Rollout Turns Policy Into Paychecks

Srinagar: This week in a major push towards formal employment generation and expansion of social security coverage, Prime Minister Narendra Modi on Thursday disbursed incentives worth around Rs 2,400 crore under the Pradhan Mantri Viksit Bharat Rozgar Yojana (PM-VBRY), benefiting over 15 lakh individuals and establishments across the country. Jammu and Kashmir emerged as one of the key beneficiaries of the flagship employment-linked incentive scheme, receiving more than Rs 26 crore in financial support aimed at accelerating job creation and strengthening the organised workforce. Official figures revealed that in Jammu and Kashmir, 1,522 employees received direct incentives amounting to Rs 74 lakh, while incentives worth Rs 25.42 crore were transferred directly into the bank accounts of 304 employers. The benefit transfer marks a significant step in promoting formal employment, particularly for first-time workers entering the organised sector.

National Rollout With J&K Focus: The nationwide disbursement programme was held at Vigyan Bhavan, New Delhi, in the presence of Union Minister for Labour and Employment and Youth Affairs and Sports Dr Mansukh Mandaviya, Minister of State for Labour and Employment Shobha Karandlaje, senior officials, employers and beneficiaries. Simultaneously, outreach programmes were conducted at 200 locations across the country, including major venues in Jammu and Kashmir such as Lok Bhavan Srinagar, Convention Centre Jammu, NIFT College SIDCO Industrial Complex Ompora Budgam, and Bari Brahmana Industrial Association Samba. Addressing the national gathering, Prime Minister Narendra Modi described PM-VBRY as a transformative intervention designed to empower youth and strengthen the connection between employment seekers and industry. He said the scheme represents much more than financial assistance, as it directly addresses the aspirations of young Indians entering the workforce for the first time. “Pradhan Mantri Viksit Bharat Rozgar Yojana is much more than an employment scheme. It is an initiative designed to strengthen the aspirations of young people entering their first jobs while creating a robust bridge between industry and the workforce,” the Prime Minister said.

LG Calls Scheme Historic For J&K: For Jammu and Kashmir, the scheme assumes particular significance as the Union Territory continues to witness structural changes in its employment ecosystem. Speaking virtually during the UT-level programme, Lieutenant Governor Manoj Sinha termed the occasion historic and said the employment-linked initiative reflects the broader transformation underway in Jammu and Kashmir. Expressing gratitude to Prime Minister Modi, the Lieutenant Governor said the Centre’s policies have created a new momentum in employment generation, improved employability and expanded access to social security for thousands of youth across the Union Territory. “This historic occasion is not merely a programme for distributing financial benefits under a government scheme; it is a celebration of Jammu and Kashmir’s transformative journey. It is a celebration of the dreams, aspirations and opportunities that are giving a new direction to the lives of our youth,” Sinha said.

Post-2019 Labour Reforms Highlighted: According to the Lieutenant Governor, one of the most significant policy shifts in Jammu and Kashmir came after the extension of central labour laws to the Union Territory. He recalled that prior to August 2019, workers in Jammu and Kashmir remained outside the ambit of several national-level labour welfare protections. “Prior to August 2019, workers in Jammu and Kashmir were deprived of comprehensive social security protections. Following the implementation of the Employees’ Provident Fund and Miscellaneous Provisions Act, 1952 in November 2019, lakhs of regional workers were integrated into the national social security fold for the first time,” he said. The extension of these protections has had long-term implications for labour welfare, especially for workers employed in private enterprises, manufacturing units and service-sector establishments.

How The Scheme Works: Officials said PM-VBRY has been designed around two core pillars. The first pillar focuses on employees, especially first-time entrants into formal employment. Under this component, eligible workers receive direct financial support equivalent to one month’s wage, capped at Rs 15,000. The second pillar targets employers by offering incentives to establishments that generate additional employment. Industries and institutions that expand their workforce receive financial support for two years. In labour-intensive sectors such as manufacturing, support has been extended for an additional two years to sustain long-term job creation. “When industries grow, employment opportunities increase and society prospers. Through these two components, more than 3.5 crore employment opportunities across India are expected to be incentivised over the next two years,” Sinha said.

Strong Response From J&K Establishments: Jammu and Kashmir’s performance under the scheme has been described by officials as encouraging. The Lieutenant Governor revealed that over 3,300 establishments in the Union Territory have already registered under PM-VBRY. These establishments have collectively facilitated the entry of more than 22,500 youth into formal employment for the first time. Additionally, over 31,000 job openings have qualified for incentives under the scheme, resulting in direct positive economic impact on more than 53,000 citizens. Industry experts say the transition towards formal employment is particularly important in Jammu and Kashmir, where unemployment and underemployment among youth remain key concerns.

