A meteorological department official said that generally cloudy weather with light to moderate rain and light snow over higher reaches is expected at most places with thunder, lightning, hailstorm and gusty winds at few places till April 28. He said there is possibility of heavy rain over isolated places, particularly on April 28

From April 29-30, he said, weather is expected to be generally cloudy with light rain and thunder at scattered places.

Generally dry weather is expected from May 1-4, he said.

Regarding temperature, he said, Srinagar recorded a minimum of 10.5°C against 8.2°C on the previous night and it was 1.2°C above normal for the summer capital of JK for this time of the year.

Qazigund recorded a minimum of 7.8°C against 5.8°C on the previous night and it was normal for the gateway town of Kashmir, he said.

Pahalgam recorded a low of 5.2°C against 2.8°C on the previous night and it was 0.8°C above normal for the famous resort in south Kashmir.

Kokernag, also in south Kashmir, recorded a minimum of 9.3°C against 6.7°C on the previous night and it was 1.2°C above normal, the official said.

Kupwara town recorded a low of 8.5°C against 6.7°C on the previous night and it was 0.7°C above normal there, the official said.

Gulmarg recorded a low of 4.8°C against 2.7°C on the previous night and it was above normal by 0.6°C for the world famous skiing resort in north Kashmir’s Baramulla district.

Jammu, he said, recorded a minimum of 20.8°C against 19.2°C on the previous night and it was below normal by 1.1°C for the winter capital of J&K.

Banihal recorded a low of 9.8°C, Batote 11.6°C and Bhaderwah 9.0°C, he said.

A top police said that two militants have been killed in the ongoing gunfight, however their identity is yet to ascertained.

The gunfight erupted yesterday evening after a specific input was recieved by police and security forces in Nowpora area about the presence of some militants.

Yesterday, two armymen and a civilian were injured in the gunfight and were immediately shifted to nearby hospital, where their condition is stated to be stable.

A top police said that the fresh firing resumed on Friday morning after a night-long halt in Nowpora area of Sopore.

The area was cordoned off on Thursday afternoon after specific inputs about the presence of terrorists in the area, how’ver on late night additional security forces were rushed to the spot to ensure that terrorists engaged in the encounter do not escape from the area.

He said that all the routes towards the area has been sealed while traffic and public movement has also been restricted as a precautionary measures.

Meanwhile, a top police officer told news agency CNS that two terrorists are believed to be trapped in Nowpora area.

