Poonch: Director, Accounts and Treasuries, Jammu Ifhtikhar Chouhan Wednesday organized a workshop to review the progress made on PAO system and to create awareness on new regime which is now replacing the old payment system known as ‘Treasury System’ in the state.
The workshop was organized in the conference hall of DC Office, Poonch Wednesday.
District Development Commissioner, Tariq Ahmad Zargar, DTO Poonch Mohammed Akram Tahker and DTO Rajouri Imran Mehmod were also present in the workshop.
During the workshop, detailed discussions were held on various issues and aspect of new PAO system which is under implementation.
The Director, Finance elaborated in length and made clarifications on various ambiguities associated with it from the mind of drawing and disbursing officers and other stakeholders.
He said the new PAO system will have better results and it will not only infuse transparency but also help in reducing financial implications. “Once PAO system is implemented, it streamline the government expenditures and bring easiness in disbursement of various financial bills,” he added.
Speaking on the occasion, the DDC impressed upon DDOs to set everything in order for implementing the new system.
He assured that district administration would provide all kinds of structural support for implementing the new system. He said after implementation of PAO system, the purpose and objective of payments will be monitored and controlled while as issue of booking expenditure in advance, budgetary sanctions, ceilings, proper classification and excess payment will be streamlined and rush of expenditures by the end of financial year reduced.
Dwelling into the depth of functioning of PAO system, Director Accounts and Treasuries said instead of receiving the receipts and disbursing the payments from departments in the treasury system, the PAO would be confined with just one department resulting in better forecasting, budgeting, accounting and reporting.
He also briefed the participants about Pay Management and Bill Processing methods in three steps like framing of bill, checking and final be approval by Paying Officer.
The participants raised various questions which were clarified by the concerned quarter.
ADDC Abdul Hamid, executive engineers of PWD, PHE, PMGSY, I&FC besides Account Officers, Treasury Officers and DDOs of various government departments were present in the workshop.
