Govt constitutes official panels for POSHAN Abhiyaan

Srinagar : The Government Monday ordered constitution of State Convergence Plan Committee (SCP), District Convergence Plan Committee (DCP) and Block Convergence Plan Committee (BCP) for implementation of POSHAN Abhiyaan in the State.

State Convergence Plan Committee includes Administrative Secretary, Health & Medical Education Department as its Chairman, while as Administrative Secretary, Finance Department, Administrative Secretary,       Planning,   Development          and Monitoring Department, Administrative    Secretary,  School       Education Department, Administrative Secretary, PHE, I&FC Department, Administrative Secretary,  Department        of      Rural Development & Panchayati Raj, Administrative Secretary, Social Welfare Department, Administrative Secretary,      Food,          Civil          Supplies     & Consumer Affairs Department, State Mission Director, NRHM, representative of Food & Nutrition Board, Government of India, State representative from National Institute of Public Cooperation & Child Development (NIPCCD) and State Mission Director, ICDS will be its members.

The role and terms of reference of the Committee shall be to consolidate and examine the requirements given in District Plans received from various Districts, segregate the requirements and seek the financial commitment before inclusion in the State Convergence plan (SCP), determine the final requirement and prepare a State convergence plan, indicate the roll-out plan, assign responsibilities of each department to avoid any overlapping or consequent shifting of responsibility, submit the SCP for inclusion in State Annual Program Implementation Plan (APIP) for approval by State Empowered Committee (EPC) before submission to the Ministry of Women & Child Development (MWCD). The components which are to be funded from the State budget need to be segregated and clearly mentioned in the APIP, ensure timely issuance of sanction by each Department, and prepare guidelines for release of funds for convergent actions directly to the District Development Commissioners.

The District Convergence Plan Committee (DCP) will have concerned Deputy Commissioner of the district as the Chairperson, while as District Program Officer will serve as Member Secretary and Assistant Commissioner Development, Sub-Divisional Magistrates, Chief Medical officer, Chief Planning Officer, Executive Engineer, PHE, Chief Education Officer, District Panchayat Officer, District Social Welfare Officer, Child Development Project Officer, and Assistant Director of Food, Civil Supplies and Consumer Affairs will be its members.

The role and terms of reference of the District Convergence Plan Committee (DCP) shall be to examine the need assessment made by the BCP for essential interventions at the village/AWC level and the availability of resources, consolidate requirement of interventions at the District level, considering the need, each line Department to prepare their action plan at the District level for delivering the interventions relating to them, take inputs from PRI members including on the extent of community

participation, submit the consolidated District convergence plan to the State Convergence plan committee for approval and for earmarking the financial provisions, wherever required, the DCP Committee may make physical inspections to assess the need projected.

For Block Convergence Plan Committee (BCP) the Sub-Divisional Magistrate will serve as Chairman, while as Executive Engineer, PHE will be member and Child Development Project Officer, ICDS will be its Member Secretary. The rest Block Development Officer, Block Medical Officer, Zonal Education Officer, Tehsil Supply Officer of Food, Civil Supplies & Consumer Affairs Department and 05 Supervisors of ICDS (on rotation basis) Social Welfare Department will work as members.

The role and terms of reference of the Block Convergence Plan Committee (BCP) is to do the assessment of essential interventions at the village/AWC level i.e water, sanitation, food, health, intervention, immunization, ANC/PNC, Vitamin-A, IFA, de-worming tablets, functioning of VHSNC, etc. and the availability of resources, the assessment at the village level shall be done by AWW and supervisor in association with PRI representative under the supervision of concerned CDPO/DPO. CDPO/DPO shall submit the inputs to the area SDM, consolidate and assess requirement of interventions at the block level, considering the need, each line department at the block level to propose their action plan for inclusion in the DCP, involve PRI Members actively in assessing the need and seek their suggestions, and submit the Block Convergence Plan to the District Authorities for inclusion in the DCP & Approval of DM.

The State Convergence Plan Committee, District Convergence Plan Committee and Block Convergence Plan Committee shall be serviced by Social Welfare Department.
