Vyas appointed new CS, Sharma Advisor to CM

Jammu/April,28: The Cabinet which met here Friday under the chairpersonship of Chief Minister,  Mehbooba Mufti has ordered the posting of Bharat Bhushan Vyas, 1986 batch IAS officer, as new Chief Secretary of Jammu and Kashmir and appointment of incumbent Chief Secretary B R Sharma as Advisor (Administrative Affairs) to Chief  Minister.
Vyas is presently also posted as Financial Commissioner, Principal Secretary to Chief Minister and Administrative Secretary of Planning and Development Department, Disaster Management, Relief Rehabilitation & Reconstruction, Information, Hospitality & Protocol and Civil Aviation and Estates Departments.
The Cabinet also accorded sanction to the appointment of outgoing Chief Secretary,  B R Sharma, IAS, (JK:1984) as Advisor (Administrative Affairs) to the Chief Minister.
The Cabinet also ordered the transfers of 31 other top officials including 14 top IAS officers in the higher echelons of bureaucracy.
According to an order issued by the General Administration Department (GAD) following the Cabinet approval, Krishan Ballabh Agarwal, IAS (JK:1985), awaiting orders of adjustment in GAD, has been transferred and posted as Principal Secretary (Coordination) in the ofiice of Resident Commission, J&K Government, New Delhi.
Pramod Kumar Jain, IAS (JK:1985), Financial Commissioner, Agriculture Production Department, has been transferred and posted as Director General, J&K Institute of, Management, Public Administration and Rural Development, vice Vineeta Gupta, IAS, who shall report in GAD.
Shaleen Kabra, IAS (JK:1992), Principal Secretary to the Government, School Education Department, has been transferred and posted as Chairman, J&K Special Tribunal. He shall take over the charge of the post upon retirement on superannuation of Vinod Koul, IAS on 31.5.2017.
Farooq Ahmad Shah, IAS (JK:2004), Secretary to the Government, Tourism, Floriculture, Parks and Gardens Department, shall hold the additional charge of Administrative Secretary, School Education Department.
Navin Kumar Choudhary, IAS (JK:1994), Commissioner/ Secretary to the Government, Finance Department, shall hold the additional charge of Administrative Secretary, Labour and Employment Department upon retirement on superannuation of Gazzanfer Hussain, IAS on 30.4.2017.
Dr Pawan Kotwal, IAS (JK:1994), Divisional Commissioner, Jammu, has been transferred and posted as Commissioner/ Secretary to the Government, Health and Medical Education Department, vice Dr Mandeep Kumar Bhandari.
Sanjeev Verma, IAS (JK:2001), Commissioner/ Secretary to the Government, Tribal Affairs Department, has been transferred and posted as Commissioner/Secretary to the Government, Agriculture Production Department.
Dr Mandeep Kumar Bhandari, IAS (JK:2001), Commissioner/ Secretary to the Government, Health and Medical Education Department, has been transferred and posted as Divisional Commissioner, Jammu, vice Dr Pawan Kotwal
Nirmal Sharma, IAS (JK:2001), Commissioner/ Secretary to the Government, Cooperative Department, has been transferred and posted as Commissioner/Secretary to the Government, Department of Rural Development and Panchayati Raj, vice Kifayat Hussain Rizvi.
Kifayat Hussain Rizvi, IAS (JK:2002), Secretary to the Government, Department of Rural Development and Panchayati Raj, has been transferred and posted as Secretary to the Government, Tribal Affairs Department.
Bashir Ahmad Bhat, J&K, IAS (JK:2005), Register Cooperative Societies has been transferred and posted as Secretary to the Government, Cooperative Department. He shall also hold the additional charge of the post of Registrar, Cooperative Societies, J&K, till further orders.
Vipra Bhal, IAS (GJ:2006), Managing Director, J&K Housing Board, is transferred and posted as Controller, Legal Metrology Department, J&K.
