Govt orders assive reshuffle in admin

Srinagar: The Jammu and Kashmir government on Monday ordered a major reshuffle in the administration.
An order issued through General Administration Department (GAD) said with a view to ensuring smooth functioning of various Departments/Organizations for assured public service delivery, fill up critical positions, posting of such officers as are awaiting orders of adjustment and to meet other administrative exigencies, certain changes in the administration have become imperative.
“Therefore, the following transfers and postings of officers are hereby ordered with immediate effect till further orders,” it said.
1. Dr. Asgar Hassan Samoon, IAS (JK:1993), Principal Secretary to the Government, Animal and Sheep Husbandry Department, shall also hold the charge of the post of Administrative Secretary, Transport Department, in addition to his own duties, relieving Mr. Saugat Biswas, IAS (JK:2006), Transport Commissioner, J&K of the additional charge of the post.
2. Mr. Shahid Anayatullah, IAS (JK:2000), Commissioner/Secretary to the Government, Revenue Department, shall also hold the charge of the post of Financial Commissioner, Revenue, in addition to his own duties, till further orders.
3. Mr. Farooq Ahmad Lone, IAS (JK:2009), Chief Executive Officer, Economic Reconstruction Agency, J&K, holding additional charge of Chief Executive Officer, SPV, Srinagar, is transferred and posted as Special Secretary to the Government, Social Welfare Department. The officer shall look aRer the charge of Administrative Secretary, Social Welfare Department, relieving Mr. Asif Hameed Khan, KAS, Special Secretary to the Government, Social Welfare Department of the additional charge of the post.
Syed Abid Rashid Shah, IAS (JK:2012), Deputy Commissioner, Srinagar, shall also hold the charge of the post of CEO, Special Purpose Vehicle (SPV) for Srinagar City for implementation of the Smart City Project, under the Smart City Mission.
Mr. Satesh Razdan, DevelopmentCommissioner (Works), shall hold the charge of the post of Chief Executive Officer, Economic Reconstruction Agency, J&K, in addition to his own duties, till further orders.
4. Kumar Rajeev Ranjan, IAS (JK:2010), awaiting orders of adjustment in the office of Divisional Commissioner, Jammu, is posted as Director, Area Planning and ex-officio Special Secretary to the Government, Planning, Development and Monitoring Department, against an available vacancy.

7. Mr. G.A. Sofi, Secretary (Technical) in the Transport Department, is transferred and posted as Managing Director, J&K Horticulture, Produce, Marketing and Processing Corporation, vice Syed Abul Qasim, who is repatriated to his parent organisation.
8. Mr. Rehana Batul, KAS, Additional Commissioner in the office of Divisional Commissioner, Jammu, is transferred and posted as Director General, Rural Development, Jammu, vice Mr. Mohammad Mumtaz Ali, KAS.
9. Mr. Zubair Ahmad, KAS, Special Secretary to the Government, Home Department, is transferred and posted as Chairman, J&K Services Selection Board, against an available vacancy.
10. Mr. Ravi Kanth, KAS, Secretary in the J&K State Water Resources Regulatory Authority, is transferred and posted as Member, J&K Special Tribunal.
