Deputy Commissioner Bandipora Dr Owais Ahmad on Saturday ordered the inquiry into the alleged negligence at District Hospital Bandipora that lead to delivery of a lady in Hospital premises. The Deputy Commissioner constituted a committee of officers headed by Assistant Commissioner Revenue who has been asked to inquire into the matter, fix the responsibility and submit report within a weeks’ time. Earlier in the day this reporter of Kashmir Horizon reported that in a shocking incident of criminal negligence and inhumane act, a young lady delivers her baby in the premises of Bandipora district hospital as she was denied permission in the hospital after she was tested positive for COVID-19, family alleged. The lady-resident of Vewan – a remotest village of Bandipora district was shifted to Bandipora district hospital by her family after she developed labor pain on Saturday morning. However after requisite tests before delivery, she tested positive for COVID-19, the doctors present in the hospital refused to treat her and instead shifted her to Hajin Covid hospital- nearly 30 KMs from the District Hospital.
Meanwhile Chief Medical Officer Bandipora also put Medical Superintendent District Hospital on notice and issued a show-cause notice to him over the incident.
Soon after Kashmir Horizon reported about the medical negligence, Chief Medical Officer (CMO) issued a show-cause notice to the Medical Superintendent asking him to explain his position within 24 hours failing which action will be taken against him. CMO acknowledged that the Doctor on duty has adopted inhuman act and without considering the sensitivity of the case, referred the said patient to CHC Hajin (designated COVID-19 Hospital). “Whereas in case the concerned Doctors would have worn proper Protective gear they may have conducted the delivery of the patient and this seen would have been avoided,” CMO said in the show cause notice issued Saturday and observed that Consultant Gynecologist on duty failed to consider the gravity/situation of the case besides saying that had 02 consultant Gynecologists and one Medical officer possessing MCH degree had they adopted SOP’s nothing would have been happened with the said patient.
CMO revealed that neither Gynecologist nor Medical officer (MCH) was present on duty at the time of incident. “It reveals poor supervision and monitoring on your part which has been viewed seriously by the Authorities,” reads the show-cause notice issued to the Medical Superintenden. CMO has asked MS to to explain his position within 24 hours positively as to why action shall not be initiated against him for dereliction of his duties and in the meantime you are directed to submit Action taken report against the concerned doctors.
