Challenges Before New LG In JK

The arrival of a strong BJP man and a trusted lieutenant of Prime Minister Narendra Modi and Home Minister Amit Shah has droped the hints of the implementation of major decisions announced over the basic citizenship rights of the people of Jammu & Kashmir during last one year. Obviously the biggest challenge would be recruitments for Class IV positions under new controversial domicile law as the Jammu & Kashmir Government has already started a massive recruitment drive for class IV positions through J&K Services Selection Board (J&KSSB) . Since the government has also reconstituted the Jammu & Kashmir Public Service Commission, the intents of the government to embark on another recruitment drive for Gazetted posts and services under new domicile law are obviously crystal clear. By all standards of understandabilities both SSRB and as well as the Jammu & Kashmir Public Service Commission (J&K PSC) will have to strike a balance between both the domiciles and PRC holders and as well as the PRC holders of Kashmir and Jammu regions. Since the resistance of the Jammu & Kashmir residents against the appointments of non J&K residents to whom domicile certificates are being issued on a very fast track is peaking up with every passing day both in Kashmir valley and as well as Jammu division, it would be almost a Himalayan challenge for the both the J&K SSB and as well as J&K PSC to recommend non J&K residents for appointments and drop the J&K residents under the garb of merit, experience and performance in the interview.

By all standards of institutional, constitutional and administrative understandabilities the recruitments under the new domicile law and consensus over the delimitation process are obviously the two bigger challenges before the new Lieutenant Governor in a disturbing law and order scenario and a hostile political atmosphere. The new Lt Governor would be judged by his action but not words more so  in the implementation of the proposes recruitment and delimitation processes in the coming months. 

Yet another bigger challenge for the new Lieutenant Governor Manoj Sinha would be the process of delimitation of assembly and parliamentary constituencies in short time amid rejection of this initiative by almost all the non BJP parties particularly the parliament members of non BJP parties presently representing Jammu & Kashmir in the parliament. Without the engagement and involvement of the majority of the parliament members, the crisis of institutional credibility and public acceptability would reduce the proposed delimitation process to a crude joke as otherwise the Central Government will have to change the timing and the roadmap for the delimitation process to address the concerns and apprehensions of the majority of the parliament members from Jammu & Kashmir.
