Though central government’s Ministry of Home Affairs (MHA) in a recent statement claimed improvement in the law and order situation in Kashmir but none from the Mehbooba led government bothers to voice concerns over the unending killings of civilians triggered by the violent protests against the killing of top Hizb ul Mujahideen Commander Burhan Wani on July 8 last year. Last week a youth was killed in the army firing in Beerwah town in Central Kashmir’s Budgam district after an attack on a patrol party in the town. Though army reserves the right to fight militants in an encounter or an attack but army performing the role of restoring normalcy in the restive parts of Kashmir is not at liberty to fire bullets on the unarmed violent protesting crowd. Government announces exgaratia relief immediate inquiry when any policeman or paramilitary trooper or army man is killed in any attack by the militants but when a civilian is killed in firing from the government forces the government turns down randomly the demands for any inquiry and it take government several months to announce the exgratia relief for the family of any civilian who is killed in firing from the government forces. Ironically the government takes pride in counting the numbers of militants killed in encounters with government forces just to claim credit for controlling and combating new phase of militancy in the state but the government does not show any concern for no end to continuing spree in the killing of civilians in restive parts of Kashmir valley. It is not the time for the Chief Minister Mehbooba Mufti and her cabinet colleagues to undertake visits of the sites of developmental projects and inaugurate centres built for public facilities when nothing is being done to stop the unending spree of the killing of civilians in restive parts of Kashmir valley.
Instead of visiting sites of developmental projection for inaugurating facilities of public utility and founding development project , it would be better for the Chief Minister Mehbooba Mufti and her cabinet colleagues to try to reach out to the families of those killed during since July 8 last year when violent protests were triggered by the killing of Burhan Wani the top slain commander of Hizb-ul-Mujahideen militant outfit.
The claims of the government about the improvement situation can’t find any takes within and outside Jammu & Kashmir state till the time both the central and state government take measures for stopping the unending spree in the killing of civilians in restive parts of Kashmir valley. Stopping civilian killings is the only way to restore the faith of people in the working of the police and other government forces accountable to central government but not the state government. So instead of visiting sites of developmental projection for inaugurating facilities of public utility and founding development project , it would be better for the Chief Minister Mehbooba Mufti and her cabinet colleagues to try to reach out to the families of those killed during since July 8 last year when violent protests were triggered by the killing of Burhan Wani the top slain commander of Hizb-ul-Mujahideen militant outfit.
