Srinagar: A meeting of the Committee on Public Undertakings of the Legislative Assembly was held under the Chairmanship of legislator Sat Paul Sharma here Tuesday to review the functioning of Small Scale Industries Development Corporation Limited (SICOP).
Legislators, Ghulam Mohammad Saroori, Rajesh Gupta, Asgar Ali Karbalie, Rajeev Sharma, Abdul Majid Larmi, Raja Manzoor Ahmed, Abid Hussain Ansari and Vikram Randhawa attended the meeting and gave their suggestions to make the Corporation (SICOP) more vibrant.
Threadbare discussions were held on CAG’s Audit Report pertaining to SICOP regarding working of the Corporation for the year of 2013-14.
Managing Director, SICOP, R L Tikoo briefed the Committee about the observations by CAG in its Audit Report pertaining to the Corporation. He also briefed about Financial Management, Non-Finalization of accounts, Financial Position and working results, Development of infrastructure facilities, Development of IID Centres, Development of Handicraft and Silk Park Zakura, Srinagar, Upgradation of Industrial Estates, Gangyal Jammu, Non-recovery of outstanding ground rent etc.
During the discussion, the Committee observed that some irregularities have been pointed out in the SICOP during distribution of plot to the unit holders at Govindsar Industrial Estate, Kathua and the 4-member Sub-Committee of PUC was constituted to ascertain the facts related to the issue.
The Committee sought relevant status reports on some important issues mentioned in the CAG report and also details of report of clearance of Utilization Certificates (UCs) of Centrally Sponsored Schemes of the Corporation and to submit them to the Committee members.
Accountant General, CAG, H Abbas also briefed the Committee about the CAGs observation regarding the working of the Corporation mentioned under CAGs Audit Paras.
Among other, General Manager, JK Cement, Director Finance, I&C, General Manager, SICOP, Project Engineer, SICOP besides senior officers and official of SICOP, Industries and Commerce Department and Assembly Secretariat were also present in the meeting.
