Justify Art 370 abrogation, protect constitutional rights of backward classes: JKRCEA to PM

Jammu: Jammu and Kashmir Reserved Categories Empowerment Alliance (JKRCEA) on Monday sought justification on abrogation of Article 370, protection of constitutional rights of backward classes including reservation in promotions.

The demand was made in an open letter addressed to the Prime Minister Narendra Modi through J&K Lieutenant Governor Girish Chandra Murmu.

Addressing a press conference here, the JKRCEA members said that reserved categories of J&K constituting almost 45 percent of UT’s population (65 pc of Jammu Division) is under psychological pressure in view of bureaucratio-political machinery of state’s lukewarm and indifferent attitude in implementing certain Constitutional Rights meant for overall Educational, Social and Economic development of these communities to bring them in mainstream.

“We the representatives of SC, ST and OBC communities put on record that loss of statehood and Abrogation of Article 370 has done no good to people of J&K,” the members said, adding that rather all promises made by the government have turned out to be false and hence there is a breach of trust that was bestowed upon you (PM) by these communities who supported all decisions blindly.

The members however, raised the concerns asserting that J&K State unique in enacting reservation but purpose got defeated.

The members also demanded implementation of Mandal Commission Report, alleged fraud with Balmiki Community and further said, “Decision of issuing Domicile Certificates to non state subjects was well taken but compeling Permanent Residents of State (PRCs) to stand in queue and roaming about in the Tehsils and not finding Tehsildars in the offices during Corona epidemic has added to miseries of all the State Subject holders.”

“With a single order, the State Subject should have been considered as Domicile as well. It could have saved money as well as manpower from unnecessary harassments,” they said.

The JKRCEA, moreover, requested to the Prime Minister to direct J&K LG G C Murmu and CS BVR Subrahmanyam to immediately Restore Reservation in Promotions for SC, STs vis a vis filling all vacant/fresh slots in different cadres as well as piled up Backlog for backward classes in direct recruitments.

“We also appeal to the Prime Minister to direct the JK UT administrative machinery to implement Mandal Commission Report in totality in J&K as promised by your government,” they said and demanded that the LG and CS should hold a meeting of enforcement board on monitoring and implementation of reservation in Jammu and Kashmir.
