Lockdown or no lockdown, follow SOPs

Lockdown had to reimposed after the violation of Standard Operating Procedures (SOPs) by both the people at the helm and as well as the general masses . With violation of SOPs resulting in the unprecedented increase both in the no of positive cases and as well as no of deaths across Jammu & Kashmir, both the people and as well as top public functionaries continue to violate SOPs amid intensifying increase both in the no of positive cases and as well as the no of deaths. The Lt Governor himself and then his advisors, Chief Secretary, DGP and administrative secretaries carry out field visits in districts where people hurdle together in violation SOPs and with such violation of SOPs the assembly of huge crowds at the official functions is becoming a very big reason for the intensifying COVID-19 spread across Jammu and Kashmir particularly Kashmir valley. When the top government functionaries themselves become the sponsors and promoters of SOP violations in Srinagar and other districts of Kashmir valley, how come the government can deliver sermons on cooperation for controlling the spread of deadly virus engulfing the whole world? The opening of government offices for routine attendance of employees was also an unwise decision as the government departments could have been asked to issue duty rosters for rotational attendance of employees. Never forget full attendance of employees has left no scope for the employees to maintain social distancing in their offices. Like top government functionaries the mainstream politicians too have become the sponsors and promoters of SOP violations even after the reimposition of the lockdown in Srinagar and few other districts in Kashmir valley and Jammu province, as they hold party meetings at their party offices during which party activists hurdle together to intensify the chances of the virus spread. It would have been for better for the political leaders to hold such party meetings through video conferencing only but ironically they even the marriage ceremonies and condolence meetings of the kins of their party workers in violation of the SOPs already announced.

A collective response to a collect failure is the only way out for strict implementation of SOPs both during lockdown and normalcy periods. Peoples of all shades have to show wisdom and stop violating SOPs forthwith. The Government too has to enforce strictly SOPs required for controlling the spread of the virus.

Not only government functionaries and political leaders have to be blamed for the spread of the virus but general public is more responsible than the government functionaries and the political leaders as people hurdle in large nos at shops, departmental stores, shopping malls, bank ATMs and government offices. Fumigation of shops and public places was the responsibility civic bodies but government instead of enforcing SOPs opened parks and gardens and allowed non local travelers to move to different parts of Kashmir. The assembly of huge crowds at shops, departmental stores, shopping malls, bank ATMs, parks, gardens, and government offices could have  been controlled by implementation of control measures.
