CJM Kishtwar directs DC Kishtwar to appear in his court on 9th August after hearing Sarpanch’s complaint

CJM take cognizance of Sarpanch’s complaint against DC.

Chief Judicial Magistrate, Kishtwar, on Friday directed Deputy Commissioner Kishtwar Angrez Singh Rana to appear in his court on 9th August after hearing a complaint filed by Sarpanch of Lopara Dachhan area of the Kishtwar district.

In his plea against the Deputy Commissioner the Sarpanch has said that a delegation of people led by Babu Lal Bhandari, the Sarpanch in question, went with a delegation of public delegation to meet DC Kishtwar on March 18 this year in connection with some issues pertaining to the people of his Panchayat,but DC allegedly hurled abuses on him( Sarpanch) and allegedly threatened him to get killed as he according to the complaint ordered his PSOs to kill him who in turn loaded their guns and pointed towards the Sarpanch.

The counsel for the Sarpanch had said in the complaint that the PSOs of the DC forcibly took the Sarpanch to other room where he was beaten up.The CJM vide his order No.907/cjmk dated 8-4-2019 got the investigation done by SSP Kishtwar who recorded 10 witnesses. The SSP Kishtwar vide his order No: CRB/ Court/ 19/ 0504 dated 29-6-19 submitted his report to the court.

The police, according to the counsel of the complainant, was trying to give clean chit to DC Kishtwar Angrez Singh Rana by disclosing in the report that accused Angrez Singh, being an Executive Magistrate of the area, cannot be held untrue in absence of another material evidence.

Advocate Safder Ali Shoket Najar, the complainant’s counsel, argued that the offences which the accused Angrez Singh Rana have committed, do not come under purview of official duties.

After hearing the arguments, the court took cognizance of the offences and issued summons to DC Kishtwar directing him to appear on 9th August .