Boost To Industry, Employment: The scheme is also expected to boost investor confidence by incentivising workforce expansion and lowering hiring costs for employers. This comes at a time when the administration is promoting industrial growth, entrepreneurship and private-sector investment in the Union Territory. The Lieutenant Governor also praised the Employees’ Provident Fund Organisation (EPFO) for implementing reforms aligned with the national priorities of ease of doing business and ease of living. He urged more enterprises across Jammu and Kashmir to register under the scheme and participate actively in employment generation.

Ground-Level Impact Visible: At the Convention Centre in Jammu, the regional programme witnessed participation from MPs, senior government officials, industry representatives, EPFO officers, employers and beneficiaries. More than 600 participants attended the event, including around 400 beneficiaries and over 200 employers. As part of the programme, employment letters were distributed to newly recruited workers. Twenty appointment letters were handed over in Jammu, while six employment letters were distributed at Bari Brahmana Industrial Association in Samba. Employer representatives welcomed the initiative and acknowledged its positive impact on industries and businesses. Employee beneficiaries also shared their experiences, describing the financial assistance as meaningful support during the initial stages of formal employment.

A Long-Term Economic Shift: As Jammu and Kashmir continues its economic transition, PM-VBRY is increasingly being viewed as a key policy instrument linking welfare with employment generation. By supporting both youth and employers, the scheme seeks to address multiple labour-market challenges simultaneously. With over Rs 26 crore already flowing into Jammu and Kashmir under the latest disbursement and thousands of youth entering the formal workforce, the scheme signals a broader shift toward institutionalised job creation and inclusive growth. For a region where employment generation remains central to economic stability and social progress, the success of PM-VBRY may serve as a key indicator of how effectively policy-driven incentives can reshape labour markets and unlock long-term opportunities for the next generation.

“A moment of transformation is here. Those once uprooted from their homeland return and this homecoming is the truest victory,” LG Sinha

This week Lieutenant Governor Manoj Sinha described the return of Kashmiri Pandits to the Valley as the “truest victory,” calling upon members of the global Kashmiri Pandit diaspora to invest in industries, academic institutions and cultural infrastructure in Jammu and Kashmir, in what appeared to be a renewed administrative push to link rehabilitation with economic revival. Addressing the Global Kashmiri Pandit Conclave in Srinagar, attended by prominent community members from India and abroad, Sinha said the event marked a significant moment in Jammu and Kashmir’s post-2019 transition, with the administration projecting the community’s return as a key indicator of changing ground realities in the Union Territory. “A moment of transformation is here. Those once uprooted from their homeland return and this homecoming is the truest victory,” Sinha said, while emphasizing that the presence of business leaders, entrepreneurs and cultural figures from the community reflected growing confidence in the security and administrative environment in Jammu and Kashmir.

Rehabilitation Back In Focus: The conclave comes amid continuing debate over the rehabilitation of Kashmiri Pandits, nearly three decades after the mass migration of the community from the Valley following militancy-related violence, targeted killings and widespread fear in the late 1980s and early 1990s. While successive governments have announced relief, employment and rehabilitation packages, the issue of large-scale dignified return remains unresolved due to persistent concerns over security, housing, employment sustainability and social reintegration. Against this backdrop, Friday’s conclave was significant not only for its symbolic value but also for the economic and political messaging that accompanied it.

From Relief To Reconstruction: Sinha urged distinguished members of the community to become active participants in Kashmir’s reconstruction by establishing institutions that could preserve heritage while generating long-term economic opportunities. He said Kashmiri Pandit community’s contribution was needed across sectors including industry, education, arts and spirituality. “The true measure of life lies in what we give back, in the hope we inspire, and in the change we leave behind for society and the nation,” the Lieutenant Governor said, urging diaspora leaders to channel their expertise and resources toward rebuilding institutions in the Valley. The Government’s messaging indicates a noticeable shift in rehabilitation discourse—from relief-based assistance to long-term economic participation.Traditionally, the rehabilitation debate has focused on transit accommodation, government jobs and financial relief for displaced families. The conclave, however, expanded that conversation to include private investment, institution-building and economic integration.

Economic Capital Of Diaspora: With a large section of the Kashmiri Pandit diaspora now professionally established across India and globally, policymakers increasingly view the community as a source of investment, entrepreneurship and intellectual capital that could contribute to Jammu and Kashmir’s economic transformation. The Lieutenant Governor’s appeal for industries and educational institutions appears aligned with the administration’s broader strategy to attract private investment into the Union Territory following the constitutional changes of August 2019.

