KAS Officers Association President Tasaduq Hussain Mir calling appointment of a Kashmir Administrative Service (KAS) officer as Secretary, J&K Board of School Education (JKBOSE) a sane decision is an insult to those who have raised voice against the Vohra administration for putting an officer of its own choice at J&K BOSE in violation of sheer violation of J&K BOSE Act, 1975. Those calling the appointment of one KAS officer as Secretary J&K BOSE are perhaps ignorant about the eligibility prescribed for appointment as Secretary BOSE and the selection process set for appointing Secretary BOSE. As per the act a search committee has to be constituted for submitting its recommendations to the government on the candidature of panel of officers of the higher education department of the rank and status of a Principal of a degree college. The KAS officer’s Association knows it well that Dr G N Itoo was asked to hold the charge just for the purposes of staff gape arrangement and Dr Peer Farooq Ahmed an officer of the higher education department already empanelled as Principal of a Degree College was considered temporarily for appointment as Secretary J&K Board of School Education under the J&K BOSE Act,1975. It is not the mandate of KAS Officer’s association but the mandate of College Teacher’s Association to challenge the appointment of Dr Peer Farooq Ahmad. However College Teacher’s Association too can’t challenge the appointment of Dr Peer Farooq Ahmad as Secretary J&K BOSE keeping in view his eligibility for the post of Secretary J&K BOSE after his empanelment as Principal of a Degree College.
Surprisingly KAS Officers Association instead of resisting appointment of non cadre officers on state cadre positions is now defending institutional trespassing. Bureaucratisation of academic institutions can’t be allowed keeping in view the bearing of such insane decision on the future generations in Jammu & Kashmir state. In a premier examining body mandated to frame curriculum and deliver other academic related works including conduct of examinations upto higher secondary classes the appointment of any KAS officer as Secretary J&K BOSE is tantamount to institutional trespassing and an intolerable assault on the institutional sanctity and integrity of academic institutions.
Interestingly Dr Peer Farooq Ahmad is already holding the position of Director Academic at J&K BOSE. As far as the precedence goes the post of Secretary J&K BOSE has been always held by academician of great repute including Prof Saif ud-Din Soz (Now a former Union Minister), Prof Nazeer Ahmad, Prof Agha Ashraf Ali and the likes. President KAS Officers Association must not also forget Veena Pandit was holding position of Secretary JKBOSE, the time she was appointed board’s full-time Chairperson by the previous Mehbooba government and G N Itoo, the Director School Education was allowed to hold the charge for the purposes of staff gape arrangement.
