										<content:encoded><![CDATA[<p>We are celebrating 10 th National Handloom Day on 7 th August, 2024. As all are aware, Swadeshi Movement was launched at a meeting held on August 07, 1905, at Town Hall, Kolkata. The movement as a part of our freedom struggle had aimed at reviving domestic products and production processes. To commemorate this historical occasion and to celebrate our handloom tradition, Hon’ble Prime Minister Shri Narendra Modi declared 7 th August as National Handloom Day in 2015. This event seeks to honour the handloom workers of India and provide impetus to the handloom sector. Handloom Sector is a significant source of rural and semi-rural livelihood, engaging over 35 lakh persons. Of these, more than 25 lakhs are<br />
females. Thus, the sector is an important source of economic empowerment of women. The Ministry of Textiles has taken many initiatives for promotion of handloom sector across the country. I would like to draw your attention to the “Mann Ki Baat” of Hon’ble Prime Minister on 28th July 2024, in which he highlighted the importance of handloom sector in providing economic empowerment to rural women. He also drew attention to new startup enterprises which are using modern technology to encourage handloom products and sustainable fashion. He also urged citizens to popularise local handloom products and share them on social media with the hashtag #MyProductMyPride. In the past few years, India’s handloom sector has emerged as a beacon of sustainability and slow fashion. Today, I want to emphasize the importance of prioritizing quality over quantity as we celebrate the resurgence of handloom and urge the people of India to maintain sustainable momentum in the handloom sector. Handloom weaving is a heritage craft that embodies the principles of slow, sustainable, and ethical fashion. With consistent government efforts over the past decade, there has been a noticeable transition from fast fashion to locally produced goods. Prime Minister Shri Narendra Modi proudly wears Indian handloom fabrics and promotes them globally and credit for its success goes to him at a large extent. It’s time for more people to join the movement. Beyond promoting sustainability, the handloom sector offers significant opportunities to empower women and marginalized communities, providing them with economic prospects and instilling pride in their craftsmanship. I acknowledge the vital role women play as spinners, dyers and weavers, in uplifting the sector, applauding their invaluable contributions.<br />
“Putting a focus on handloom goods, fair trade, regional manufacturing, sustainability, and craftsmanship will help this movement grow and give handloom weavers their due. By supporting the handloom industry, we not only preserve a rich cultural heritage but also champion the cause of women’s empowerment and gender equality, and also achieve many of the United Nation’s Sustainable Development Goals (SDGs) 2030.”<br />
I fully recognize and respect the contributions of traditional communities and especially women across the country, without whom the handloom sector would face great disadvantage. Treating them with dignity and respect is imperative to sustain and enhance their contributions. Moreover, many women-led cooperatives and self-help groups have emerged within the handloom sector. These organizations not only provide training and resources but also offer a support network that fosters solidarity and collective bargaining power. By coming together, women SHGs can negotiate better prices for their products, access larger markets, and advocate for fair wages and working conditions. Educational programs and initiatives aimed at improving weaving skills, design innovation, and entrepreneurial abilities further empower women. By mastering new techniques and exploring modern designs, women weavers can create high-quality products that appeal to contemporary markets, ensuring the sustainability of their craft. Enhancing handlooms through value addition by embroidery and printing breathes new life into traditional textiles, creating unique and highly desirable products. Embroidery, an intricate art form involving needlework, adds depth and character to handloom fabrics. By incorporating various techniques like zardozi, kantha, or chikankari, artisans can transform simple handloom textiles into elaborate, one-of-a-kind pieces. This not only increases the aesthetic appeal but also the market value of the products, providing artisans with better economic opportunities. Combining these value addition techniques with handloom fabrics creates products that appeal to both traditional and contemporary markets. This fusion not only preserves and revitalizes age-old crafts but also promotes sustainable fashion by encouraging the use of handmade, eco-friendly textiles. The integration of technology and innovation in the handloom industry