Kathua: The performance of RSETI and Banks operating in this district was reviewed here Tuesday at a meeting of District Level Review Committee (DLRC) and District Coordination Committee(DCC), chaired by District Development Commissioner Vikas Kundal.
The meeting reviewed the flow of credit, performance of banks in key areas relating to deposits, advances under priority sector, Government Sponsored Schemes and lending for the quarter ending March 2019.
Prominent among those who attended the meeting were ADC, Ghansham Singh, CPO, Uttam Singh, GM DIC, Babu Ram, CAO, Arun Gupta, representatives of RBI & NABARD, bankers and other senior officers from various Government departments.
The DDC reviewed the progress of CD ratio, cases under PMEGP – KVIB / KVIC / DIC / NULM, NRLM Handloom / Handicraft, PMAY with special emphasis on credit linkage of beneficiaries under these schemes. He emphasized upon banks to simplify the systems and procedures so that maximum beneficiaries are credit linked under different schemes for generation of employment.
He exhorted upon the officers of banks and Government departments to show empathy towards poverty stricken people, which is bound to ensure the achievement of their set targets. He advised all banks to focus on awareness programs for dissemination of information to general public/farmers/skilled persons so that they are facilitated to set up new units of economic activities.
He also impressed upon the banks and line departments to ensure effective coordination in their working. He desired that potential under Agri sector and it`s allied activities be exploited fully to achieve the benchmark of 18%.
The chairman encouraged the banks to exploit all resources at their disposal and come out with concrete action plan to increase present CD-ratio of 43% to minimum 50% by the end of first quarter of 2019-20. He advised that bank-specific Action Plans should be devised for better focus on increase in CD ratio.
The chairman further advised all banks to cover maximum number of persons with 100% penetration under social security schemes like Jan Dhan Yojana, Suraksha Bima Yojana, Jeevan Jyoti Yojana, Atal Pension Yojana and to issue RuPay Debit Cards to all eligible account holders, thereby initiating the process of DIGIDHAN Mission.
The DDC also advised to organize special awareness camps for social welfare schemes with the active participation of banks. He further emphasized to the banks to achieve 110% targets of ACP 2019-20. He further emphasized upon the banks and departments to put all out efforts to establish DIGI village in the district.
Gurinder Singh emphasized on priorities of RBI, financial inclusion and increase in CD ratio and Agriculture financing. He informed the house about the latest RBI circular on interest subvention on MSME accounts.
Madan Lal assured of full support from NABARD and discussed SHGs, JLGs among other issues. He informed the JLG scheme in detail and advised the banks to come forward and submit proposal to NABARD. He also informed the house about sector-wise targets fixed under PLP 2019-20 for the district.
LDM, Narain Singh presented the achievements under Annual Action Plan for the year 2018-19, informed the house that Rs. 631.17 crore have been disbursed under priority sector and Rs. 880.96 crore under non-priority sector, thereby recording 71% achievement of ACP as on 31.03.2019.
Further, under social security schemes 143476 accounts opened under PMJDY, 3803 individuals has been covered under Atal Pension Yojana, 24445 individuals has been covered under Jeevan Jyoti Bima Yojana, 60705 individuals has been covered under Suraksha Bima Yojana and 15676 accounts under PMMY have been opened/financed as on 31st March 2019.
