Petition seeking compensation to Pinjoora youth’s family filed before SHRC

Srinagar: A petition was filed in the State Human Rights Commission (SHRC), seeking compensation and rehabilitation for kins of slain Umer Kumar of Pinjoora village of South Kashmir’s Shopian district.
The petition was filed by Centre for Peace and Protection of Human Rights through its Chairman M.M.Shuja, son of Ab Rahman Mir of Hyderpora Srinagar.
The petitioner through his petition besides seeking compensation to the family of a slain youth has also sought legal action against the security personal who allegedly have not followed SoP’s (Standard Operation Procedure) during operation in Turkiwangan village of Shopian district on May 02.
Umar Kumar was shot dead on May 02 in Turkiwangan village of Shopian district.
In the petition, the petitioner said that “on 2nd May-2018, Government forces laid a cordon and search operation of village, Turkiwangan, Shopian district. There was exchange of fire between forces and militants. In the retaliation, by forces more than 2 dozen people got injured by bullets and pellets and were shifted to different hospitals of district Shopian and seriously injured referred to Srinagar District for treatment.”
He said that “though militants managed to escape from the firing spot but youth namely Umer Kumar of Pinjoora shot by forces on spot, though locals tried to save his life by shifting him to hospital but the doctor declared him brought dead.”
Further, the petition reads that “as per reports, he was fired on chest thus made it clear that forces have not followed SoP’s (Standard Operation Procedure) as usual, thus killing unarmed civilians.”
“Though the forces in valley have been deployed to protect the lives and property of civilians but last several months killing of youth in south Kashmir has created a wedge between public and security in state of J&K,” the petition added.
It added that “though AFSPA is in forces, but it has been observed that the security personal are taking undue advantage of this black law and are targeting civilians during search operations and exchange of fire between militants and security forces.”
“This Commission may kindly direct the respondents to provide special treatment to the victims of bullet and pellet injured during firing and compensation to those who are under treatment in different hospitals,” it added.
The petitioner later demanded that the killing of Umar Kumar should be properly investigated by the investigation wing of State Human Rights Commission (SHRC). (KNS)