Recognition Of Historical Trauma: In one of the strongest official acknowledgments of the community’s suffering, LG Sinha referred to the 1990 exodus as a period marked by brutality, massacres and forced displacement. “The world remembers the 1990s, when the Kashmiri Pandit community faced unimaginable brutality and endured massacres. Overnight, families were forced to leave everything behind and live in exile in their own country,” he said. The remarks carry political significance, as recognition of historical trauma has remained central to the community’s long-standing demand for justice and dignified rehabilitation. The displacement of Kashmiri Pandits remains one of the most sensitive and contested chapters in Kashmir’s modern history. Thousands of families were uprooted from ancestral homes, leading to a demographic and cultural rupture whose effects continue to shape political discourse in the region. For many displaced families, return remains linked not only to physical rehabilitation but also to questions of justice, accountability and long-term security guarantees.

From Displacement To Global Success: A key theme of Sinha’s address was the transformation of the Kashmiri Pandit community from victims of displacement into a globally successful and influential diaspora. He said despite exile and hardship, the community chose rebuilding over despair. “Lives marked by pain and struggle gave the Kashmiri Pandit community only two choices—despair or rebuilding. They chose creation, rebuilding and selfless service,” he said. Sinha highlighted the community’s achievements in technology, finance, medicine, civil services, academia and entrepreneurship, arguing that adversity strengthened rather than weakened collective ambition. “Hardship never broke the spirit of the Kashmiri Pandit community. Suffering did not silence their ambition. Instead, they shaped their own destiny by building industries, founding institutions, driving innovation, and earning respect across the world,” he said.

Post-2019 Political Messaging: The conclave also reinforced the administration’s broader political narrative that Jammu and Kashmir has entered a new phase after 2019. Sinha explicitly linked the prospect of Kashmiri Pandit return with the post-Article 370 political order. “The return of the Kashmiri Pandit community reflects that after 2019 a new Jammu Kashmir has been born,” he said. This statement positions rehabilitation as both a humanitarian objective and a political marker of stability. However, despite improved infrastructure and expanded administrative outreach, the return of Kashmiri Pandits remains limited in practical terms. Though several thousand migrant employees have returned under government employment packages and are residing in transit accommodations, many families continue to remain outside the Valley due to security concerns. Recent targeted attacks on minority employees in previous years further reinforced fears among sections of the community.

Economic Revival, Cultural Restoration: The Lieutenant Governor said the Global Kashmiri Pandit Conclave also marked the beginning of efforts toward restoring the community’s ancient civilisational legacy in Kashmir. He described discussions at the conclave on global industries, institutions and shared economic futures as pathways for cultural revival and community restoration. This dual emphasis on economy and heritage reflects the administration’s attempt to combine development with identity restoration. The Kashmiri Pandit community has historically played a central role in Kashmir’s intellectual, spiritual and cultural traditions, particularly in Sanskrit scholarship, Shaivism, literature and public administration. Their displacement created not only a humanitarian crisis but also a deep cultural void. Experts note that meaningful rehabilitation therefore extends beyond housing and jobs. It also involves restoration of cultural spaces, religious heritage and civilisational continuity.

“The world remembers the 1990s, when the Kashmiri Pandit community faced unimaginable brutality and endured massacres. Overnight, families were forced to leave everything behind and live in exile in their own country,” LG Sinha said.,”

Challenges Ahead: Despite optimistic messaging, significant challenges remain in achieving large-scale return. Security remains the foremost concern. In addition, unresolved property disputes, economic reintegration and social trust deficits continue to complicate rehabilitation efforts. Many community members also stress that return must be dignified, voluntary and sustainable—not merely symbolic. The conclave, therefore, is likely to be assessed not by speeches alone but by policy outcomes in the coming months. Whether the administration can convert this outreach into concrete investment, institutional projects and durable rehabilitation mechanisms remains to be seen. The event was attended by several prominent members of the Kashmiri Pandit community and civil society, including Nasir Aslam Wani, Advisor to the Chief Minister; UphaarKotru, President of Kashmiri Overseas Association; Utpal Kaul, International Coordinator of Global Kashmiri Pandit Diaspora; Ashwani Bhat, President of Kashmiri Pandit Association Mumbai; Sanjay Koul, President of All Minority Employees Association Kashmir; social activist Autar Krishan Trakroo; Dileep Mattoo, President of Jammu Kashmir Vichar Manch; and R.K. Bhat, President of Youth All India Kashmiri Samaj. Senior police and civil administration officials, prominent citizens, youth and a large number of community members also attended. For the administration, the conclave represents more than symbolic outreach. It signals a renewed effort to frame Kashmiri Pandit rehabilitation around return, investment and restoration. Whether this evolves into tangible change may determine how history ultimately judges one of Kashmir’s most enduring unresolved questions.