holds great promise for alleviating the drudgery experienced by weavers, enhancing productivity, and preserving this traditional craft. Modern advancements can significantly ease the physical strain associated with handloom weaving, making the process more efficient and less labour- intensive. Additionally, computer-aided design (CAD) software enables weavers to experiment with intricate patterns and colour combinations before they start weaving. This not only saves time but also reduces the risk of errors, leading to higher quality outputs. Digital platforms and e-commerce websites also provide weavers with access to wider markets, connecting them directly with consumers and reducing dependency on middlemen. To commemorate National Handloom Day this year, I urge everyone to take two pledges today; one to take selfie in handloom product and share on social media; Secondly to take a pledge to incorporate handlooms into their wardrobes and daily lives. Every handloom piece is unique, woven with care and attention to detail, reflecting the dedication and craftsmanship of its maker. By choosing handloom products, we not only celebrate the beauty and diversity of traditional textiles but also contribute to the livelihoods of artisans, ensuring that their invaluable skills are passed down to future generations. It is crucial to prioritize quality, consistency, and technology in the handloom industry. Handloom weaving can become more fascinating by introducing innovative materials and processes. Everyone should support regional craftspeople and traditional weaving communities and be mindful of their clothing purchases, which affect us, the people who made them, and the planet. Putting a focus on handloom goods, fair trade, regional manufacturing, sustainability, and craftsmanship will help this movement grow and give handloom weavers their due. By supporting the handloom industry, we not only preserve a rich cultural heritage but also champion the cause of women’s empowerment and gender equality, and also achieve many of the United Nation’s Sustainable Development Goals (SDGs) 2030.</p>

<p>Kargil. Vijay Diwas, as it is called, will be a landmark day when the Prime Minister of India will join the Indian Army at Dras to pay homage to the bravest of the braves without batting an eyelid gave supreme sacrifice to recapture the territory treacherously occupied by Pervez Musharaff led Pakistan Army. The josh of the Indian Army soldiers were so high that the barren heights of Kargil which the enemy had surreptitiously occupied reverberated with war cries and slogans like “Dil Maange More” forcing the enemy to leave its dead behind and refusing later to accept the dead bodies, act considered as cowardly on the battlefield. It was a matter of time before the battle hardened, combat ready and experienced Indian Army forced the enemy away with the Tiranga fluttering again on those sky- touching heights albeit at a heavy price. The bravery displayed by young soldiers and officers of Indian Army was a display of raw courage and steel nerves. The bravery of Indian Army during the war has become a military epic and it would be studied by the Armies world over to motivate and train their own armies. My purpose of writing this article apart from paying homage to the Kargil martyrs is to highlight how treachery has become an accepted doctrine of the Pakistan Army which continues to embrace it despite suffering reverses after reverses. Pakistan Army which considers Bharat as an existential threat will continue to remain treacherous to justify its own existence. It&amp;#39;s track record against Indian Army is not merely dismal but humiliating. Against this backdrop Pakistan Army has to keep the Awam at home illusioned and in good humour to maintain its hold as the most dominant institution of Pakistan. For that it needs to create a false belief that it is better than the Indian Army. Having suffered humiliating defeats in all the wars it fought against the Indian Armed Forces, it resorted to employ jihadi terror as a low cost option to launch an hybrid war against India, destabilise its growing economy and tie down the Army within its own territory. Like in any hybrid war, it did enjoy success initially. But resolute military and political response by India forced Pakistan to have a re-think. The decision to hit back at Pakistan Army and its assets with maximum response in case of cross-border firing and including the two offensive anti -terror operations within the Pak territory brought the Pak Army to its knees and it begged for a ceasefire in 2021 which continues till date. The ceasefire has proved a great boon for the border residents but has not deterred Pakistan Army from continuing with deceit and treachery. It has used this period to dig tunnels and strengthen its defences, build new posts and relocate some for better dominance. It continues to support jihadi terrorists in training, equipping and facilitating infiltration. Albeit, the support was reduced for some time due to pressure from international money lending organisations to bail it out from the financial crisis. Pakistan Army in any case earns enough from Narco Trade to keep the pot boiling in Kashmir</p>
