Div Com Ladakh reviews functioning of departments

KARGIL: Divisional Commissioner, Ladakh Saugat Biswas reviewed the functioning of different departments in the district as well as the pace of progress on the developmental works executed by the departments in a meeting held at Conference Hall Baroo here on Monday.

Deputy Commissioner Kargil Baseer ul Haq Choudhary, Superintendent of Police Kargil Dr Vinod Kumar, Additional Deputy Commissioner Kargil Sonam Chosjor, Chief Planning Officer Kargil Tashi Tundup, Assistant Commissioner Development Kargil Imteeaz Kacho, SDMs, sectoral heads of all departments besides other concerned officers were present in the meeting.

During the meeting, the Div Com took sector wise review of different developmental works underway as well as the headway achieved so far on different schemes especially in the publicly related departments like Health, Education, PMGSY, R&B, Tourism and other sectors.

While taking stock of the scenario of health sector in the district, the Div Com directed the concerned officers to devise a mechanism for providing online consultancy services through video conferencing and telemedicine facilities to the people residing in inaccessible and far off areas. He instructed the officers to take up ground work by conducting surveys and to come with comprehensive proposals in this regard.

The Div Com while stressing on the officers to ensure provision of satisfactory medicare facilities to the patients directed the concerned to ensure maintenance of proper documentation about the records of treatment and medicines prescribed by doctors on weekly and fortnightly basis. He also asked officers to ensure proper facilities of sanitation and hygiene in the health institutions.

The Div Com also enquired from the officers about the status of ongoing work for provision of internet facilities to connect the Gram Panchayats instructed them to complete the process within the set timelines.

With regard to the provision of educational facilities in Government schools, DC Kargil informed the Div Com that all out efforts are being made to enhance the enrolment of children in schools for which schools have been equally assigned to the ZEOs and ZEPOs. The DC further informed that the concerned officers have been directed to devote full time to the designated schools once a week besides coordinating with the school management, parents, community members and students to identify the problems and issues confronting the educational institutions.

It was informed that 20 schools are being adopted by the Administration on Public Private Partnership (PPP) mode in the first phase as pilot schools so as to set an example for other schools to bring improvements in the teaching learning system.

The Div Com while stressing on steps aimed at targeted intervention to ensure the admission of out of the school children in schools desired the creation of a data base of such children. He also directed the concerned to devise a mechanism for rotation of teachers for teaching purposes in different schools.

While taking review of the tourism sector in the district, the Div Com directed the concerned to take proactive steps besides devising effective plans to give boost to tourism in the district.

The Div Com also directed the officers of J&K Academy of Art, Culture and Languages to organize a literary and cultural festival for the youth so as to provide them a platform to showcase their talent in different art forms like painting, music, theatre, poetry and other areas.

Responding to the issue of the inclusion of Government Degree College under State Sector, the Div Com directed the concerned to submit a detailed proposal with the inclusion of the needs and requirements so that the issue could be taken up with the concerned quarters.

The Div Com stressed on officers to work with missionary zeal and enthusiasm besides maintaining proper work culture so that the developmental schemes and works aimed at giving best possible facilities to the common people are completed within the stipulated timelines.

Earlier, the Div Com also inaugurated the office of the Divisonal Commissioner Ladakh situated at Tourist Dak Bungalow 1stand the office of the President Municipal Committee Kargil situated at Tourist Reception Centre Kargil.

The Div Com also visited Kargil Airport and discussed various issues regarding the expansion of the Airport runway and operationalisation of civil aircrafts to the district.
