Though local retired bureaucrats are appointed as advisors to Governor after the imposition of the governor’s with intents of localising the administration for better understanding of the issues and proper working of the institutions but unfortunately the departments held by a top retired local bureaucrat Khursheed Ganai are not working well due to the transfers of officers and officials in total violation of given procedures and rules. The latest row has been triggered by the transfer of Secretary Jammu & Kashmir Board of School Education (J&K BOSE) who was recently appointed on this key position to relieve Director School Education of the additional charge. Angered by the unceremonial shifting of Secretary J&K BOSE in less than a month the employees of the central and sub offices of J&K BOSE have threatened to go on a strike and disallow the Secretary J&K BOSE Peer Farooq Ahmed to leave his office. The protest of the employees of J& K BOSE can’t be questioned by the advisor holding the charge of education portfolio that Secretary BOSE appointed under an act of J&K BOSE can’t be replaceed by a man from the Kashmir Administrative Service (KAS) by a simple administrative order.

Allowing his advisors to take decisions in bringing into disrepute the integrity of governor N N Vohra amid unconfirmed reports about his replacement as governor of the state.
A top bureaucrat who attained the rank and status of a chief secretary of the state and head J&K State Information Commission (J&K SIC) later is not expected to take crucial administrative decision on postings and transfer of serious officials but after due consultation. Administrative wisdom demands that governor N N Vohra takes serious note of this high questionable transfer of a top academic from a key position of a top examining body of the government and revokes the decision in the interest of the smooth working of J& K BOSE. In fact the governor Vohra should even admonish the concerned advisor for taking such a high controversial decisions at the whims and wishes of his one or two bureaucrats known drawing close proximity with him. In fact the protesting J&K BOSE employees deserve all appreciations for having said it with serious concerns that academic institutions have to be run by academicians only as people of general services are never and never brought to academic institution to hold key positions there. Interestingly the concerned advisor had to revoke his decision on deployments of teachers’ days after taking the charge as advisor to governor and lately Secretary Education has once again issued a similar order on his instructions.
