Memorandum to the President
Prof. Bhim Singh, Chief Patron JKNPP & Constitutional Senior Advocate urged the President of India to declare the procedure adopted by CEC of India as violative of the electoral laws, Fundamental Rights of electorates and adversely affecting the polling system and the laws in India. NPP Chief, a Constitutional lawyer has prepared a detail legal note on the subject which is strongly believe that holding Parliamentary election in seven phases for about two months was totally against the spirit of the election laws and the Fundamental Rights of the electorates. He said that Indian democracy never saw such a time that Lok Sabha election in country was held at different seven times spreading over two months. Prof. Bhim Singh has strongly argued that nowhere in democracy even in the countries under dictatorships have experimented with the system anywhere in the world where fresh notification to hold fresh election is issued at seven different times. This neo experiment has made mockery of the Indian democracy where election Code of Conduct continues for two months bringing the entire developmental works to standstill. This has happened for the first time. Prof. Bhim Singh expressed shock on the silence of the so-called intellectuals, thinkers and political pundits that none dared come out with their open mind. This has cost the nation heavy expenditure and wasted 100 times state expenses on this election drama. Holding election in one state seven times at different intervals was not only legal, unconstitutional but also put enormous pressureย on the system and the people involved in it.
Prof. Bhim Singh urged the President to convene a meeting of the representatives all the recognized political parties and seek their public opinion. It shall be in the interest of the Indian democracy which is passing through a dangerous period. NPP urged the President of India to declare entire elections notification as unconstitutional and order fresh one day/one time election for the Parliament of India