The second phase of polling will be held in 88 constituencies across 13 States/Union Territory. With weather conditions predicted to be within normal ranges, voters can cast their votes comfortably. For convenience for voters, meticulous arrangements have been made at all polling stations including facilities, to deal with hot weather conditions, according to the Election Commission.
The second phase of polling was to be held on 89 seats but it has been deferred to May 7 in Betul in Madhya Pradesh due to the death of the BSP candidate.
According to the ECI, over 15.88 crore voters will be voting in the second phase which includes 8.08 crore male electors, 7.8 crore female electors and 5929 third-gender electors.
A total of 4553 flying squads, 5731 static surveillance teams, 1462 video surveillance teams and 844 video viewing teams are keeping surveillance round the clock to strictly and swiftly deal with any form of inducement of voters across the 1.67 lakh polling stations, as per the ECI press note.
The ECI further said that webcasting will be done in more than 50 per cent of the polling stations along with deployment of micro-observers in all polling stations.
Key issues ranging from unemployment, violence against women, economic development, long-pending grievances of farmers, crisis funds and inflation were among the most highlighted across the country.
While, topics that led the debates in the country included Ram Temple, Sanatan Dharma, GST, Caste Census, OBCs and reservation, Citizenship Amendment Act (CAA), Uniform Civil Code (UCC) and National Register of Citizens (NRC).
Five seats, namely Karimganj, Silchar, Mangaldoi, Nawgong and Kaliabor, out of the total 14 will go to polls in Assam on Friday.
The Chief Electoral Officer of Assam Anurag Goel on Thursday assured that sufficient commissioning of Electronic Voting Machines (EVM) and Voter Verifiable Paper Audit Trails (VVPAT). He also requested the voters to be cautious of the “unnecessary narratives” about EVMs.
“The second phase of elections in Assam will be conducted in 5 parliamentary constituencies. 9,133 polling stations have been set up and more than 77 lakh voters are going to vote, almost equal number of males and females. We have done sufficient commissioning of EVMs and VVPATs. One thing that I would like to request the electors to be cautious about is the unnecessary narratives going around about EVMs,” the Chief Electoral Officer told ANI.
In Bihar, too five seats will be polling tomorrow out of the total 40, which are Kishanganj, Katihar, Purnia, Bhagalpur and Banka.
Kishanganj District Magistrate Tushar Singla urged the voters to participate in the “festival of democracy” and increase the voter turnout.
“All the EVM dispatch has been done. All the facilities have been ensured at every polling booth. The awareness programs have been conducted for the voters. We expect the voters to participate in the festival of democracy and increase our voter turnout,” Tushar Singla told ANI on Thursday.
As per the ECI press note, polling time in many polling stations in Banka, Madhepura, Khagaria and Munger constituencies in Bihar extended till 6 pm to facilitate voters in hot weather conditions.
Three seats namely Rajnandgaon, Mahasamund and Kanker out of the total 11 will be voting tomorrow in Chhattisgarh
On poll preparations, Rajnandgaon IGP Incharge, Deepak Jha said, “There are four districts in Rajnandgaon Lok Sabha constituency. Forces have come in according to the demand of the four districts. 60 companies of CAPF, paramilitary and we have also received forces from Madhya Pradesh. They have all been deployed.”
The polling is held in a single seat each in Manipur, Tripura and Jammu and Kashmir in the second phase.
Ahead of the polling, a Mega Voter Awareness Program under SVEEP (Systematic Voters’ Education and Electoral Participation) was organized at Tulip Garden in Srinagar on Wednesday. The awareness program aimed to educate citizens about the importance of voting, voter registration processes, and electoral participation.
On arrangements for Lok Sabha elections, Kengoo Zuringla, Ukhrul District Collector in Manipur said, “We are getting all the polling personnel ready and we are distributing their EVMs. We are distributing their polling materials. We already have the security arrangements for them.”
“We are very happy that our Ukhrul district is able to conduct such exercise to ensure that every person, every citizen of our country has the right to express, to be able to choose a leader which is of their own desire. So, this time, we have four candidates from the outer Manipur parliamentary constituency. A total of 145 polling stations are there in the Ukhrul district,” she said.
Out of the total 28 seats, 14 seats will go to the polls in Karnataka on Friday namely Udupi Chikamagalur, Hassan, Dakshina Kannada, Chitradurga, Tumkur, Mandya, Mysore, Chamarajanagar, Bangalore Rural, Bangalore North, Bangalore Central, Bangalore South, Chikballapur and Kolar.
While all 20 seats will voting in the second phase in Kerala. These include Kasaragod, Kannur, Vatakara, Wayanad, Kozhikode, Malappuram, Ponnani, Palakkad, Alathur, Thrissur, Chalakudy, Ernakulam, Idukki, Kottayam, Alappuzha, Mavelikkara, Pathanamthitta, Kollam, Attingal and Thiruvananthapuram.
On preparation for the Lok Sabha elections, Kerala Chief Electoral Officer Sanjay Kaul said, “We have 25,231 polling booths which are ready to welcome all the voters tomorrow morning at 7 am. 70 per cent of the polling parties have reached the booths today.”
“We have made elaborate arrangements for the comfort of the voters who come there. There will be an orderly queue management system. We will have volunteers managing the queues. There will be separate queues for elderly people. There is drinking water and toilet facilities. For our friends who are physically challenged, we have ramps on all the booths. We have wheelchairs,” he said.
“We are ready as far as security is concerned. Police forces also have been deployed. There are about 1700 vulnerable and critical booths spread across all the statistics in the state. Vulnerable and critical booths, we have special facilities. We have cameras both inside and outside the booth and also central paramilitary forces deployed,” the Chief Electoral Officer added.
In Madhya Pradesh, out of the 29 seats, six will be voting in the second phase namely, Tikamgarh, Damoh, Khajuraho, Satna, Rewa and Hoshangabad.
On the preparations, Madhya Pradesh Chief Electoral Officer Anupam Rajan said, “There are polls in 6 constituencies tomorrow. There are around 13,000 polling booths. 1 crore 11 lakh voters will cast their votes. Looking at the heat, there are sheds, water, waiting rooms and chair facilities. Around 2500 booths fall in the category of sensitive. We have made special arrangements for them. More security forces have been deployed there.”
Out of the 48 seats, voting will be held in eight seats in Maharashtra in the second phase. Buldhana, Akola, Amravati (SC), Wardha, Yavatmal-Washim, Hingoli, Nanded and Parbhani will go to the polls tomorrow.
13 seats namely Tonk-Sawai Madhopur, Ajmer, Pali, Jodhpur, Barmer, Jalore, Udaipur, Banswara, Chittorgarh, Rajsamand, Bhilwara, Kota and Jhalawar-Baran out of the total 13 seats in Rajasthan, eight out of the total 80 seats in Uttar Pradesh, namely Amroha, Meerut, Baghpat, Ghaziabad, Gautam Budh Nagar, Aligarh, Mathura and Bulandshahr will go to the polls on Friday.
While voting will be held in three seats namely Darjeeling, Raiganj and Balurghat in West Bengal. There are a total of 42 seats in the state.
In the 2019 Lok Sabha Elections, the BJP-led National Democratic Alliance (NDA) won 61 of the 88 seats that will go to polls in the second phase.
The Congress-led United Progressive Alliance (UPA) won 24 seats and other parties namely, BSP , CPM and NPF won 3 seats. Voting will begin at 7 am tomorrow and will conclude at 6 pm. The Lok Sabha election is being held in seven phases till June 1 and votes will be counted on June 4.

