Srinagar :Divisional Commissioner Kashmir, Anshul Garg, on Friday chaired a high-level meeting to review the preparedness of various departments for the forthcoming Independence Day celebrations, emphasizing the need for advance planning, inter-departmental coordination, and timely mobilization of resources to ensure the smooth conduct of the national event.

The meeting was attended by Inspector General of Police (IGP) Kashmir, V.K. Birdi, Deputy Commissioners of all districts, and Heads of Departments (HoDs) of the Srinagar Municipal Corporation (SMC), Roads & Buildings (R&B), Power Development Department (PDD), Education, Culture, Jal Shakti, Health, Information, Hospitality & Protocol, Traffic Police, Fire & Emergency Services, Doordarshan, SKICC, and other concerned departments.

The Divisional Commissioner conducted a comprehensive review of arrangements relating to security, logistics, protocol, medical and emergency services, venue management, full-dress rehearsal, event execution, and post-event coordination.

To ensure seamless arrangements, Garg directed the Chief Engineer, R&B, to make comprehensive arrangements for tentage, seating, stage and dais, besides installing LED screens at the venue. The Chief Engineer, PDD, was instructed to ensure uninterrupted power supply with adequate generator backup and illumination of important government buildings.

The Chief Engineer, Jal Shakti, was directed to ensure an adequate supply of drinking water and installation of RO units at the venue. The Floriculture Department was tasked with decorating the dais and making floral arrangements at the BalidanStambh, while the Police Department was instructed to facilitate the showering of flower petals through drones during the celebrations.

The Commissioner, Srinagar Municipal Corporation, was directed to ensure proper sanitation, adequate toilet facilities, and effective dewatering arrangements in the event of rainfall.

The Police Department was instructed to put in place foolproof security arrangements to ensure the peaceful and smooth conduct of the Independence Day function.

The Information Department was directed to install a synchronized public address system in coordination with the R&B Department and Police to ensure uninterrupted proceedings besides installation of hoardings.

The Divisional Commissioner further directed the Departments of Culture, Youth Services & Sports, and the J&K Sports Council to prepare cultural programmes and performances. He also instructed the concerned departments to organize contingents comprising personnel from the Police, other security agencies, NCC, schools, and colleges. In addition, schools, colleges, and the Information Department were asked to organize quiz and singing competitions as part of the celebrations.

The Fire & Emergency Services Department was directed to deploy fire tenders and ensure emergency preparedness, while the Hospitality &Protocol Department was instructed to make appropriate arrangements for refreshments and other protocol-related requirements.

The Deputy Commissioners were directed to make similar comprehensive preparations in their respective districts to ensure that Independence Day is celebrated with patriotic fervour, enthusiasm, and dignity across Kashmir.

Speaking during the meeting, IGP Kashmir V.K. Birdi stressed strict adherence to the prescribed protocol for flag-hoisting ceremonies at all venues. He also called upon officers to deploy nodal officers and sensitize participants and dignitaries about the laid-down protocols to ensure the successful and orderly conduct of the celebrations.

The Commissioner was accompanied by the Joint Commissioner (Administration),  Executive Engineers, DFO SMC and other senior officers of the Corporation.

During the visit, the Commissioner reviewed the implementation of the Animal Birth Control Programme, including the sterilization and anti-rabies vaccination of stray dogs in accordance with the Animal Birth Control Rules and the guidelines of the Animal Welfare Board of India (AWBI). He also inspected the veterinary infrastructure, operation theatres, post-operative recovery units, cattle shelters, feeding arrangements, sanitation facilities, and other essential support infrastructure at the integrated complex.

Interacting with veterinary professionals and field personnel, Commissioner emphasized strict adherence to prescribed animal welfare protocols and directed the concerned officers to ensure scientific, humane, and efficient management of stray dogs and cattle while maintaining the highest standards of veterinary care, hygiene, and sanitation.

The Commissioner directed the officers to undertake extensive plantation across the premises to improve the environmental ambience of the facility and stressed the need for intensive sanitation and regular upkeep of all sections. He further instructed that appropriate signage be installed at all functional units to facilitate better identification and operational efficiency. To strengthen animal care services, he also directed the establishment of a modern feed preparation and distribution facility with a robust inventory and stock monitoring system to ensure the timely availability and efficient management of animal feed.

