Ploarising tendencies in extensions, transfers

Though post article 370 abrogation administrative arrangement had reduced scope for extensions and performance was expected to become the new norm in transfers and postings of top bureaucrats, academicians and heads of key autonomous bodies but the shift in the policy of extensions and transfers has very fortunately led to both post retirement extensions . Equally objectionable are the postings of top public functionaries on the basis of their affiliations to a particular region and religion. Shockingly the new policy of transfers and postings has pushed to wall the gullible Kashmiri muslims. Recent extensions to Chairman Jammu & Kashmir Bank R K Chibber and Chairman Jammu & Kashmir Board Of School Education(J&K BOSE) Vienna Pandita without any rhyme or reason show the polarising tendencies of incumbent central government exercising direct control over the Jammu & Kashmir government. As even naives know it that performance of both Chibber and Vienna has not been exemplary enough to leave their extensions unquestioned but unfortunately the J&K Bank Chairman has courted a huge controversy by scrapping the selection process ofover 1200 posts without any rhyme and reason. The quashing of the selection process conducted by country’s most credible banking recruiting agency has attracted huge criticism from people of shades including the leaders of top mainstream political parties. As such question can be asked that has Chibber been given extension for quashing a fair selection process for over 1200 post and also for elevating two non muslims from Jammu division and only one muslim from Kashmir division as executive presidents of the bank.
While extensions have been granted to two non muslim executives from Jammu division to allow them to keep control over two key institutions like J&K Bank and J&K BOSE despite having more competent hands available for their immediate replacements, two muslim IAS officers of Kashmir valley were denied any extension despite the fact that their superannation forced the government to hand over their charge to two other serving non local IAS officers.
No such extension was given to two Kashmiri muslim IAS officers of administrative secretary rank on their superannuation at April end despite the fact that their integrity is stated to be above board and their charge was given to two non local IAS officers overburdened with the charge of key departments. Shockingly one more officer of administrative rank Ab Majeed Bhat was divested of the charge of cooperative and tribal affairs departments and posted on an insignificant position like chairman administrative tribunal outside the four walls of civil secretariat the nerve centre of power in Jammu & Kashmir. Interestingly the charge of two departments vacated by the transfer of Ab Majeed Bhat was also given to two non local IAS officers already burdened with charge of key departments. While extensions have been granted to two non muslim executives from Jammu division to allow them to keep control over two key institutions like J&K Bank and J&K BOSE despite having more competent hands available for their immediate replacements, two muslim IAS officers of Kashmir valley were denied any such extension despite the fact that their superannuation forced the government to hand over their charge to two other serving non local IAS officers.