Kashmir Horizon View: The Global Kashmiri Pandit Conclave has opened a new chapter in the discourse around the rehabilitation of the displaced community in Jammu and Kashmir. More than a symbolic gathering, it has shifted the conversation from memory and loss toward return, reintegration and reconstruction. The key challenge now lies in translating intent into action. The way forward requires a multi-dimensional strategy built on security, economic opportunity, institutional support and social reconciliation. While the administration has repeatedly emphasized improved security conditions and infrastructure development, long-term rehabilitation of Kashmiri Pandits will require sustained confidence-building measures. Safe housing, employment security, restoration of properties and continued institutional safeguards will remain central to any meaningful return process. However, the future of rehabilitation may not lie solely in traditional relief models. The conclave highlighted a significant new possibility—the active participation of the Kashmiri Pandit diaspora in rebuilding Jammu and Kashmir’s economic and cultural landscape. This approach moves beyond compensation and focuses on empowerment. The Kashmiri Pandit community today possesses immense intellectual, professional and entrepreneurial capital. Across India and the world, members of the community have excelled in technology, healthcare, finance, education, public administration and business leadership. This strength can become a transformative force for Jammu and Kashmir if channelled into productive investment. The establishment of industries, start-ups, educational institutions, research centres and cultural academies can generate employment not only for returning community members but for local youth across all communities. Such institution-building would create shared economic interests, foster inter-community engagement and strengthen social stability. Equally important is cultural restoration. Rehabilitation cannot be measured only by physical return; it must also involve the revival of heritage, identity and belonging. Preservation of temples, cultural sites, language and traditions will be crucial to ensuring that return is emotionally meaningful and historically rooted. At the same time, social healing remains indispensable. Reconciliation requires acknowledgement of historical pain, mutual trust and collective commitment to a peaceful future. The return of Kashmiri Pandits should not be viewed as the story of one community alone, but as part of Kashmir’s larger journey toward coexistence, pluralism and shared prosperity. The administration’s emphasis on a “new Jammu and Kashmir” reflects growing optimism that conditions are becoming conducive for this transformation. Increased investment, improved connectivity, expanding tourism and greater administrative outreach have contributed to a changing environment. If these gains are consolidated, they could create stronger foundations for sustainable rehabilitation. The Global Kashmiri Pandit Conclave has sent a powerful message: the story of Kashmiri Pandits is no longer defined solely by exile, pain and displacement. It is increasingly becoming a story of resilience, revival and return. The path ahead will not be without challenges, but the possibilities are stronger than they have been in decades. With political will, community participation and sustained confidence-building, Jammu and Kashmir can move toward a future where return becomes reality and reconciliation becomes lasting. The homecoming of Kashmiri Pandits would represent more than rehabilitation—it would symbolize the restoration of Kashmir’s composite identity, cultural richness and civilizational continuity. If achieved, it may well become one of the most significant milestones in the region’s modern history.

Over two days of intense diplomacy, Prime Minister Modi held bilateral meetings with leaders from the United States, Canada, the United Kingdom, Germany, the United Arab Emirates, Japan, South Korea, Kenya, Egypt and the European Union, reflecting India’s expanding engagement across major geopolitical blocs. The meetings came at a time of heightened global uncertainty marked by conflict in West Asia, continuing Russia-Ukraine tensions, global supply chain disruptions, debt distress in developing economies and the race for technological dominance in areas such as artificial intelligence. Diplomatic observers described Modi’s engagements at the summit as one of India’s most significant multilateral outreach exercises in recent months, with discussions spanning trade agreements, maritime security, energy cooperation, defence partnerships and reform of global institutions.

India’s Multi-Alignment Strategy On Display: The G7 outreach once again highlighted India’s evolving foreign policy doctrine of strategic multi-alignment—maintaining strong ties simultaneously with Western powers, Gulf nations, emerging economies and Global South partners. Unlike traditional alliance structures, India’s approach seeks flexibility and issue-based cooperation across competing geopolitical camps. At Evian, this balancing act was clearly visible. On one hand, Modi strengthened ties with the US, Canada, the UK and the European Union on trade, technology and defence. On the other, he reinforced strategic engagement with the UAE, African nations and Asian partners, while continuing to advocate for the Global South. This positioning increasingly makes India a bridge power between advanced economies and developing nations.

