Over 200 cases and more than five deaths a day is though “no virus” for we the people of Jammu and Kashmir but the irrefutable fact is that 200 COVID-19 positive cases and five deaths a day are undoubtedly showing the indications of an unprecedented and unusual spread which should wake up us from deep slumber. If the government is not concerned about our lives ,we ourselves as responsible citizens have to show our wisdom to contain the spread of COVID-19. If the people are not wise enough to raise an alarm over the non stop increase in both the no of positive cases and as well no of deaths reported every day in the government’s special COVID-19 news bulletins, but bureaucrats not controlled by any political executive for the last more than two years should have shown the wisdom to keep the movement of the people under control as was witnessed initially in the later part of the March Month and full month of April. Lockdown exit plans are unfortunately focused on the conduct of annual amaranth yatra and the unwanted and unnecessary opening of parks and gardens in Srinagar just to allow the families of top bureaucrats to enjoy the breathing cold in the evenings in Summer capital’s parks and gardens in the hottest summer months at the cost of precious lives of the valley populations. True it is that bureaucrats have their own compulsions to go by the orders of their political bosses in Delhi and top functionaries of J&K government in Srinagar and Jammu but they are not at liberty to go ahead with the annual amaranth yatra and opening of parks and gardens at the cost of precious lives of the lakhs of people of Jammu & Kashmir.
The governance is the ultimate casualty and the people are the victims of mis-governance even in case of COVID-19 control measures. As the Jammu & Kashmir is heading for a peak in COVID-19 spread, the bureaucrats announce more and more lockdown exit measures amid an uncontrolled intensifying spread of COVID-19 across Jammu & Kashmir.
The system of governance is so much spoiled that the people who retired as administrative secretaries are wielding the power of cabinet ministers to rule over their seniors holding the ranks and positions of Principal Secretaries and Financial Commissioners. While the COVID-19 spread is intensifying fast across Jammu & Kashmir, the Lt Governor alonwith his teams of advisors and principal secretaries are holding public meetings with Panchayat representatives and district officials without keeping a track of the implementation of COVID-19 health protocols. A spoiled bureaucratic system showing no respect for seniority and institutional supremacy is now putting the lives of the people to risk and no one from the mainstream political parties reminds them of their responsibilities in implementation of COVID-19 heath protocols which has to do nothing with the abrogation of article 370 or restoration of statehood. The power wielding bureaucrats whether local or no local have become opportunists as they try to appease their bosses both in Delhi and Srinagar only for better postings.