The fate of 22 candidates, who are in the fray, will be decided by over 17.80 lakh voters on the Jammu Parliamentary seat.
According to the news agency—Kashmir News Observer (KNO), there is a direct fight between BJP’s Jugal Kishore Sharma and Congress party’s Raman Bhalla. As Sharma is seeking votes on the name of Prime Minister Narendra Modi, Bhalla is reminding people his good work done in Jammu in the past when he represented Gandhinagar Assembly constituency of Jammu district in J&K Legislative Assembly and also when he was minister in Omar Abdullah led National Conference (NC)-Congress coalition government.
After delimitation exercise, barring Sunderbani-Kalaote Assembly segment, Rajouri and Poonch districts were separated from Jammu Parliamentary constituency and Reasi district, which was earlier part of Udhampur Lok Sabha seat, was made part of it. The new shape of this constituency is suiting a particular party and its candidates depending upon the earlier trend for the last two Lok Sabha elections and this time also the incumbent Member Parliament (MP) is hopeful to win it.
At present, 17,80,835 lakh voters including 9,21,095 male and 8,59,712 female voters besides 28 third gender electorates are eligible to vote for this seat. Out of the total voters, 10498 people are registered as Persons with Disability (PWD) and 666 voters are above the age of 100 who will be exercising their franchise to send their leader to Lok Sabha for the next five years. This constituency consists of 11 Assembly segments of Jammu district including Bishnah, Suchetgarh, Ranbir Singh Pura (Jammu-south), Bahu, Jammu East, Nagrota, Jammu West, Jammu North, Marh, Akhnoor and Chamb, three Assembly segments of Samba district including Ramgarh, Samba and Vijaypur, three Assembly segments of Reasi district including Gulabgarh, Reasi and Shri Mata Vasihno Devi and one Assembly segment of Rajouri district Kalakote-Sunderbani.
According to the Chief Electoral Officer (CEO) J&K, around 2,416 polling stations have been established all across three districts and one Assembly segment of Rajouri district to ensure smooth polling. More than 15000 polling staff, including reserves will be deployed on duty on the polling day and the election staff including Presiding Officers will be stationed in every polling station.
Around 50 polling stations have been established in border areas of Jammu district whereas 2 such polling stations are there in Samba district.
The voting will begin at 7 am and the first voter will be provided a rose at every polling station and the polling will continue till 6 pm. The voting will go beyond 6 pm if there will be voters’ queue is still there inside the polling station premises. Before the polling begins, a mock polling drill will be held at every polling station to test the preparedness.
To facilitate the smooth polling, the election commission of India has provided Assured Minimum Facilities (AMF) like drinking water, electricity, toilet, ramp, furniture, verandah, sheds besides wheelchairs will also be provided to the needy. The ballot unit will also have a list of contesting candidates in brail script. Wherever required, there will be separate queues for senior citizens and specially-abled persons facilitating them with early polling. Additionally, there will be a voter help desk, manned by the concerned Booth Level Officer (BLO).
On the directions of ECI, 10 Pink booths, which will be managed by only women staff for women voters, have been established in the constituency whereas 10 booths have been established particularly for specially-abled voters. The ECI has also established nine booths for the youth.
The voter can carry any of the 12 types of document which can establish his identity to the polling station and the electoral photo identity card (EPIC) hasn’t been made mandatory for the ECI.
Besides, the Voter Turnout App will be used to display estimated provisional voter turnout details of each Parliamentary Constituency entered by the Returning Officer (RO). The approximate voter turnout data of each phase of the elections will be displayed through this app. There will be two hourly reporting of voting percentage from 9.00 am to the end of the poll. The concerned ARO and RO will share the data with the media accordingly.
Around 1454 polling stations in phase 2 will have CCTV cameras for live webcasting to control rooms established at the District and CEO office. Around 124 polling stations will have two cameras for inside and outside surveillance. Around 2000 vehicles of Polling parties and sector officers will be equipped with a GPS system so as to locate the vehicle and monitor movement, including over speeding. Satellite Phones, Wireless sets and Special Runners have been put in place in around 13 polling stations which fall in communication shadow areas