India-US Talks Dominated By West Asia Concerns: One of the most consequential meetings at the summit was Prime Minister Modi’s bilateral engagement with US President Donald Trump. The talks focused heavily on the deteriorating situation in West Asia, particularly concerns surrounding maritime security and the Strait of Hormuz—one of the world’s most critical oil transit chokepoints. PM Modi stressed that keeping the Strait of Hormuz open is vital for the global economy and emphasized the importance of ensuring freedom of navigation. The Prime Minister highlighted that lakhs of Indian seafarers serve in maritime trade routes worldwide, making their safety a strategic priority for India. His remarks reflect India’s urgent energy security concerns. Any disruption in the Strait of Hormuz could sharply impact global oil prices and directly affect India, which imports a substantial portion of its crude oil requirements from the Gulf region. PM Modi also welcomed ongoing peace efforts in West Asia and expressed hope for durable regional stability. On bilateral trade, the Prime Minister noted that India-US trade negotiations were progressing smoothly, signaling continued momentum in economic engagement despite political uncertainties.

Reset In India-Canada Ties: Among the most notable diplomatic developments was the thaw in India-Canada relations. Prime Minister Modi and Canadian Prime Minister Mark Carney welcomed improving momentum in bilateral ties and committed to building a forward-looking strategic partnership. This meeting was closely watched given the tensions that had strained relations between the two countries in recent years. Both leaders reviewed cooperation in energy trade, including Liquefied Natural Gas (LNG), Liquefied Petroleum Gas (LPG) and metallurgical coal.

Economic Engagement Appears To Be Driving The Reset: The two countries also expressed satisfaction over negotiations for a Comprehensive Economic Partnership Agreement, aiming to conclude the pact this year. The agreement could significantly boost trade volumes, diversify energy cooperation and deepen investment flows. In a major strategic move, both sides agreed to begin negotiations on a General Security of Information Agreement to strengthen defence and security cooperation. India also supported Canada’s candidature as a Dialogue Partner in the Indian Ocean Rim Association, signaling broader geopolitical trust.

India-UK Partnership Gathers Momentum: Prime Minister Modi’s meeting with British Prime Minister Keir Starmer reinforced the growing depth of India-UK relations under Vision 2035. The leaders reviewed progress across trade, defence, education and technology. A key focus was the early implementation of the Comprehensive Economic and Trade Agreement. This agreement is expected to become one of the most important post-Brexit economic partnerships for the United Kingdom while giving India greater access to advanced markets, capital and technology. Education emerged as another strong pillar. The leaders welcomed progress in establishing British university campuses in India, including the University of Liverpool in Bengaluru and the Universities of York and Bristol in Mumbai. This reflects India’s broader strategy of internationalizing higher education and reducing outbound educational migration.

UAE The India’s Key Gulf Partner: Modi’s meeting with UAE President Sheikh Mohamed bin Zayed Al Nahyan reinforced one of India’s strongest strategic partnerships in West Asia. The leaders focused on regional security, trade, investment, energy and defence. The discussions were particularly significant given rising tensions in the Gulf. Both leaders emphasized dialogue, diplomacy and respect for sovereignty as essential to ensuring regional peace. They jointly called for free and unimpeded navigation through the Strait of Hormuz. This reflects shared concerns over energy security and trade disruptions. India and the UAE have significantly expanded ties over the past decade, with bilateral trade, infrastructure investment and strategic cooperation witnessing rapid growth. Modi’s invitation to the UAE President for the upcoming BRICS Summit further underscored the growing importance of the relationship. This marked the third meeting between the two leaders this year, highlighting unusually high engagement.

“Prime Minister Modi also used the summit to reinforce ties in the Indo-Pacific region. His meetings with Japanese Prime Minister SanaeTakaichi and South Korean President Lee Jae-myung focused on trade, investment and future technologies”

India Strengthens Indo-Pacific Partnerships: Prime Minister Modi also used the summit to reinforce ties in the Indo-Pacific region. His meetings with Japanese Prime Minister SanaeTakaichi and South Korean President Lee Jae-myung focused on trade, investment and future technologies. Japan remains central to India’s infrastructure and manufacturing ambitions, while South Korea is a critical partner in electronics, semiconductors and industrial cooperation. These engagements reinforce India’s Indo-Pacific strategy, where economic resilience and strategic deterrence increasingly overlap. The growing alignment among India, Japan and South Korea reflects shared concerns over supply chain vulnerabilities and regional security.

Global South Advocacy Remains Central: Despite intensive engagement with advanced economies, Modi continued to champion the concerns of developing nations. At a high-level G7 session on inclusive and sustainable growth, he called for international financial institutions to develop mechanisms that strengthen economic resilience in developing countries. This is consistent with India’s long-standing demand for reform of global financial governance. Modi also proposed ambitious connectivity projects linking Africa, Latin America and Pacific Island nations. His proposal for International Mobilization Partnership for Accelerating Connectivity and Trade (IMPACT) aimed to combine G7 capital, Indian talent and Global South ownership. This proposal reflects India’s attempt to position itself as a development partner rather than merely a strategic power. It also reinforces New Delhi’s efforts to become the principal voice of the Global South.