<p>Post the abrogation of Article 370, which took the Pak Army by surprise and came as a shock to it, things began to improve in Kashmir and international opinion also began to change. Pakistan Army was forced to work out a counter strategy lest it’s India as existential threat, theory got punctured that may lead to the Army losing its supremacy at home.</p>
<p><strong><em> Operations similar to All Out and Sarp Vinash will follow to bring to an end Pakistan Army’s treachery and an end to terrorism in the region, Inshallah (God willing). Indian Army is vastly experienced, possibly the most battle-experienced Army in the world. It also has a successful record of fighting and defeating insurgencies. It is leading from the front on the War against Terror. Pakistan’s strategy is bound to fail sooner or later. Will sum up with an advice to the responsible military commanders with a quote from Brazilian thinker Paulo Coelho, “Be brave. Take risks. Nothing can substitute experience.”</em></strong></p>
<p>The counter strategy was to shift the Centre of Gravity of jihadi terrorism from the North of Pir Panjal to the South but in a manner that it does not alarm the Indian security apparatus. It planned successful infiltration of jihadi terrorists to include well trained personnel of its Special Forces ( retired/serving) through various routes apart from the traditional routes across the IB and LoC. In the military parlance Pakistan Army used the trickle method to infiltrate and build hideouts/bases in the hinterland successfully. The innovative use of drones and the well cultivated terror support ecosystem was used to supply weapons and ammunition as well as logistics support to them. They were equipped with latest rifles with telescopes, steel core bullets, advanced night vision devices and secure communication system. Initially these groups were tasked to select targets in a manner that may lead to communal riots but failed in that strategy due to the maturity and tolerance of the people of the region. It was having a back lash back home and the Army was finding it difficult to silence the critics. However, the security apparatus in the region failed to read the signals and ignored these instances as non- consequential. It failed to get the local police and other security forces out of its slumber which had set in due to prolonged peace in the area and the area having been declared as “terror free.” The Pak planners went back to the drawing board to evolve another strategy. The Pak Army planners realised that until they take on the Indian Army and inflict damage, it will not get the credit it was looking for domestically. Earlier the LoC/IB afforded it the opportunity to up the ante against the Indian Army troops deployed therein but that option did not exist now. However, the hinterland in Jammu region provided it that opportunity because of the lack of boots on ground there due to thinning out by Indian Army for deployment at other needed locations. The terrorist commanders were asked to plan accordingly but not be in a hurry while choosing the targets carefully with assured success. Occasional targeting of security forces began in Poonch sector an year ago followed by intensified operations all along the area from Poonch-Rajouri to Doda &#8211; Kishtwar areas including the hilly tracts of Kathua district immediately after the new Modi government took control for the third</p>
<p>consecutive term. For Pakistan Army it’s a do or die battle. Unfortunately, the Pakistan Army’s current treachery has been successful so far and the Indian Army has suffered heavy casualties and reverses with very little loss to the terrorists. But it’s a matter of time. The Indian Army is regrouping and redeploying to tie a noose around the terrorists operating in the area. Operations</p>
<p>similar to All Out and Sarp Vinash will follow to bring to an end Pakistan Army’s treachery and an end to terrorism in the region, Inshallah (God willing).</p>

