Kashmir, Covid and parliamentary rights of MPs

The parliament is in session but political detentions ,unprecedented spread in COVID-19 cases and deaths, and border row with China in Easten Ladhak are not heading to any dead end in Jammu and Kashmir. Unfortunately the Government has decided to scrap question hour for the ongoing monsoon session of the parliament obviously to deny opposition an opportunity to give account of  it’s actions even on pressing issues concerning health safety of the people and the national security of the country. Denying the Kashmir MPs an opportunity of a debate over the situation in Kashmir is by all standards of understandabilities tantamount to deny them the right to hold the government accountable for it’s actions taken since August 5 last year when both the statehood and as well as special status was withdrawn to erstwhile state since bifurcated into two union territories-Jammu & Kashmir and Ladhak. Though situation in Ladhak in the backdrop of continuing border row with China in Easten Ladhak deserves a country wide debate and national consensus on the future course of action but the incumbent government commanded and controlled by Prime Minister Narendra Modi refuses to give  accounts of it’s actions even on border row with China in Eastern Ladhak. Since the question hour is a practice used by “parliamentarians to hold the government accountable for its actions, the helmsmen of the world’s biggest democracy scrapping it for their own conveniences shows their disrespect for the institution of public representation in the highest law making body of the country. What merits a mention here is the fact that in one-hour long question period at the beginning of the day, MPs tend to show political neutrality for the purposes of  raising questions on the  actions and policies of the government  and as such scrapping the question hours is just an attempt to take away from MPs their constitutional right to hold the government accountable inside the house .

Taking away the right to raise questions on bills from MPs is by all standards of understandabilities tantamount to taking away their  right to participation in the process of law making  So the biggest democracy of the world is setting a practice of going ahead with the process of law making without participation of law makers in it.  Surprisingly the Modi government takes pride even in the process of law making without law makers, the first practice of it’s unique kind in any democratic country in the world.   

After scrapping the question hour, the government has by all probabilities put itself at liberty to present any bill in the house and pass it without taking questions from the MPs of either the ruling party or the opposition parties. Taking away the right to raise questions on bills from MPs is by all standards of understandabilities tantamount to taking away their  right to participation in the process of law making  So the biggest democracy of the world is setting a practice of going ahead with the process of law making without participation of law makers in it.  Surprisingly the Modi government takes pride even in the process of law making without law makers, the first practice of it’s unique kind in any democratic country in the world.
