Combination of accountable, good governance essential for people’s welfare: Veeri

Srinagar: Minister for Revenue, Relief Rehabilitation, Reconstruction and Disaster Management Abdul Rehman Veeri Monday said combination of development and good governance is essential for the welfare and satisfaction of people.

The Minister was speaking at high level Revenue Conference of Revenue officers of Srinagar, Budgam and Ganderbal here.

The Conference was attended by Financial Commissioner Revenue Lokesh Jha, Divisional Commissioner Kashmir Baseer Ahmed Khan, Settlement Commissioner Shahid Inayatullah, Deputy Commissioner Srinagar Syed Abid Rashid Shah and other officials.

He also said government is contemplating many steps to make the revenue department people friendly and accountable.

The Minister said serving people is the top priority of the present dispensation. To ensure people do not face any inconvenience for getting their revenue related issued resolved, the Minister asked the officers to ensure the presence of Patwaris in their respective Halqas.

Veeri directed the officers to setup toll free numbers for the disposal of grievances and complaints regarding Revenue Department at District level as well.

Veeri further said the aim of establishing grievance cells besides redressing revenue related grievances is to bring more efficiency in the working of the Department.

He also said it will help in monitoring the progress of officials to adhere to timelines in issuance of certificates and documents like Reserve Category Certificate, Dependent Certificate, Income Certificate, Fard Intikhab, Extract of Girdawari, Extract of Massavi, Extract of Jamabandi, Attestation of Mutation, Marriage certificate and other related documents.

The Minister said rationalization of Patwar Halqas will go a long way in easing out the process of seeking revenue extracts from Patwaris.  He also said government is contemplating many steps to make the revenue department people friendly and accountable.

The Minister also asked the officials to submit a report on the rationalization of Patwar Halqas in proportionate to the Patwaris in every Tehsil.

Revenue Minister made it clear that those revenue officials who bring bad name to the department would be taken to task and removed from sensitive postings and honest, bright officers will be deployed at sensitive postings.  He again reiterated the commitment of the Government to ensure transparent, accountable administration in the state.

While calling the Numberdars and Chowkidars basic tool of revenue department, Minister said Government is taking many initiatives to bring vibrancy in the institution of Numberdars and Chowkidars at the village level.

Veeri said Revenue Officials have an important role to look after the functioning of the different departments and implementation of various schemes envisaged to provide succor to the common man.

The Minister stressed on the officers to call for regular meetings of different departments supplemented by field visits to ensure smooth functioning of these departments on the expectations of the general public.

The Minister asked district administration to enhance public par taking by setting up various citizen councils for revamping public services delivery system.

For better revenue management, the Minister directed for framing of timeline for completion of Jamabandi at Tehsil level. Veeri impressed on the officers to fix the target of Jamabandi to every concerned Revenue official.

He also asked them to have the periodical review of the preparation of Disaster management and formulate inventory of tools, boats, boatmen, high rise buildings in their respective areas.

He also assured the Revenue officers of taking all steps for their smooth career progression.

The Senior Officers of the Department also shared their experiences with the Tehsildars and had an interactive session regarding the technicalities of Revenue matters.