In a significant development, Athar Amir Khan, Commissioner Srinagar Municipal Corporation (SMC) and Chief Executive Officer (CEO) of Srinagar Smart City Limited, revealed that the ambitious Lake Front Project along the Dal Lake, stretching approximately 5.1 kilometers from Nishat to Habbak, is nearing completion. &#8220;This endeavor, which is part of the Srinagar Smart City Project, is poised to become a game-changer for the city&#8217;s landscape, providing an array of recreational and leisure opportunities for residents and visitors alike,&#8221; he said. While sharing public concerns over the challenges Government faces in the distribution of power to consumers in Jammu &amp; Kashmir the Principal Secretary Power Says that Government continues to provide 2200 MWs of power, exceeding the available 1400 MWs, with the remaining 700 MWs being obtained through power exchange, reiterating therein that this remarkable commitment is a testament to the PDD&#8217;s dedication to ensuring access to electricity. As Jammu and Kashmir&#8217;s rivers and streams have seen an alarming decline in water levels in recent years, the situation is especially dire this year, with a historic low in the Jhelum River&#8217;s water level, reaching a mere 2.15 feet at Ram Munshi Bagh. This year&#8217;s water level is the lowest recorded in decades, with the last comparable instances occurring in 2019 and 2021 when the water level reached an astonishing 0 feet. Endorsing the views of the Government on unprecedented decline in water levels in rivers and streams Mukhtar Ahmad, Deputy Director MET (Meteorological Department) told Kashmir Horizon that the valley has witnessed the second-highest temperatures since 1934 due to the prolonged dry spell this summer, which has led to a severe lack of precipitation. Dr. Mukhtar said in recent years, the region has experienced less snowfall, and the snow that does accumulate is melting earlier than usual, predominantly in May and June. He said the valley has been witnessing climate changes for decades, it is not a new phenomenon. Due to the continuous dry spell, the temperature in September was increased, Dr Mukhtar said.<br />
&#8220;Traditionally, heavy snowfall in the Himalayan region provides fresh water for the region as it gradually melts and feeds the rivers during spring and summer. However, in recent years, the region has experienced less snowfall, and the snow that does accumulate is melting earlier than usual, primarily in May and June&#8221;<br />
Even the people living in the vicinity of rivers and streams share the concerns of the Government on declining water levels in streams and rivers as Residents living along the riverbanks and houseboats told Kashmir Horizon that they are witnessing such low water levels for the first time. Mehraj Ahmad Dar, a resident of Rajbagh, expressed, &#8220;During autumn and winter, it&#8217;s common for the water level in the Jhelum to drop, but this is probably the lowest we have ever seen it. Currently, the river&#8217;s surface is clearly visible.&#8221; This situation is not just an environmental concern but also a pressing issue for daily water needs and agricultural activities. The region&#8217;s authorities are closely monitoring the situation, emphasizing the critical need for timely and sufficient rainfall to alleviate the water crisis in the Kashmir Valley. The declining snowfall in winter and its early melting are also raising concerns about prolonged water scarcity during the peak summer months.<br />

<p>Rivers like the Jhelum and the Lidder experienced noticeable drops in their water levels in September, which, combined with the lack of rainfall, are causing severe consequences for farmers who rely on these water sources for irrigation. Dr. Irfan Rashid, Senior Assistant Professor at the Department of Geoinformatics Kashmir University, pointed out that Kashmir&#8217;s climate is undergoing significant changes. The declining snowfall and early snowmelt are clear signs of climate change&#8217;s impact on the region&#8217;s water resources, he said. Dr. Irfan said if this trend continues, it could have severe consequences for the livelihoods and ecosystem of the entire region. &#8220;The lack of rainfall from August onward and the heatwave in September, breaking 132 records, are alarming indicators for the Kashmir Valley. Dr. Mukhtar Ahmad, Deputy Director of MeT Srinagar Centre, noted the consistent decline in snowfall during the winter months. &#8220;Traditionally, heavy snowfall in the Himalayan region provides fresh water for the region as it gradually melts and feeds the rivers during spring and summer. However, in recent years, the region has experienced less snowfall, and the snow that does accumulate is melting earlier than usual, primarily in May and June,&#8221; he added. This groundbreaking initiative, aimed at bolstering the region&#8217;s power infrastructure, is set to redefine the energy landscape and bring immeasurable benefits to the people of Jammu &amp; Kashmir and beyond”. Speaking at a press conference held at the Raj Bhawan last week, Lt. Governor Manoj Sinha expressed the unwavering commitment of the UT administration to provide uninterrupted and reliable power supply to the residents. He described the 13 GW Renewable Energy Project as a testament to this commitment, assuring round-the-clock power availability to the region. One of the key highlights of his address was the notable improvement in transmission and distribution efforts over the past three years. The administration is supplying more electricity to the people than ever before, with a purchase cost of 10 rupees per unit and a distribution cost of just 1.25 rupees per unit, despite the heavy subsidies provided. Lt. Governor Sinha emphasized that transparency is paramount, assuring that all issues related to electricity bills will be thoroughly examined by the Power Development Department. The project received the green light from the Cabinet Committee on Economic Affairs, presided over by Prime Minister Narendra Modi, for the implementation of the Green Energy Corridor (GEC) Phase-II – Inter-State Transmission System (ISTS) in Ladakh.<br />

