Accountability in Education Department

Working of educational system has both direct and indirect bearing on handholding of youth and same holds good for the Jammu & Kashmir where the alienation of youth is the cause of unrest witnessed in Kashmir since last more than one year. Interestingly the working of predecessor of the incumbent education minister had brought the teachers working in government run schools on war with the government. After the takeover of the education department by the incumbent education minister the work in the education department particularly teaching activity is gradually improving and perceptible change in the working of the education department has also brought attitudinal change among the youth enrolled in schools and colleges across Kashmir. Taking forward the mission of non intervention in the working of the education department the incumbent Education Minister has now directed the officers and officials connected with the process of transfers of teachers of the government schools to streamline the process of the transfers in a transparent and accountable manner. The incumbent education minister is so much concerned about the political intervention in the transfers of teachers that he has asked the officers and officials not to entertain any politically motivated illogical recommendation from legislators and ministers on the transfers of the teachers of government run schools. Knowing that a transparent system of transfers of teachers free from political interventions is the only way to make teachers accountable the incumbent minister has taken a strong initiative free the education system from the clutches of political intervention without inviting any kind of provocation from any quarter. Interestingly the incumbent minister has already sent strong messages on unwarranted political intervention in the working of the education department by shifting Chief Education Officers (CEOs) and Zonal Education Officers (ZEOs) on complaints of poor showing and arbitrary transfers of teachers in their respective districts and educational zones.

The only part left untouched so for is the overstay of the clerical staff in the offices of Chief Education Officers (CEOs) and Zonal Education Officers (ZEOs) and interestingly charges of corruption against the clerks working in the offices of Chief Education Officers (CEOs) and Zonal Education Officers (ZEOs) . To further smoothen the process of accountability in education department, the transfer of clerks overstaying in the offices of Chief Education Officers (CEOs) and Zonal Education Officers (ZEOs) has become an unavoidable institutional and administrative compulsion for the incumbent education minister.

Merit, seniority and the past track record are the only parameters the incumbent education minister has set for the appointment of new Chief Education Officers (CEOs) and Zonal Education Officers (ZEOs) who have been asked to ensure accountability of teachers in schools . Previously serious allegations of arbitrary transfers against the Chief Education Officers (CEOs) and Zonal Education Officers (ZEOs) were not overseen by the directorates in both Kashmir and Jammu divisions but now directorates in both Kashmir and Jammu division are overseeing the decisions of the transfers of teachers taken by Chief Education Officers (CEOs) and Zonal Education Officers (ZEOs) in their concerned districts and educational zones respectively.
