MCC violation: Dir Agri Kashmir issues order on relieving officials in predate in supersession of his own order

Srinagar: A day after Kashmir News Service reported major violation of Model Code of Conduct (MCC) by Director Agriculture Kashmir in the implementation of transfer orders of several officials issued with the consent of the election commission, the Director Agriculture Kashmir in supersession of his own order issued an order for relieving of transferred officials in predate which was circulated on Friday after Advisor to Governor Skandan Kumar holding the portfolio of Agriculture department intervened.
Quoting sources local news gathering agency KNS reported that following publication of report in several news papers about the violation of code of conduct in relieving officials, the Director Agriculture Kashmir along with Deputy Director Central rushed to agriculture directorate Lal Mandi immediately after Fajar prayers to issue an order for relieving the transferred officials immediately.
Surprisingly the Director Agriculture Kashmir who through an order on March 9 directed the officers transferred vide government order No’s. 61 Agri of 2019 dated 01-03-2019, no 62-Agri of 2019 dated 01-03-2019 and no 63 agri of 2019 dated 01-03-2019 to wait for their relievers to join their duties rescinded his own order to direct the officials to join their new places of posting immediately but the order issued in supersession was shown to be issued on 09-03-2019.
Interestingly the order issued for immediate relieving of the officials was circulated on 15-03-2019 and not on 09-03-2019 and obviously a case of violation of Model Code of Conduct has been detected in the agriculture directorate Kashmir. The order shown to have been issued on 09-03-2019 in supersession of previous order also issued on 09-03-2019 shows that director agriculture Kashmir has rescinded the order just evade action from the Election Commission of India.
The order issued for immediate relieving of officials reads as under, “In supersession to this office letter no agri/estt/gaz/5465-95, dated 09-03-2019, I am directed to seek compliance report from the officers posted at various positions vide government order no 61 agri of 2019, dated 01-03-2019, no 62-agri of 2019, dated 01-03-2019 and no 63 agri of 2019, dated 01-03-2019. Any non compliance from any of the officer shall be his personal responsibility and action under rules shall be initiated against the delinquent officers under rules in vogue.”
With this order Director Agriculture has put the officials in a precarious position just to make them face action from ECI instead of facing action himself for his own wrong deeds.
When contacted Advisor to Governor Skandan Kumar said “The bigger issue is the matter is settled now. Director might have compulsions to issue the earlier order asking officials to wait till their relievers join.”
