Governor N N Vohra may also express his intents to strengthen premier institutions of investigation of the state government to fight corruption in high places but actions of the government will speak themselves about the intents of the Vohra administration on war against corruption. People hope that actions of the government won’t give any opportunity to its critics to questions the intents of helmsmen in war against corruption but Governor by his actions has to prove that expectations of the people are not belued . Though the State Vigilance Organisation (SVO) was re-organised and a full fledged State Vigilance Commission (SVC) with a chairman and two Commissioners was established with a view to curb the menace of corruption few years back but Jammu & Kashmir state has still the dubious distinction of being one among the top most corrupt states of the country. People of the state want the Vohra administration to script a new chapter in the accountability history of Jammu & Kashmir state through a process of institutional bonding. With a view to eradicate the menace of growing corruption in the state the transparency has to be institutionalized at all levels to ensure that strenuous action is taken against corrupt occupying high positions in the government particularly the institutions responsible for delivery of services. Under the present system of accountability anti-graft bodies of the government trap petty clerks, Patwaris, Class IV employees and teachers only to refute the allegations of inaction against the corrupt and leave big sharks untouched.
It is for the government headed by Governor N N Vohra to take some bold initiatives to make the system of accountability workable .
The system of accountability has to be reformed to the extent of making it sure that public functionaries responsible for rise of corruption face the exemplary punishments as otherwise corruption is touching sky rocketing heights year after year, month after month and day after day.
