Distt Level Content Monitoring Committee meet held

Jammu:  A meeting of District Level Content Monitoring Committee to take stock of the violations of Program and Advertisement Codes under the Cable Television Networks (Regulation) Act, 1995 by Private Satellite Television Channels and AIR Broadcast Code by Private FM Channels and Community Radio Stations was held at DC Office, here Tuesday.

The meeting was chaired by Deputy Commissioner Kumar Rajeev Ranjan, besides Deputy Director Information (PR) Jammu Atul Gupta (Member Secretary), District Informatics Officer Sanjay Gupta, Dy SP Hqrs Raj Paul Singh, President Orphan/Militancy Hit Victims Children Bal Krishan Gupta (Member), Assistant Professor Department of Psychology Jammu University, Dr. Chander Shakher (Member), Vice President/Bureau Head Take-1 Channel, Jammu, Faheem Tak (Member) were also present in the meeting.

Deputy Commissioner deliberated upon the role of the District Level Content Monitoring committee and laid out procedure for handling of complaints and violations.

Pertinent to mention here that the role of District Level Committee is  to keep a watch on the content carried by television distribution platform operators at local level, to monitor that all the notified mandatory channels of Doordarshan, Lok Sabha and Rajya Sabha are carried by the television distribution platform operators and in proper genres, to monitor  that multi system operators (MSOs) and local Cable Operators (LCOs) are operating after valid registration, to immediately bring to the notice of State and Central Government if any program is affecting public order or causing resentment in any community and to keep a watch on the private FM channels operating in the District to abide the AIR Broadcast Code

Threadbare discussion was held to discuss vital issues pertaining to monitoring of violation of program and Advertisement Codes under the Cable Television Network (Regulation Act, 1995 by Private Satellite Television Channels, AIR Broadcast Code by Private FM Channels and Community Radio Stations.

The complaints received during the preceding period were also discussed and Committees under the SDMs were constituted to enquire into the complaints and furnish reports for perusal of the District Level Committee.

Deputy Commissioner asked the DIO to establish grievances redressal portal where public can lodge their complaint regarding content aired over any television distribution platform (Cable, DTH, HITS or IPTV), Private FM channels and community Radio Stations so that the action can be taken as per the procedure defined in this regard.

Role of Social media like news portals, facebook pages and whatsapp groups was discussed in detail and it was decided to take up with the Information Department and IT Department to make their registration mandatory before operations and their contents shall also be monitored as per these guidelines.

Deliberating on various issues, the Members gave their suggestions and underlined the need for making District Level Content Monitoring Committee effective in handling violations and complaints.

Deputy Commissioner stressed on coordination among the Members of the Committee and to share necessary information with each other on periodic basis and accordingly come up with suggestions to be discussed in the subsequent meetings for improving and upgrading the functioning of District Level Committee in the District.
