PHE Minister puts Xen on notice for wrongdoing

Srinagar: After two-and-a-half months of the transfer of Executive Engineer, the PHE Minister Sham Lal Chowdhary has put on notice the said Executive Engineer for allotting 90 percent Jurisdiction to only one Junior Engineer against whom a case of disproportionate assets is already registered in the state Vigilance Organisation under FIR No :31/2012-VOK;Dated: 10-11-2012..
Quoting souces local vernacular news agency KNS reported that through Executive Engineer was transferred on July 18 this year vide Govt order no: 281 Pw (Hyd) and posted to PHE Budgam. Interestingly Executive Engineer was not replaced by any one at PHE division Shopian and presently he continues to hold charge of PHE division Shopian comprising two South Kashmir districts Pulwama and Shopian in addition to his own charge as Executive Engineer PHIE division Budgam.
On receiving reports about the allotment of 90% Jurisdiction to only one Junior Engineer already facing trial in disproportionate assets case in State Vigilance Organisation, the PHE Minister hinted at the possibility of probing all the allegations against both.
Allegations are galore that the Executive Engineer is allotting works to blue eyed contractors in the jurisdiction of only one Junior Engineer without following the formalities.
Interestingly the Junior Engineer is infamous for remaining posted in the PHE Division Shopian from August 1989 till today with brief intervals between his shifting to nearby divisions only to break stay.
Official records reveal that the Junior Engineer remained posted in PHE Division Shopian from July 1989 to June 1996, July 1999 to August 2003, June 2008 to December 2010, February 2011 to Aug 2013 and January 2014 till date. More over the case of disproportionate assets against Junior Engineer was also registered in the same division in November 2012 by the State Vigilance Organisation (SVO).
When contacted PHE Minister Sham Lal Chowdhary said the Executive Engineer will be relinquished of the additional charge as Executive Engineer PHE Division Shopian on Monday.
“A full fledged investigation against both the Executive Engineer and Junior Engineer will be initiated simultaneously to probe all the allegations received so for,” he said.