Highlighting the importance of the integrated facility, the Commissioner observed that it is a vital component of the Corporation’s strategy for scientific and humane stray animal management, contributing significantly to public health, rabies control, environmental hygiene, and sustainable urban governance. He reaffirmed SMC’s commitment to continuously upgrading the facility through modern infrastructure, improved operational systems, and best management practices.

The inspection forms part of Srinagar Municipal Corporation’s sustained efforts to modernize civic infrastructure, promote responsible animal welfare practices, and build a cleaner, safer, and healthier urban environment.

Srinagar  :Lieutenant Governor  Manoj Sinha Wednesday  extended his heartiest congratulations to the Rajouri District Administration and Department of Culture, J&K on inclusion of historic Bhairav Yatra of Rajouri to the National Inventory of Intangible Cultural Heritage (ICH) of India.

In a post on X, the Lieutenant Governor has said:  “Proud moment for Rajouri! The district’s historic Bhairav Yatra has officially been added to National Inventory of Intangible Cultural Heritage of India. Congratulations to the Rajouri District Administration and the J&K’s Department of Culture for turning this dream into a reality. This prestigious recognition will go a long way in documenting, preserving, and celebrating the area’s deep spiritual and cultural roots. This national honor validates the generations of devotees who kept this tradition alive. The inclusion of Bhairav Yatra in National Inventory of Intangible Cultural Heritage will strengthen Rajouri’s unique cultural footprint on the national stage and it will open the door for research, cultural exchange, and sustainable heritage tourism.”

During the visit, the Divisional Commissioner interacted with the yatris undergoing treatment and enquired about their health, well-being, and the quality of medical care being provided. He assured them of the administration’s full support and commitment to ensuring the best possible healthcare and assistance throughout their stay.

Reviewing the arrangements, Garg instructed the hospital administration and senior doctors to closely monitor treatment protocols and ensure the availability of all essential medical facilities. He directed the concerned officials to provide prompt, comprehensive, and quality healthcare to every admitted yatri.

Director SKIMS, Prof. Dr. Mohammad Ashraf Ganie, informed the Divisional Commissioner that the hospital has earmarked a dedicated ward with exclusive medical and support staff to provide specialized care to the pilgri He further stated that SKIMS has received 44 yatris for treatment so far, out of which, 28 have been discharged after recovery. The visit was attended by the Medical Superintendent, SKIMS, the Assistant Commissioner Central, and other senior medical officials and staff.

Ramban | July, 11:In a significant step aimed at strengthening the administrative and academic framework of government schools, the Jammu and Kashmir Government has placed 318 Masters of School Education department as in-charge Headmasters and posted them in various schools across length and breadth of Jammu and Kashmir.

The decision marks a major initiative towards ensuring effective school leadership, addressing administrative requirements and enhancing the overall quality of education in government schools.

Speaking on this landmark development, Minister for Education, Social Welfare, Health and Medical Education, Sakeena Itoo said that this significant decision reflects the Government’s unwavering commitment to improving educational standards and ensuring better academic outcomes for students across Jammu and Kashmir.

The Minister said that strong institutional leadership plays a pivotal role in improving teaching-learning processes, enhancing accountability and creating a conducive environment for quality education. She expressed confidence that the placement of 318 Masters as Incharge Headmasters will significantly strengthen school administration and contribute to improved educational performance at the grassroots level.

SakeenaItoo reiterated that the present Government, under the leadership of Chief Minister Omar Abdullah, remains committed to upgrading educational institutions by ensuring adequate human resources, improving infrastructure and implementing progressive reforms across the education sector.

She further said that the Government is taking a series of measures to modernise the school education system, bridge existing gaps and provide students with access to quality education in a vibrant academic environment.

The Minister also said that the Government has also recruited 595 Lecturers in various disciplines and posted them across different Higher Secondary schools, thereby boosting the educational scenario here.

She also underscored the Government’s resolve to continue undertaking policy initiatives aimed at strengthening the education sector and creating a robust, inclusive and future-ready schooling system across Jammu and Kashmir.

The Minister also extended best wishes to the headmasters who have been entrusted with their new responsibilities and expressed hope that they would discharge their duties with dedication, professionalism and a strong sense of responsibility towards the welfare and academic progress of students.

During the meeting, the Deputy Commissioner took a department-wise review of the works being implemented under the scheme and directed the executing agencies to speed up the pace of work and ensure timely completion of all projects.