Debt Crisis In Developing World: A major outcome of the summit was the G7’s commitment to intensify efforts to address rising debt burdens in developing countries. This issue has emerged as one of the biggest economic threats to vulnerable economies. In a joint declaration with guest countries including India, Brazil, Kenya, Egypt and South Korea, G7 leaders acknowledged that traditional aid alone is insufficient. They called for reforms, debt restructuring and greater private-sector investment. This aligns with India’s repeated argument that development financing needs structural reform. India’s participation in these discussions is increasingly important because it is seen as both a major emerging economy and a credible representative of developing nations.

AI Governance Enters Centre Stage: Another major area of focus was artificial intelligence. PM Modi participated in a working lunch on safe, rapid and effective AI deployment with G7 leaders and CEOs of leading AI companies. This discussion highlighted the rapidly growing global importance of AI governance. India’s presence in these conversations is strategically significant. As one of the world’s largest digital economies with vast talent pools in IT and software, India is expected to play a critical role in shaping AI regulation, innovation and deployment. New Delhi’s emphasis remains balancing innovation with ethics, safety and equitable access.

Strategic Implications For India : PM Modi’s diplomatic outreach in Evian signals three major shifts in India’s global role. First, India is no longer seen merely as a regional power but as a central actor in global crisis management. Second, economic diplomacy is increasingly becoming the core of India’s foreign policy, with FTAs, supply chains and investment now as important as traditional diplomacy. Third, India is strengthening its identity as a bridge between developed and developing worlds. Whether the issue is debt, climate, AI or connectivity, New Delhi increasingly seeks to shape—not just respond to—the global agenda.

Kashmir Horizon View: Prime Minister Modi’s engagements at the G7 Summit demonstrated India’s expanding diplomatic bandwidth at a time of major geopolitical flux. From trade negotiations with Europe and North America to strategic discussions on West Asia, maritime security and artificial intelligence, India projected itself as a confident and indispensable global stakeholder. The summit also reinforced a larger reality: in an era defined by fractured alliances, supply chain realignments and emerging technological disruption, India is increasingly viewed as a stabilizing power capable of engaging all sides. For New Delhi, the message from Evian was clear—India is not merely participating in global conversations anymore; it is actively shaping them.

