DG Women & Child Dev gets overriding powers over ICDS, ICPS directorates

Jmmu: The Jammu & Kashmir Government on Thursday delegatedoverridingp to Director General Women & Child Development over Managing Director ICDS and Managing Director ICPS. An order issued from the Commissioner Secretary Social Welfare department said that Mission Director ICDS and Mission Director ICPS shall report to Director General Women & Child Development and Director ICDS shall continue to function as Project Director POSHAN ABHIYAN. The order further says that all the plans of ICDS and ICPS shall be routed through Director General Women and Child Development to the administrative department. The Director General, according to the order, shall receive, evaluate, and review the MPRs, QPRs and APRs from the MD, ICDS and MD, ICPS and also submit annual report of women and child development to the administrative department. Besides exercising powers to evolve plans, policies, strategies, mobilising resources, bringing convergence of common programs, monitoring of laws, schemes and programs relating to women and children, the Director General shall also be the approving authority for the transfers and posting of the staff working in ICPS and ICPS departments but will have the powers to only recommend the proposals for premature transfers and postings of the gazetted staff for approval to the administrative department. While Director General has also been designated Chairman of the state level purchasing committees, the MD ICDS and MD ICPS would be co-chairpersons of these committees. Vested with the powers to recommend the budget estimates plan and non plan to the administrative department in respect of both the directorates, the Director General shall have the powers to sanction 75% of GPF advance to all employees subordinate to him. The power and authority to recommend the proposals for sanction of new Anganwadi centers in Jammu and Kashmir shall also be vested with the Director General Women and Child Development department