The Deputy Commissioner stressed the need for close coordination among the concerned departments so that the works are completed without unnecessary delay for the benefit of the public.

It was informed in the meeting that a total of 30 works were taken up under the 2025-26 MPLADS. Of these, 15 works are being executed by the Rural Development Department (RDD), six by the Public Works Department (R&B), three by the Youth Services & Sports Department, and one by the Municipal Council. It was further informed that work on most projects is either ongoing or has already been completed, while five works remain pending.

The Deputy Commissioner directed all concerned officers to closely monitor the progress of the remaining works and ensure their completion within the stipulated timeframe. She emphasized that timely execution of development works is essential for improving public infrastructure and delivering the intended benefits to the people.

Among others, the meeting was attended by Assistant Commissioner Development Bandipora, Chief Planning Officer Bandipora, Executive Engineer PWD (R&B) Sub Division Bandipora and other concerned officers.

He listened to their grievances and demands, assuring prompt redress of the same with intervention of the concerned departments.

A delegation of Rehbar-e-Khel (ReK), led by MLA KhansahibSaif-ud-Din Bhat, called on the Minister and projected various issues. These included regularisation of Rehbar-e-Khel teachers, enhancement of their service conditions and the need for a comprehensive policy to address their long-pending demands.

The delegation highlighted the significant contribution of ReKs in nurturing sports talent at the grassroots level across Jammu and Kashmir.

The Minister assured the delegation that the government is fully aware of the issues confronting the Rehbar-e-Khel community and that their genuine concerns would be redressed shortly. He said the contribution of ReKs in strengthening the sports ecosystem is invaluable and every effort would be made to find a practical and sustainable resolution.

A delegation of the Mutton Dealers Association also met the Minister and expressed gratitude to the administration for its timely intervention in resolving issues affecting the trade. The members appreciated the proactive role of the government in ensuring smooth functioning of the sector and thanked the Minister for safeguarding the interests of traders as well as consumers.

Interacting with the delegation, Satish Sharma reiterated that the government remains committed to maintain a balance between consumer welfare and the legitimate interests of traders. He assured the members that constructive dialogue with stakeholders would continue to ensure transparent and efficient functioning of the sector.

Besides, several other delegations from different districts and regions of Jammu and Kashmir called on the Minister and apprised him of various public issues, developmental requirements and sector-specific concerns.

The delegations sought intervention in matters related to public services, youth welfare, sports infrastructure, technology-driven governance and developmental initiatives.

Responding to the issues projected by all the delegations, the Minister assured them that the same would be examined on merit and appropriate action would be initiated in coordination with the concerned departments.

Satish Sharma emphasized that sustained public outreach and continuous engagement with stakeholders remain essential for effective governance. He said such interactions provide valuable feedback that enables the government to formulate responsive policies and ensure that the benefits of development reach every corner of Jammu and Kashmir.

Kulgam  :Minister for Health and Medical Education, Social Welfare and Education, SakeenaItoo today visited Nandimarg in Kulgam district, where she held a Public Darbar to directly engage with the people and listen to their grievances and developmental concerns.

During the interaction, people from the area projected several developmental demands and highlighted issues requiring immediate attention.

The Minister gave a patient hearing to the concerns raised by the public and assured them that all genuine demands would be addressed in a phased and time-bound manner.

Addressing the gathering, SakeenaItoo said that the present dispensation is committed to ensuring inclusive and equitable development across all regions. She emphasised that public outreach programmes and direct interactions with people remain central to the government’s approach towards delivering responsive, transparent and accountable governance.

The Minister urged the concerned departments to work in close coordination to ensure the timely completion of developmental projects and reiterated that the welfare and development of the people would continue to receive the highest priority.

SakeenaItoo also highlighted various initiatives undertaken by the Government for the welfare of the people and outlined measures being implemented to ensure the holistic development of the region.

During her visit, the Minister laid the foundation stone for a road project in the area, which is expected to significantly improve connectivity and promote socio-economic development in Nandimarg and its adjoining villages.

On the occasion, the Minister also announced several new developmental projects for Nandimarg and neighboring villages.

Love, Not Infiltration? Probe Highlights Personal Motive in Uri LoC Crossing Case

Thajal Uri (LoC), July 4 (UNI) Over a month after the Army apprehended an intruder from Pakistan-occupied Kashmir (PoK) while he was crossing the Line of Control (LoC) in the Uri sector of north Kashmir’s Baramulla district.

