Advisor Baseer reviews DDC election, winter preparedness in Pulwama & Shopian

Pulwama: Advisor to Lieutenant Governor, Baseer Ahmad Khan, visited Pulwama district to review the arrangements being put in place by the district administration for smooth conduct of upcoming District Development Council and Panchayat by-elections.
During the meeting, Advisor also reviewed winter preparedness of the twin districts of Pulwama and Shopian.
Deputy Commissioners of Pulwama and Shopian informed the Advisor about the measures being put in place by the administration to ensure smooth conduct of election process especially preparedness for distribution, collection and counting of votes and provisions of security to contesting candidates.
Meanwhile, the meeting was informed about the foolproof arrangements made by the district administrations to meet any eventuality during harsh winter conditions. It was apprised that men and machinery has been kept in a position of readiness especially in far-flung areas of both the districts. It was also informed that a 24*7 control rooms have been established to mitigate grievances of the public during winters besides sufficient stock has been dumped at various locations which otherwise remain inaccessible during heavy snowfall.
Advisor also reviewed the status of election preparations including location of polling stations, establishment of strong rooms, election training, deployment and return of polling staff. He directed the officers to formulate a proper plan for power supply at all polling stations and ensure availability of gen sets wherever necessary.
Advisor directed the concerned officers to ensure availability of all basic amenities at the designated polling stations including uninterrupted power and water supply and toilet points besides making proper heating arrangements. He asked for keeping ration and LPG available at polling stations wherever required. He also directed for preparing a comprehensive Snow Clearance Plan for all roads leading to polling booths in both the districts especially in far-flung areas besides making proper arrangements for accommodation of candidates, polling staff, police and security personnel.
Meanwhile, Advisor directed the concerned to ensure availability of buffer stock of transformers in case of damage to transformers. He also directed PDD officials to conduct enforcement drives to check the electricity theft in their respective areas. He directed officers to keep electricity available at hospitals and other essential service providing institutions. He asked the officials of line departments particularly PDD department to establish well equipped control room for facilitating the public and providing them timely information and assistance during the winter season.
The Advisor said there is need for effective coordination among all the concerned Departments for effective implementation of the master plan for snow clearance. He directed the officers to remain available to people for early redressal of public grievances and stay at Headquarters for better coordination in dealing with snow clearance operations.
The meeting was attended by Divisional Commissioner, Kashmir, P.K. Pole; Inspector General of Police, Vijay Kumar; District Development Commissioner, Pulwama, Dr Raghav Langer, District Development Commissioner, Shopian Chowdhary Mohd Yaseen and other senior officers and officials of concerned departments.

Div Com Jammu reviews progress of National Clean Air Program Committee approves ITLS at identified locations of Jammu KH News Service Jammu | Sept. 15:Divisional Commissioner Jammu, Ramesh Kumar, Tuesday chaired a meeting to review the progress in implementation of the approved Action Plan for improvement of air quality in Jammu District under the National Clean Air Programme (NCAP). The Divisional Commissioner is also the Chairperson of the District Level Monitoring Committee for monitoring the approved action Plan under NCAP. Commissioner Jammu Municipal Corporation, Devansh Yadav, Member Secretary of the Committee; Deputy Commissioner Jammu, Rakesh Minhas- the Member; Joint Commissioner JMC Abdul Sattar – the Nodal Officer; a representative from the J&K Pollution Control Committee, besides other concerned officers were present in the meeting. The Member Secretary briefed the Committee about the NCAP Action Plan 2026-27, including the financial allocation, expenditure, completed and ongoing works and proposed interventions aimed at improving air quality in Jammu city. He also listed other physical and financial achievements. The Committee reviewed various measures under the Action Plan, including road and footpath improvement, development of green spaces and vertical gardens, park improvement, pothole repair, traffic management, solid waste and construction & demolition waste management, besides the awareness activities. After detailed deliberations, the Committee approved the Integrated Traffic Light System (ITLS) at identified locations in Jammu to strengthen traffic management through an integrated and coordinated system. The Committee also approved the supplementary plan and plantation proposal for KotBhalwal and Bhagwati Nagar, aimed at strengthening green cover and improving the urban environment. The Committee further decided to re-examine the projects proposed to be taken up under the NCAP Action Plan 2026-27, with a focus on prioritising interventions having greater impact on air quality and ensuring effective utilisation of available resources. The Divisional Commissioner directed the concerned officers to ensure timely completion of ongoing works and put in place a sustainable mechanism for proper maintenance of assets created under NCAP. He stressed that new green spaces, parks and other interventions be developed at suitable locations where their regular upkeep can be ensured. He further directed the officers to expedite implementation of the approved measures, with emphasis on dust control, road improvement, traffic management, greenery and effective solid waste management for achieving the objectives of the National Clean Air Programme.
