Srinagar: Chief Secretary B V R Subrahmanyam Thursday chaired the State Level Executive Committee (SLEC) meeting here to review the status of implementation of the Shyama Prasad Mukherji Rurban Mission (SPMRM) in the State.
Financial Commissioner, H&UDD, Principal Secretary, Finance, Principal Secretary, Health & Medical Education, Principal Secretary, PD&MD, Administrative Secretaries of the departments of Forests, PW(R&B), School Education, PHE, IT, Rural Development and Horticulture and other senior officers attended the meeting. Deputy Commissioners of Kupwara, Leh and Jammu participated in the meeting via video conferencing.
The Executive Committee deliberated on the status of implementation of the mission, status of release of funds and department-wise investment required under Critical Gap Funding (CGF) and convergence for the three Rurban Clusters identified in Kupwara (Khumrial), Leh (Spituk) and Jammu (Gol Gujral).
DPRs for developing these three identified village clusters have been formulated and based on these, fund requirement has been projected i.e. Rs 64.92 crore for developing Spituk village cluster, Rs 53.29 Crore for Gol-Gujral and Rs 62.09 Crore for Khumrial. Out of this, Rs 4.6 Crore has been released for Spituk, Rs 4.6 Crore for Gole Gujral and Rs 4.4. Crore for Khumrial cluster, as Central/State assistance under the mission.
Chief Secretary asked the Secretary Rural Development Department to focus on development of essential infrastructural facilities and undertaking economic activities in consultation with the line departments and district administration for the benefit of the public.
Rurban Mission was launched in 2016 as an ambitious project to transform rural areas to economically, socially and physically sustainable spaces and trigger overall development in the region. Village clusters would be developed by provisioning of economic activities and providing infrastructure amenities. The mission aims to create 300 such Rurban growth clusters across the country.
