jobs should be reserved for Commerce graduates only. Moreover, JKSSB has framed a faulty syllabus for the post. It not only extends a favour to Science and Maths professionals but also, leaves a little scope for Accounting knowing graduates and professionals. As the later are well versed with the pros and cons of the job, they should have been given preference over others as far as syllabus for the posts was concerned. Contrarily, the syllabus framed by JKSSB provides only 15 marks out of 120 for the Accountancy portion. That’s a very meagre sum. My contention is that any job that need professional qualification should be left out to it’s experts; rather than bringing in every tom, dick and harry into the profession. That way, neither the morale of professionals would suffer nor would we, thus, have to suffer because of unskillful hands.
As in the other states the eligibility for any Accounting post is graduation in commerce, and nowhere else all graduates are declared eligible for the post. The same norm used to be followed not too long ago in Kashmir as well. Only students belonging to commerce, economics, mathematics and statistics were eligible for the post, referring to Government order 515-F 2018 Dated 30-11-2018. There are other many notifications by JKSSB, allowing only the professionals to apply for certain posts. Most of the state boards set a special eligibility for the posts like Account Assistants. Recently Uttar Pradesh Power Corporation Ltd. (UPPCL) UPPCL issued an advertisement notice for accounts assistant post vide no. 05/ VSO/ 2020/ AA/Backlog in which eligibility is B. Com. INDIAN Institute of Management Jammu and others as well made only commerce graduates eligible for the post of accountant. The Uttrakhand Subordinate Service Selection Commission (UKSSSC) recently advertised the post of Account’s Assistant and the eligibility they have set is graduation in B. Com and BBA.
Not going out of Jammu & Kashmir even IUST Awantipora recruited only commerce graduates for the post of Account’s Assistants and at last but not least the University of Kashmir also recruited commerce graduates for the post of Account’s Assistant. After Abolishing the criteria of Commerce graduate the JKSSB has advertised some posts in which they have made only students with science background eligible like Laboratory attendant, Laboratory Assistant, Bee keeper and for several other posts only students having graduation or 10+2 in science were made eligible for the these posts.
If a student who is not having knowledge of Accounting, Government can appoint him as accountant but a commerce graduate can’t rear the bee’s, why because he doesn’t belong to science background if we are not professional for that then how science students can hold the Account’s, can’t a commerce student manage a library or Labortory Does he lack the knowledge in that field if it’s so then why government had made all graduates eligible for the account’s assistant post. JKSSB, hence, is playing a double game. Giving precedence to special qualification in certain posts and removing the same for others is total injustice. Such double standard should be done away with, so that students would not suffer after toiling for years for a certain degree to get a suitable job. The reason that students prefer almost not pursue Commerce these days is that such injustices make them less interested to opt for the stream. This double standard of JKSSB is worrying. Students would, in coming times, feel reluctant to opt for the commerce stream. The jobs that should have been reserved for accounting professionals, if continued to slip away from them, would hit the interests of prospective new comers in the stream. The government has either to make all the graduates eligible for all the graduate level posts and 10+2 posts no matter what their background, or they have to make only commerce students eligible for the FAA posts to do justice with the students of the commerce stream. If they can’t do so then they should ask educational institutions to stop offering commerce stream at the earliest as it’s of no use either for the students or for the government, that will help thousands of students from getting their career spoiled……..
