Jammu: Proceedings in the legislative assembly on Wednesday started with the moving of an adjournment motion on the killing of a civilian by MLA Homeshalibugh Ab Majeed Larmi. In legislative council National Conference and Congress member staged walk out over the issue of civilian killing.
As the speaker assembly Kavinder Gupta disallowed the adjournment motion for a debate on the civilian killing moved by National Conference MLA Abdul Majeed Larmi, the opposition members including Ab Majeed Larmi, Altaf Kuloo and Devender Singh Rana went into the well of the house and protested against the speaker against his decision to disallow a debate on civilian killing. Shouting the slogans ‘ Qatil Sarkar Hai Hai’ all the opposition members walked out from the house.
Talking to reporters outside the assembly complex senior National Conference leader Ali Mohammed Sagar told reporters “we wanted a debate on civilian killing. Witnessed in Homshalibug constituency of South Kashmir but government is trying to skip from the debate on civilian killings just to hide its failures. Speaker who recently attended a meeting of ruling PDP-BJP alliance called by the Chief Minister is silencing opposition in the house’.
Another National Conference MLA Devender Singh Rana told reporters’ Jammu Sulagh Raha hai, Kashmir jal raha hai aur Ladhak rou raha hai’ (Jammu is simmering, Kashmir is burning, Ladhak is weeping).
Congress legislature party leader Rigzin Jora told reporters ‘ the government has failed to imbibe a sense of security among the people in all the three regions of the state and denies even a debate on innocent killings’.
Though opposition members returned to the house after a short time but a pandemonium over the civilian killings again disrupted the proceeding6of the house. Holding a banner ‘reading ‘Stop civilian killings in Homeshalibug constituency in South Kashmir’ NC MLA Ab Majeed Larmi went into the well of the houses and started crying against the speaker on his decision to disallow a debate on civilian killings the parliamentary affairs minister Ab Rehman Veeri owned the responsibility for the civilian killing of Homeshalibug constituency and promised to punish the guilty.
However former Chief Minister Omar Abdullah stood up and told the house that his party members would boycott Chief Minister’s reply to motion of thanks on governor’s address. He said had Chief Minister Mehbooba Mufti come to the house and said only what she has said in press statement over the civilian killing in Homeshalibug constituency, members of National Conference would love to hear the Chief Minister later in the day.
Meanwhile opposition National Conference (NC) and Congress staged a walkout from the Legislative Council also alleging failure on the part of the state government in stopping civilian killings and human rights violations in Kashmir.
Some agitated opposition members rushed to the Well of the Council and anti-government sloganeering disrupted the proceedings. As the upper house of the state legislature met for the day, NC and Congress members led by Ghulam Nabi Monga and Sajjad Kitchloo were up on their feet shouting slogans against the PDP-BJP coalition over its alleged failure to stop the killing of “innocents”.
Many opposition members trooped into the Well of the House demanding a statement from the government over the killing of a youth in south Kashmir yesterday.
They expressed anger over the death of a 20-year-old man allegedly in firing by security forces following the killing of a militant in Khudwani area of Kulgam district.
Chief Minister Mehbooba Mufti had yesterday expressed deep anguish over the killing of Khalid Hussain Dar of Redwani Payeen and directed the district administration to conduct a probe into the reasons behind the incident.
After raising slogans for nearly half-an-hour, the entire opposition staged a walkout despite repeated assurances by the Speaker that the government had already ordered a probe.
The watch and ward staff tried to restrain the protesting opposition members even as the ruckus disrupted proceedings. One of the opposition members went to the Well of the House, tore a paper and threw the bits up in the air towards the Well of the House.