The 13 GW Renewable Energy Project is expected to serve as an alternative power source for the valley, reducing its reliance on hydroenergy generation, which is prone to limitations during the winter months. Moreover, the transfer of power from Ladakh to Kashmir will not only enhance the power situation in Kashmir but also positively impact the Jammu region. This will result in increased availability of power in Jammu, which will be facilitated by the reduction in power flow from the 400kV Kishanpur and Jatwal grids located in Jammu. The transmission line will traverse through Himachal Pradesh and Punjab, ultimately connecting to Kaithal in Haryana, thereby integrating with the National Grid. This comprehensive network is designed to ensure a stable and continuous power supply to Jammu &amp; Kashmir. Furthermore, the integration of Renewable Energy (RE) generation in Ladakh with the 220kV Grids of Kashmir is expected to significantly improve power availability throughout the year, particularly during the power-deficit winter months.<br />

Governor Manoj Sinha has announced plans for the installation of a new 400kV Transmission line from Ladakh to Kashmir, the move is likely to further enhance power supply and cater to future load growth as industrialization continues to expand in the region. Speaking via video conferencing, Union Minister Ashwini Vaishnaw underscored the substantial transformation in Jammu and Kashmir over recent years under the dynamic leadership of Prime Minister Narendra Modi.<br />
He highlighted the rapid development in the region following the abrogation of Article 370, including the recent hosting of G20 meetings in the Union Territory.<br />
Notably, Vaishnaw also emphasized the successful completion of development projects like the Chenab Bridge, Anji Bridge, and tunnels in Jammu and Kashmir, signifying a comprehensive transformation of the North Eastern states.<br />
Addressing the press at Srinagar railway station, LG Manoj Sinha described the Vistadom Coach as a technologically advanced train, featuring rotating seats, power sockets for charging, transparent glass roofs and windows, and automatic doors equipped with sensors.<br />

Sinha also noted that the newly introduced train will operate on the route from Budgam to Banihal, stating that it is just a matter of time before the railway network connects Kashmir to Kanyakumari. He remarked, &#8220;The introduction of the Vistadom Coach represents another significant step in the developmental journey of Jammu and Kashmir.&#8221;<br />
The LG highlighted that since the G-20 summit, there has been a remarkable 350 percent increase in foreign tourist arrivals in Jammu and Kashmir. The region has already welcomed 1.70 Crore tourists up to September 30 this year, and the administration aims to achieve a total of 2.25 Crore tourist arrivals by year-end.<br />
Furthermore, Sinha stated that the new train is set to create employment opportunities for the youth in Budgam, Qazigund, and Banihal, thanks to the prevailing peace that has motivated them to actively participate in the region&#8217;s developmental initiatives.<br />

<p>Fares Fixed for Vistadome by Northern Railways: Chief Area Manager (CAM) Kashmir, Saqib Yousuf Yatoo (IRTS), told exclusively Kashmir Horizon that the strategic placement of the Vistadome coach was carefully chosen to optimize passengers&#8217; scenic viewing experiences, ensuring an exceptional travel adventure.<br />
Saqib said for a one-way journey, ticket prices are set at 940 rupees from Budgam to Banihal. Passengers seeking a round-trip experience need only pay 1880 rupees.&#8221;<br />
He said passengers embarking on this picturesque journey will depart from Budgam at 9:10 AM, traversing the stunning route to Banihal. The train will make stops at Srinagar, Awantipora, Anantnag, and Qazigund before arriving at Banihal at 11:05 AM, Saqib said.<br />
&#8220;For the return journey in the evening, the train will depart from Banihal at 4:50 PM, reaching Budgam at 6:35 PM. This schedule is thoughtfully designed to accommodate the preferences of tourists traveling to the region&#8217;s various tourist spots, providing flexibility and convenience,&#8221; he added.<br />