He said that Congress used similar arguments while imposing the Emergency in the country and turned the country into a ‘prison’.
Addressing a press conference in Shahjahanpur on Thursday, PM Modi said, “This has been the identity of Congress — Whenever they have to commit a big misdeed, they start raising a hue and cry in the name of the country and the Constitution. By raising similar slogans in the 70s, Congress had imposed an Emergency in the country, turned the country into a prison, shut down newspapers and put lakhs of democracy lovers behind bars. People were scared of speaking.”
PM Modi said that this time the people have understood the “real intentions” and “hidden agenda” of the Congress party.
“Once again Congress has released its flop film. There are two dialogues in this film of Congress — First, if Modi wins, dictatorship will come. Second — if Modi wins, reservations will be taken away…They keep spreading such lies,” the Prime Minister said.
“But as soon as the trailer of this film appeared in their manifesto, people read it and the country got to know the real face and intentions of Congress, their hidden agenda. Now all their truths are coming out one by one before the country,” he added.
He said that these Lok Sabha elections is not ordinary elections but every vote would be a guarantee to strengthen the resolve of a ‘strong’ India.
“This is not an ordinary election, it is not just about electing MPs and forming a government. Your every vote is a guarantee to strengthen the resolve of a strong India and the guarantee of your vote more than the guarantee of Modi. This time you will have to send a very strong message to those with an anti-national mindset. It is your vote that will keep terrorism under control and make India the third largest economy in the world,” the Prime Minister further said.
Prime Minister Modi said that earlier regular announcements were made to create awareness against bomb threats, but since 2014 no such threats are there.
“Before Modi came to power, there were announcements made at railway stations, bus stations, on television that if you see any unclaimed thing, bag, tiffin anywhere, do not touch it because there was a fear that there would be a bomb in the unclaimed things there. Hence the entire government had to inform to the people every day. After 2014, tell me have you ever heard such information? Is there a fear of bomb blasts anymore? Hasn’t all this stopped? It is the power of your vote that stops big explosions. Because you voted for the right people,” he said.
Further taking a jibe at Congress, PM Modi said that this time the Gandhi family won’t be able to vote for Congress as no party candidate is contesting from their seat.
“The leaders of Congress will not be able to vote for Congress but Modi will vote for BJP. In this election, the royal family of Congress that lives in Delhi will not vote for Congress because there is no candidate from Congress contesting elections there,” he said.
He also compared the Samajwadi Party governance in UP from 2012-17 to BJP’s rule and said that earlier infrastructure, health, law and order, everything was in a ‘dire’ state, while a rapid transformation has taken place under CM Yogi Adityanath.
“The road infrastructure, electricity, law and order, health system was poor, electricity system was bad. When CM Yogi Adityanath’s government came here, all the schemes which were stalled during the Samajwadi Party regime and the vehicle of development started running fast. Earlier, the roads which were not safe, expressways are passing there,” PM Modi added.
In Uttar Pradesh in the 2019 general elections, the BJP emerged triumphant, securing 62 out of 80 seats in Uttar Pradesh, supplemented by two seats clinched by its ally Apna Dal (S). Mayawati’s BSP managed to secure 10 seats, while Akhilesh Yadav’s SP garnered five. The Congress Party secured only one seat.
Uttar Pradesh sends the maximum number of MPs, 80 in total, to Parliament. The first phase of voting in the state has already taken place on April 19.
The remaining Lok Sabha constituencies in Uttar Pradesh will cast their votes in the subsequent phases of the election, namely, Phase 2 on April 26, Phase 3 on May 7, Phase 4 on May 13, Phase 5 on May 20, Phase 6 on May 25, and Phase 7 on June 1. The counting of votes will occur on June 4