Investigators say the case is far from a routine tale of infiltration. It is, instead, a story of love that compelled the 22-year-old to cross one of the world’s most heavily guarded borders to meet the woman he loved.

What initially appeared to be a case of cross-border intrusion has, over weeks of investigation, unfolded into a story where love and intrigue seemingly ran parallel along the LoC.

The man, identified as 22-year-old Zeeshan Ahmad Mir of Painkadi in Muzaffarabad, PoK, was intercepted by alert Army personnel soon after he stepped into Indian territory in the Uri sector. While his journey ended in detention and subsequent questioning, investigators say the circumstances surrounding his crossing point to a deeply personal story.

According to officials, Zeeshan was intercepted shortly after crossing into Indian territory near Silikote, a fortified village sitting right on the LoC. During questioning at Silikote, he revealed Army that he had come to meet Iram Bano, a young woman- a distant relative- whom he was in touch with on Snapchat over the last one year. Their online friendship gradually turned into a relationship that endured despite the distance and a hostile border between them.

Iram, a resident of Thajal village- over a kilometre away from the Pakistan Army positions on the hill slopes of PoK, said they had been in constant contact through social media. Zeeshan had often spoken about visiting legally one day.

“He told me he would come on a visa. I never imagined he would take such a dangerous route,” she said.

On the morning of May 31 Zeeshan crossed the LoC, he managed to send her a message from Silikote. What followed was a scene straight out of a romantic film.

“When I received his message on the morning, I jumped out of the window and rushed towards Silikote,” Iram recalled. “By the time I reached the gate near the village, I saw him. He had already narrated everything to the Army personnel and I confirmed his story. I broke down.”

The moment was brief. Soon, her family also arrived after being informed by the authorities. It was the same day, she says, that her family learned about their relationship. The two were allowed by soldiers to be together for few minutes.

For Zeeshan, the journey had been far from easy. Wearing only slippers and carrying his mobile phone and identity card, he traversed difficult terrain. At one point, he even encountered a leopard.

“He later told me that he saw a leopard on the way. Luckily, it already had some prey in its mouth and moved away. Otherwise, anything could have happened,” Iram said.

Despite the risks, Zeeshan continued, driven by a desire to meet the woman he loved before family pressures forced him into an arranged marriage.

The PoK man remains in custody at Baramulla district jail. Several agencies have questioned both individuals and examined their digital communications. According to Iram, investigators found their story to be genuine.

“We went to meet him in Baramulla jail, but we couldn’t meet him,” she said quietly.

From Iram’s home in Uri, the mountains stretch toward the villages across the divide. On clear days, the area where Zeeshan lived can be seen from her side. She spends her days praying for his safety and hoping for a peaceful future.

Accompanied by Deputy Commissioner Anantnag Dr. Bilal Mohiuddin Bhat, Chief Executive Officer, Pahalgam Development Authority, Additional Deputy Commissioner, SDM Pahalgam and other senior officers, the Divisional Commissioner assessed the preparedness of departments to ensure the smooth movement of pilgri

During the visit, Garg inspected the frisking point, eKYC verification and RFID registration counters, and reviewed the overall pilgrim facilitation system. He also interacted with yatris to obtain first-hand feedback on the facilities and services being provided.

Directing officers to maintain seamless coordination, the Divisional Commissioner emphasised the need to ensure efficient, hassle-free arrangements and the availability of all essential facilities for pilgrims, with special focus on their safety, comfort and convenience throughout the Yatra.

Taking note of the heavy influx of unregistered pilgrims, Garg instructed the concerned officers to streamline the on-the-spot registration process to minimise waiting time and facilitate quicker registration. He also directed officials to provide proper guidance and assistance to pilgrims requiring on-the-spot registration.

At Hikers Park, the Divisional Commissioner reviewed the token-based RFID registration facility, while at the Club he inspected the on-the-spot RFID registration and eKYCupdation process. Appreciating the efforts of the RFID teams, he directed officials to ensure timely completion of the daily registration quota.

Stressing that a large number of pilgrims are expected to undertake the pilgrimage in the coming days, Garg directed all departments to keep the arrangements fully functional and responsive to ensure a safe, smooth and convenient Yatra experience for the devotees.