Amarnath Yatra Enters New Era Of Connectivity, Safety

Srinagar: As preparations gather pace for the annual Shri Amarnath Ji Yatra beginning on July 3, Jammu and Kashmir is witnessing one of the most extensive pilgrim infrastructure and security mobilizations in recent years. From the bustling base camps in Jammu to the transit facilities in Srinagar, the control centres in Ganderbal and the high-altitude camps at Baltal and Pahalgam, authorities are working to create a seamless, safe and comfortable pilgrimage experience for lakhs of devotees expected to visit the holy cave shrine this year. The Amarnath Yatra is not merely a religious journey; it is one of India’s largest annual pilgrimage exercises involving complex logistical planning, massive security deployment, healthcare preparedness, transportation management and infrastructure development. Over the years, the focus has shifted from temporary arrangements to the creation of a robust and integrated pilgrim support network stretching from Jammu to the Himalayan cave shrine. As the Union Territory prepares for the 52-day pilgrimage, infrastructure upgrades, technological interventions and multi-layered security mechanisms are emerging as the defining features of the 2026 Yatra.
Security Review At The Highest Level: The significance attached to the pilgrimage can be gauged from the fact that Union Home Minister Amit Shah chaired a high-level security review meeting on Jammu and Kashmir in New Delhi on Friday, just weeks before the commencement of the Yatra. The meeting will be attended by Jammu and Kashmir Lieutenant Governor Manoj Sinha, senior officials of the Union Territory administration, the Director General of Police, the Chief Secretary, top Army commanders, intelligence agencies and senior police officers. The review meeting focused on the overall security environment in Jammu and Kashmir with special emphasis on arrangements for the Amarnath Yatra. Discussions covered deployment of security forces, intelligence coordination, surveillance mechanisms, emergency response systems and contingency plans to address any potential threats. Officials briefed the Home Minister about the extensive arrangements made for the smooth and secure conduct of the pilgrimage. Intelligence assessments, ground reports and operational preparedness are also likely to be reviewed as part of the security planning process.
LG Sinha Reviews Preparations: Earlier this week, Lieutenant Governor Manoj Sinha chaired a high-level meeting in Srinagar to assess preparedness for the upcoming pilgrimage. The Lieutenant Governor directed all departments to ensure timely completion of infrastructure works, healthcare facilities, sanitation arrangements, connectivity improvements and pilgrim-centric services. Describing the Amarnath Yatra as a national event, Sinha emphasized the need for seamless coordination among departments and security agencies. He instructed all stakeholders to maintain the highest standards of efficiency and preparedness. “Amarnath Ji Yatra will begin on July 3 and conclude on August 28. Our collective goal is to ensure a safe, seamless and spiritually fulfilling pilgrimage for every devotee of Baba Barfani,” the Lieutenant Governor said. His review covered arrangements at transit camps, base camps, accommodation facilities, medical infrastructure, traffic management systems and emergency response mechanisms across the Yatra route.
Jammu|The Gateway To Pilgrimage: The pilgrimage begins in Jammu, which serves as the primary entry point for thousands of devotees arriving from different parts of the country. Every year, Jammu transforms into a major logistical hub, accommodating pilgrims before they proceed towards the Kashmir Valley. Registration centres, accommodation facilities, transportation services, medical camps and security installations are activated well in advance of the Yatra. Authorities have strengthened arrangements at various transit camps and embarkation points to ensure smooth movement of pilgrims towards Srinagar and onward to Baltal and Pahalgam. The Jammu-Srinagar National Highway remains the lifeline of the pilgrimage, and special efforts are being made to ensure uninterrupted traffic movement, emergency response capabilities and round-the-clock monitoring during the Yatra period.
Pantha Chowk| Srinagar’s Modern Pilgrim Transit Hub: One of the most significant infrastructure developments in recent years has been the creation of the Shri Amarnath Ji Shrine Board’s Yatri Niwas at Pantha Chowk in Srinagar. Strategically located at the entrance of the city, the facility has emerged as a major transit centre for pilgrims entering the Valley. The modern complex has substantially improved accommodation and support facilities for devotees before they proceed towards the base camps. The Yatri Niwas comprises accommodation blocks, dormitories, waiting halls, sanitation facilities, registration assistance centres and support infrastructure designed to handle large pilgrim volumes. Recent upgrades have further enhanced its capacity and functionality. Authorities have focused on improving water supply systems, sanitation infrastructure, medical facilities, security arrangements and traffic management around the complex. The Pantha Chowk facility now serves as a model transit centre and reflects the broader shift towards creating permanent infrastructure for the annual pilgrimage. For many pilgrims, it represents the first major stop in Kashmir and plays a critical role in ensuring comfort and convenience before they embark on the final stages of the journey.
Ganderbal| The Operational Command Centre: As pilgrims move towards Baltal, Ganderbal district assumes critical importance in the management of the Yatra. The district has emerged as the operational nerve centre for the Baltal route, which is preferred by thousands of devotees because of its shorter distance to the holy cave shrine. One of the most important developments this year is the establishment of a dedicated District Emergency Operations Centre and Amarnath Yatra Control Room in Ganderbal. The facility is designed to coordinate emergency responses, monitor weather conditions, facilitate communication among agencies and oversee pilgrim movement in real time. Given the unpredictable weather conditions and challenging terrain associated with the Yatra, the centre is expected to significantly enhance disaster management capabilities and operational efficiency. Authorities have also upgraded facilities at the Manigam Transit Camp, which serves as an important staging point for pilgrims. Additional accommodation arrangements, boarding facilities and support services are being put in place to cater to the expected influx of devotees.
Baltal| Strengthening High-Altitude Infra: Baltal remains one of the most important base camps of the Amarnath Yatra. Over the years, authorities have steadily expanded infrastructure at Baltal to improve accommodation, safety and pilgrim convenience. A newly developed Yatri Niwas complex has significantly increased accommodation capacity, enabling hundreds of pilgrims to stay comfortably before beginning their trek to the holy cave shrine. The camp now features improved tented accommodation, sanitation facilities, medical units, communication systems and emergency response infrastructure. Road connectivity leading to Baltal has also been strengthened, facilitating smoother movement of pilgrims, supplies and emergency services. The focus on creating permanent and semi-permanent facilities reflects a long-term strategy aimed at reducing dependence on temporary arrangements while improving resilience against adverse weather conditions.
Technology-Driven Pilgrim Management: Technology is increasingly becoming an integral part of Yatra management. Authorities are introducing digital verification systems for service providers, including pony operators, porters and other support personnel. QR-code based identification mechanisms are expected to improve transparency and allow pilgrims to verify credentials easily. Advanced surveillance systems, communication networks and monitoring platforms are also being deployed along the Yatra routes. Control rooms equipped with real-time monitoring capabilities will help authorities track pilgrim movement, manage emergencies and coordinate responses more effectively. The integration of technology is expected to improve operational efficiency while enhancing safety and accountability.
Healthcare, Emergency Preparedness: Healthcare preparedness remains a critical aspect of Yatra planning. Medical camps, temporary hospitals, emergency treatment centres, ambulances and oxygen support systems are being established at strategic locations along both the Baltal and Pahalgam routes. The new Emergency Operations Centre in Ganderbal is expected to play a key role in coordinating healthcare responses and emergency evacuations when required. Special attention is being paid to high-altitude medical challenges, including altitude sickness, respiratory issues and emergency trauma care. Authorities are also ensuring adequate deployment of doctors, paramedics and medical support staff throughout the pilgrimage period.
Multi-Layered Security Architecture: Security arrangements for the 2026 Amarnath Yatra are expected to be among the most comprehensive in recent years. The security grid extends from Lakhanpur on the Jammu border to the holy cave shrine itself. Multiple layers of security involving the Jammu and Kashmir Police, Army, Central Armed Police Forces and intelligence agencies are being deployed across the pilgrimage corridor. Security forces are conducting area domination exercises, route sanitization operations, surveillance activities and anti-sabotage checks to ensure pilgrim safety. The extensive deployment reflects lessons learned from previous years and the importance attached to protecting one of India’s most significant religious pilgrimages. The upcoming review by Union Home Minister Amit Shah is expected to further fine-tune these arrangements and ensure complete preparedness before the Yatra begins.