Simrandeep Singh, IAS (JK:2008), Deputy Commissioner, Jammu, is transferred and posted as Commissioner, Jammu Municipal Corporation, vice Manmohan Singh.
Dr Shahid Iqbal Choudhary, IAS (JK:2009), Additional Secretary in the Chief Minister’s Secretariat has been transferred and posted as Deputy Commissioner, Rajouri. He shall take over the charge of the post upon retirement on superannuation of Shabir Ahmad Bhat, KAS on 30.4.2017.
Kumar Rajeev Ranjan, IAS (JK:2010) Director, School Education, Kashmir, has been transferred and posted as Deputy Commissioner, Jammu, vice Simrandeep Singh.
Mohammad Hussain Malik, KAS, Secretary to the Government, Horticulture Department, has been transferred and posted as Secretary to the Chief Minister.
Showkat Ahmad Beigh, KAS, Director, Agriculture, Kashmir, has been transferred and posted as Special Secretary to the Government, Social Welfare Department.
Mir Tariq Ali, KAS, Special Secretary to the Government, Social Welfare Department, has been transferred and posted as Director, Sericulture, J&K.
Asif Hamid Khan, KAS, Managing Director, J&K Agro Industries Development Corporation Ltd, has been transferred and posted as Director, Panchayati Raj Institutions, J&K, vice Ravinder Kumar Bhat.
Soujanya Kumar Sharma, KAS, Special Secretary to the Government, Revenue Department, has been transferred and posted as Managing Director, SIDCO, vice Amit Sharma.
Amit Sharma, KAS, Managing Director, SIDCO, has been transferred and posted as Regional Director, Survey and Land Records (ex-officio Settlement Officer), Udhampur, vice Rajesh Kumar Shavan.
Tasaduq Jeelani, KAS, Special Secretary to the Government, Food, Civil Supplies and Consumer Affairs Department has been transferred and posted as Director, Estates, vice Dr Ghulam Nabi Itoo.
Aijaz Ahmad Bhat, KAS, Special Secretary to the Government, Relief and Rehabilitation Department has been transferred and posted as Custodian General, relieving Mohammad Ashraf Mir, Commissioner Secretary to the Government, Revenue Department of the additional charge.
Babila Rakwal, KAS, Director, School Education, Jammu, has been transferred and posted as Director, Floriculture, Jammu, vice Manisha Devi Sharma, KAS, who shall await further orders of posting in the General Administration Department.
Dr Ghulam Nabi Itoo, KAS, Director, Estates, has been transferred and posted as Director, School Education, Kashmir, vice Kumar Rajeev Ranjan.
Ravinder Kumar Bhat, KAS, Director, Panchayati Raj Institutions, J&K, holding additional charge of the post of Director, Rural Development, Jammu, has been transferred and posted as Director, Rural Development, Jammu.
Manmohan Singh, KAS, Commissioner, Jammu Municipal Corporation, has been transferred and posted as Managing Director, J&K Housing Board, vice Vipra Bhal.
Inderjeet, KAS, Regional Director, Survey and Land Records (ex-officio Settlement Officer), Jammu, has been transferred and posted as Managing Director, J&K Medical Supplies Corporation, vice Dr Yash Pal Sharma, who shall report in the Health and Medical Education Department.
Rajesh Kumar Shavan, KAS, Regional Director, Survey and Land Records (ex-officio Settlement Officer), Udhampur, has been transferred and posted as Vice-Chairman, Jammu Development Authority (JDA), against an available vacancy.
Dr Mushtaq Ahmad, KAS, Joint Director, Industries and Commerce, Jammu, has been transferred and posted as Director, Handicrafts, J&K, relieving Rajesh Sharma, KAS, Director, Handlooms of the additional charge.
Ravinder Singh, Director, Finance, in the Finance Department, has been transferred and posted as Director, School Education, Jammu, vice Babila Rakwal.
Altaf Andrabi, Joint Director, Agriculture, Kashmir, is posted as Incharge Director, Agriculture, Kashmir, vice Showkat Ahmad Beigh.
