Govt constitutes PMU to support state plan on Climate Change

Jammu: The Government Wednesday constituted a Project Management Unit (PMU) to support State Climate Change Centre/Cell at the Department of Ecology, Environment and Remote Sensing for effective implementation of State Plan on Climate change.

According to an order issued by the General Administration Department (GAD), the Administrative Secretary, Forest, Environment & Ecology Department has been designated ex-officio Chief Executive Officer of the PMU while Director, Ecology, Environment and Remote Sensing Department has been designated ex-officio, Nodal Officer. The Members of the PMU include Coordinator, Climate Change Centre/Cell under NMSHE, Department of Ecology, Environment and Remote Sensing and Representatives (not below the rank of Additional Secretary) of Nodal Departments involved in the implementation of State Action Plan on Climate Change (SAPCC).

The terms of reference of the Project Management Unit include supporting development of the project proposal and DPR for the priority actions proposed under the SAPCC and support J&K Climate Change Cell in sourcing funding from Government Institutions or External Funding Agency; approve annual action plans; review of progress through APRs/APRs, Monitoring and Evaluation

of project input, activities and impact; utilize capacity building and monitoring & evaluation (M&E) funds; coordinate with the Working Groups and State Missions for Planning and convergence; climate change research for filling up of data gaps; maintain of robust MIS; promote Knowledge Management and policy advocacy through

workshop, seminar and participatory community level programme; responsible for judiciary compliances and shall issue directions to all project Implementing Units (PIUs) and shall exercise powers including withdrawal of funds and change in PIU, in case of non- delivery/delivery below prescribed conditions; and co-opt any policy, research and academic professional or expert for effective implementation of State Action Plan on Climate Change, as and when required.

The Project Management Unit shall be serviced by the Forest, Environment & Ecology Department.
