Vigilance registers case against two engineers

Srinagar: Vigilance Organization Kashmir (VOK) has registered a case under Prevention of Corruption Act on outcome of a verification Conducted into the allegations that the Executive Engineer and Assistant Executive Engineer have misappropriated huge amount while execution of the Water Supply Scheme Nowgamnard Saskhundan.
During the course of Verification, it has been revealed that a sum of Rs. 185 lacs have been spent on the Water Supply Scheme Nowgamnard Saskhundan meant for supply of portable drinking water to consumers, but scheme could not take off due to its faulty design. The verification further revealed that the work on water supply scheme in question has been executed in gross violation of initial DPR as the then Executive Engineer Shri Sham Lal Kapoor and Assistant Executive Engineer Mukhtar Ahmad Dar have not adhered to requisite specifications and dimensions of the pipes during the execution of scheme as the pipe line on test check did not with stand heavy water pressure. The officers in this way have deliberately and with dishonest intention ignored alignment fixed as per DPR and dimensions of pipes during execution of work and consequently amount of Rs. 185 lacs is a wasteful expenditure and resultant loss to state exchequer.
Accordingly a case vide FIR number 11/2018 under section 5(1) (d) of J&K P.C. Act, Svt; 2006 read with section 5 (2) of J&K P.C. Act Svt; 2006 and Section 120-B RPC was registered in Police Station Vigilance Organization Kashmir against accused persons namely Sham Lal Kapoor the then Executive Engineer S/o Om Prakash R/o Reasi District Udhampur presently Patoli Jammu and Assistant Executive Engineer Mukhtar Ahmad Dar S/o Mohammad Afzal Dar R/o Zuhamna Khandipora Budgam. Immediately after registration of FIR searches of residential/office premises of above said accused persons was conducted. During said searches evidences/documents with regard to movable and immovable properties were recovered which are under scrutiny to proceed ahead accordingly.
