Justice Masoodi bats for separate department for Women and Child Development

Srinagar: Justice (Retd) Hasnain Masoodi has sought the creation of a separate department for Women and Child Development with an independent administrative secretary and a full-fledged directorate in Jammu and Kashmir.
Local news gathering agency KNS quoted Justice (Retd) Hasnain Masoodi as saying that social welfare department presently looking after Integrated Child Protection Scheme (ICPS) scheme is failing to implement the scheme well and utilize the funds for providing nutritional and health facilities to children whose age is below 18 years, fighting the rate of mortality, morbidity, malnutrition and school dropout rates and supporting the nutritional and developmental needs of the child. He said that central government has already setup a separate ministry for child and women development and as such it would be in the interests of the welfare of the women and child development to create a full-fledged department with an independent administrative secretary and a full-fledged directorate in Jammu and Kashmir also.
Saying that he has already taken up the issue with the Governor Satya Pal Malik during a meeting with him at Raj Bhawan Srinagar very recently, Justice Masoodi said, “during the last three years out of 30 crores sanctioned under the ICPS scheme only 1.5 crore has been utilized and till now only less than a crore spent due to the huge work load on the administrative secretary and directors of social welfare department already over burdened with the job of implementing other socio economic schemes for under privileged sections of the society. He said the government had proposed allocation of 70 crores three years back but only Rs 30 crore were sanctioned by the central government out of which Rs 1.5 crore is slated for utilization and less than half a crore has been spent so far.