The Chief Secretary asked to make an effective strategy for training and capacity building of the artisans registered for the PM Vishwakarma scheme. He asked DCs to visit the training centers to ensure that the aspirants are given quality training as mandated under the scheme.
Dulloo also took note of the action taken reports submitted on different issues raised last time. He asked for striking a balance between trainings and registrations made for different trades across the districts. He also took note of low traction among people against some trades and asked the department to create awareness among its artisans to take advantage under this scheme.
Dulloo also enquired about the credit linkage of the registered artisans with the financial institutions. He even took stock of the status of toolkits to be provided to these artisans by the Ministry as per the guidelines of this scheme.
Regarding the RAMP scheme he asked the concerned to take the necessary measures for formalization of MSME sector here. He advised for making effective strategy to create better ecosystem, space and generate ideas for its growth here. He asked them to give training, exposure and extend hand-holding to make MSMEs flourish here like other regions of the country.
The Commissioner Secretary, I&C, Vikramjit Singh divulged details of different kinds of activities the Department has undertaken for smooth implementation of these schemes here. He informed the meeting that under PM Vishwakarma scheme the registered artisans in 18 designated trades are eligible for collateral-free credit support of upto Rs 3 lakhs in 2 tranches at a concessional interest rate of 5%.
It was further made out by him that the registration and verifications are done by the Department and had been fast-paced since last meeting. He revealed that the progress is monitored and issues resolved simultaneously for making the scheme a success.
The Administrative Secretary, SDD, Kumar Rajeev Ranjan informed the meeting about trainings imparted through different polytechnics/ITIs to these artisans. He laid out that most of the registered artisans are in the trades of Tailoring, Mason and carpentry.
It was given out that around 60,924 artisans were trained till date through 70 government and 152 (NSDC approved) private training centers. It was said that after giving the basic skill these would be provided advanced skills besides a certificate of their skilling to receive the necessary assistance and toolkit.
As far as the implementation of RAMP scheme is concerned the MD, TPO, Khalid Jahangir apprised the meeting about the aims and objectives of this scheme. He said that 461 and 420 consultations with stake holders had been done across the districts of J&K.
It was also revealed that the baseline survey of about 1835 Udhyam and 1434 non-Udhyam registered MSMEs were surveyed by the organization here. It was given out that there are some 3.9 lakh micro, 0.49 lakh small and 290 medium enterprises here in the J&K.
The meeting also discussed the formalization of MSME sector, industry-academic collaboration, training/incubation through different universities and institutions, empanelment of Business Development Services, branding, packaging and market access to be provided to such MSMEs under this scheme.

Officials told the news agency — Kashmir News Observer (KNO) that a civilian identified as Farooq Ahmed Dar received a bullet injury in his shoulder during an ongoing operation at Check Mohalla Nowpora in Sopore.
The injured was shifted to a nearby health facility and his condition is stated to be stable.
Earlier officials said that a joint team of Army’s 22 RR, CRPF and Jammu and Kashmir Police laid a cordon and search operation in Nowpora village of Sopore after having credible inputs about the presence of some militants in the area.
As the joint team approached towards the suspected spot, the hiding militants fired upon forces triggering off an encounter, the officials said.
Kashmir Zone Police in a post on X, said that the gunfight has started at Check Mohalla Nowpora in Sopore. “An #encounter has started at Check Mohalla Nowpora in the area of PD #Sopore. Police & security forces are on the job. Further details shall follow,” Kashmir Zone Police wrote on X

Aga Syed Ruhullah Mehdi of Jammu Kashmir National Conference (JKNC) filed nomination papers before the Returning Officer 02-Srinagar Parliamentary Constituency, Dr Bilal Mohi-Ud-Din Bhat on Thursday, while Salman Sagar submitted his nomination papers from Jammu Kashmir National Conference as a covering candidate.

Those who filled their nomination papers as Independent candidates include Wahida Tabasum, Dr. Qazi Ashraf, Fida Hussain Dar, Abdul Hamid Rather, Arun Kumar Raina, Bansi Lal Bhat, Saquib Rahman Makhdoomi, Shadib Hanief, Javaid Ahmad Wani, Jehangir Ahmad Sheikh, Shabir Ahmad Malik and Sajad Ahmad Dar.
With the filing of 22(Twenty-Two) nominations on Thursday (Thursday-April 25, 2024), the last date of filing nomination papers in 02-Srinagar Parliamentary Constituency, the total number of candidates who filed their candidature for 02-Srinagar Lok Sabha Seat reached to 39 (Thirty-Nine), as 17(Seventeen) candidates have already filed their nomination papers on April 22, 2024(Monday), April 23, 2024(Tuesday) and April 24, 2024(Wednesday).
The scrutiny of nomination papers will take place on April, 26, 2024(Friday).
The candidates have the option to withdraw their candidature by or before April 29, 2024(Monday) until 03:00 PM.
Voting in the constituency is scheduled on May 13, 2024 under the fourth phase and the counting of votes is set for June 4, 2024.
