Srinagar/May,26: A five-day training program on the principles of Labour jurisprudence and Social Justice, as envisaged under the Constitution, which was inaugurated by the J&K’s Chief Justice Badar Durrez Ahmed, concluded here Friday.

Abdul Rashid Malik, Director, J&K State Judicial Academy expressed his gratitude to the resource persons and participants, hoping that the deliberations over the last five days will prove beneficial for the participants to sharpen their skills and implement the laws governing the labour force with more zeal and in letter and spirit.

“In the present economic order, the working class has a dominant role to play because no system can work smoothly by neglecting the labourers which are an important segment of the society. Judiciary is an arm of social revolution. All the labour laws are social security legislations which will have a real meaning only when stress is laid on what is described as remedial jurisprudence,”  Malik said.

Over the last five days, threadbare discussions were held on the provisions and principles of labour jurisprudence and the steps required to be taken by the Labour courts and Tribunals including statutory authorities to ensure that Labourers, Workers, Women and Children have access to justice.

Justice Hasnain Massodi, Former Judge, High Court of Jammu and Kashmir,  Abdul Rashid Malik, Director, J&K State Judicial Academy,  Mohd. Yousuf Akhoon, Presiding Officer, Food Safety Appellate Tribunal, Dr. G.R. Ghani, IAS (Retd.) Ex. Commissioner/Secretary to Government and  Zahoor Ahmad Jan, Retd. Regional Manager, SFC & Advocate, J&K High Court were resource persons of the program.

During the deliberations, the resource persons encouraged participatory role to inspire confidence among the officers/officials of the Labour Department including Assistant Labour Commissioners, Labour Officers and Labour Inspectors of Kashmir and Ladakh divisions who attended the meeting, to sharpen their skills for effectively dealing with court proceedings and also to observe canons of judicial ethics at every stage of the labour proceedings.

The training program comprised of 20 sessions designed to include varied topics of Labour laws, judicial ethics, remedial measures available to parties, summary trial proceedings, recording of evidence and filing of failure reports among other issues. The participants were divided into three groups during the sessions who made presentations on different provisions and experiences while dealing with labour disputes.

Sarmad Hafeez, Labour Commissioner and  Syed Muried Hussain Shah, CEO/Secretary, J&K Building and Other Construction Welfare Board also participated in the valedictory function. They gave a detailed account of the steps taken to ensure effective implementation of Labour Laws relating to workers and labourers.
