Ved’s highly irresponsible remark on arms training to ethnic groups

A former Director General of Jammu & Kashmir Police S P Vaid has talked about arms training of a minority community and people of majority community vulnerable to militants attacks in Kashmir during an interview to a news channels in Delhi. Obviously a highly irresponsible remark from a highly responsible former police chief deserves immediate attention of the central government particularly the home ministry . Ironically neither the Jammu & Kashmir Government’s home department nor the central government’s home ministry has taken exceptional cognizance of the highly irresponsible remark of former police chief. Both the central government’s home ministry and as well the Jammu & Kashmir Government’s home department should have at least served a notice of explanation to former DGP Vaid keeping in view the fact that idea floated by former DGP Vaid if implemented on ground would by all standards of understandabilities change the conflict ridden Kashmir valley into a battle ground . While the central government commits itself to make Kashmir valley an armed conflict free territory, the former DGP has favoured the idea of changing this conflict zone into a battle ground. Interestingly S P Vaid was unceremoniously removed as Director General Police the time almost two years back the time when he failed to reduce the rising frequency in the no of rifle snatching incidents in Kashmir valley.
Before advising arms training to minority community of Kashmir and vulnerable people of majority community the former DGP should have taken also views of one of his successful predecessors Kuldeep Khoda over the issue keeping in view the fact the Khoda restored peace and normalcy after deadly summer unrest in 2010 and himself belongs to the minority community of Kashmir. No objection to Vaid’s attempt for appeasing central leadership just for a good post retirement rehabilitation but not at the cost of peace and security in Jammu & Kashmir.
Interestingly the frequency of rifle snatching incidents reduced slowly and steadily almost to zero after Dibagh Singh assumed charge as Director General Police almost two years back. Since accountability flows from top to the bottom and more so when it comes to law enforcement and internal security, the government owes an explanation to people for not probing the failures of former DGP Vaid particularly over the unprecedented rise in rifle snatching incidents during his tenure as police chief. Since mostly SPOs were involved in the rifle snatching incidents during Vaid’s tenure, an impartial probe into the appointments of SPOs’ and Village Defence Committees (VDCs) during Vaid’s tenure should be the government’s priority for the purposes of the stabilisaton of the atmosphere of peace and security in Jammu & Kashmir.
