The state administration headed by new Governor Satya Pal Maki is taking bureaucratic initiatives with the intents of creating political atmosphere ahead of proposed municipal and panchayat elections in Kashmir and latest such futile exercise was the conclave of Deputy Commissioners (DCs) and district Superintendents Of Police (district SPs) called by governor to discuss law and order vis-à-vis municipal and panchayat elections in the state. Calling Deputy Commissioners (DCs) and district Superintendents Of Police ( district SPs) on a day when the 8th Muharram was being observed and law enforcing authorities were fearing trouble in almost all the districts of Kashmir speak volumes about the administrative wisdom of the Governor Satya Pal Malik and his three advisors. Summoning Deputy Commissioners (DCs) and district Superintendents Of Police (Distt SPs) somewhere outside their district on such a challenging day shows that decisions are not taken seriously but with a casual approach. If at all the governor was interested to take views of the Deputy Commissioners (DCs) and district Superintendents Of Police (Distt SPs) on law and order situation in their districts in view of the proposed municipal and panchayat elections in the state better it would have been better for him ( Governor) to travel with one of his three advisors, Chief Secretary and Director General Police to the districts on rotation basis for on spot assessment of the situation ahead of proposed municipal and panchyat elections scheduled to held in the coming October and November months this year.
The advisors should have told the governor that it is not the time to hold conclaves of Deputy Commissioners (DCs) and district Superintendents Of Police (Dy SPs) but this is the time to work overtime for making foolproof arrangements for the security and safety of the poll contestants and polling staff .
Such ill advised decisions are bound to evoke criticism from every quarters and people concerning with the security and the safety of the poll contestants and polling staff reserve the right to seek explanation from the government on the conduct of such marathon conclaves of the law enforcing authorities who find very little time to attend meetings, conference and seminars in election time.
