790 Class IV posts referred to Div Coms’ of Kashmir, Jammu cancelled after 20 years

Jammu: The Jammu and Kashmir Government on Wednesday ordered the cancellation of class IV posts referred to divisional commissioners of Kashmir and Jammu divisions respectively way back in the year 2006 with the direction that divisional commissioners shall return the said posts to concerned administrative departments for onward submission to General Administration Department (GAD) which shall refer the posts to Jammu & Kashmir Service Selection Recruitment Board (J&K SSB).
An order issued from the General Administration Department (GAD) said that
while the Jammu & Kashmir Government vide its order No.42-GAD of 2006 dated 09.01.2006, placed at the disposal of Divisional Commissioner, Kashmir 510 Class-IV posts and Divisional Commissioner, Jammu and 280 class IV posts for selection of eligible candidates through open competition but after issuance of the advertisement for above referred posts, no further progress was made by the concerned selection authorities and the process has remained inconclusive till date. The Divisional Commissioner, Kashmir and Divisional Commissioner, Jammu, have repeatedly conveyed their inability to conclude the selection process in view of various shortcomings in the selection process as also the delay in concluding the selection and accordingly sought orders for withdrawal of these posts
After referral of vacancies to the Divisional Commissioners, the procedure for selection of Class-IV posts in the erstwhile State of Jammu and Kashmir was reviewed and the Government vide Government Order No.735-GAD of 2008 dated 30.05.2008 read with Government Order No.731-GAD of 2010 dated 24.06.2010, constituted Selection Committee(s) at District and Divisional Levels for selection of Class-IV posts.
The State Administrative Council in July 2018, vide its Decision No.31/5/2018 dated 17.07.2018, decided to dispense interview for Class- posts and directed that further the selection for these posts be made solely on the basis of marks obtained in a written test to be conducted by the Services Selection Board. The SAC decision stands notified vide SRO 404 of 2018 dated 15.09.2018; and Whereas, vide SRO-578 of 2018 dated 17.12.2018, all such Selection Committee(s) constituted vide Government Order No.735-GAD of 2008 dated 30.05.2008, read with Government Order No.731-GAD of 2010 dated 24.06.2010, have been abolished except such selection Committees which have conducted the written test or published the shortlist or conducted interview, prior to issuance of SRO 404 dated 15.09.2018.
The Government has now reviewed the issue and decided that the selection process in respect of Class-IV posts referred to Divisional Commissioner, Kashmir and Divisional Commissioner, Jammu, vide Government Order No. 42-GAD of 2006 dated 09.01.2006, be cancelled forthwith. NOW THEREFORE, the selection process initiated by the Divisional Commissioner, Kashmir and Divisional Commissioner, Jammu, in pursuance of Government Order No.42-GAD of 2006 dated 09.01.2006, is hereby cancelled. The Divisional Commissioners have been directed to return these posts to the concerned administrative departments immediately which shall refer these posts to the General Administration Department (GAD) for their further referral to J&K Services Selection Board after ascertaining the availability of vacancies as on date and seeking prior concurrence of the Finance Department as mandated under the standing recruitment rules of the Jammu & Kashmir Government.
