Additional charge syndrome hits disposal of grievances, file work in key deptts: EJCC Chief Aijaz Khan

Srinagar: Chairman Employees Joint Consultative Committee (EJCC) Aijaz Ahmad Khan on Saturday said that more than 50 per cent of the IAS cadre officers in Jammu and Kashmir are holding additional charges of more than one departments due to one or the other reason which is affecting the overall functioning of the departments and public grievances are not consequently redressed properly which is a matter of grave concern.
In a statement issued here on Saturday Khan majority of the IAS officials are carrying out door to door campaign for seeking the additional charge of 2-3 department in addition to their own duties which has hit the even the routine working of the departments. The bad practice set by the government is draining the government exchequer as the said officers holding additional charges of more one department are getting additional perks at their own whims and wishes .
Khan said that on one hand Lieutenant Governor is leaving no stone unturned to bring transparency and promote good governance but on other hand officers are being given charges of too many departments in addition to their own duties just drawing additional perks for their own conveniences. He said the bad practice of additional charges to officer at the level of administrative secretaries and Directors is hitting the working of the departments as otherwise all the departments are important and need full-fledged officers not just one Officer looking after 3-4 departments. “As these Officers are not able to reach out to all office’s , they are adding to problems faced by general public in disposal of their case files in Administrative Department”, reads the statement issued by Khan , adding that “ key files are gathering dust for months together as otherwise they should have been disposed off in short time under the present administrative control of Lt Governor”. Khan the EJCC Chairman urged the Lieutenant Governor to intervene and resolve this issue in larger public interests, so that delivery of public services is maintained and fast paced at every level in every department .