The breakthrough of the Zojila Tunnel this week marks far more than a technical milestone in the construction of a road project. It represents a transformative moment in India’s Himalayan infrastructure strategy, promising to reshape connectivity, economic activity, tourism, and national security across Jammu and Kashmir and Ladakh. When Union Minister for Road Transport and Highways Nitin Gadkari stood at the eastern portal near Minamarg and witnessed the meeting of excavation fronts advancing from opposite ends, he was witnessing the culmination of years of engineering effort under some of the harshest working conditions in the world. For the people of Ladakh, however, the breakthrough symbolized something even more significant—the gradual end of a decades-old cycle of winter isolation.

A Dream Decades In The Making: For generations, the Zojila Pass has been both a gateway and a barrier. Situated on the Srinagar-Leh highway, the pass serves as the only road link connecting Ladakh with the Kashmir Valley and the rest of India. Yet every winter, heavy snowfall, avalanches, and extreme weather force the closure of the route for nearly six months, effectively cutting off Ladakh from the outside world. During these months, supplies have traditionally depended on stockpiling, air transport, and weather-dependent logistical arrangements. Communities in Drass, Kargil, and Ladakh have long faced disruptions in the movement of goods, medical supplies, construction materials, and essential services. The Zojila Tunnel seeks to permanently address this challenge. Once operational, the nearly 14-kilometre bi-directional tunnel will provide uninterrupted connectivity between Sonamarg and Minamarg throughout the year, regardless of snowfall or avalanche threats. The tunnel, built under the aegis of National Highways & Infrastructure Development Corporation Limited, is expected to be completed by February 2028.

Engineering Against the Himalayas: Infrastructure development in the Himalayas is rarely straightforward. The Zojila project has been undertaken at elevations ranging from 2,900 metres to more than 3,300 metres above sea level. Engineers have confronted unstable geology, severe winters, limited working seasons, and logistical difficulties that would be daunting even by global standards. Workers have operated in temperatures dropping well below freezing, while excavation teams navigated varying rock formations and difficult mountain conditions. The breakthrough demonstrates the successful completion of one of the most critical stages of tunnelling—the meeting of excavation drives from opposite ends with engineering precision. The project also showcases how Indian tunnel engineering has evolved significantly over the past decade. From the Chenani-Nashri Tunnel to the Atal Tunnel and now Zojila, India has steadily expanded its capability to execute large-scale underground infrastructure in complex mountain environments. The tunnel will eventually feature advanced ventilation systems, automated fire detection mechanisms, CCTV monitoring, emergency communication facilities, pedestrian escape routes, snow galleries, avalanche protection structures, bridges, culverts, and approach roads designed to ensure operational safety.

Economic Transformation Beyond Connectivity: The most immediate impact of the tunnel will be felt in the economy. Road connectivity forms the foundation of economic integration, particularly in mountainous regions where transportation costs often determine the viability of businesses and livelihoods. At present, the 38-kilometre Sonamarg-Minamarg stretch takes approximately 90 minutes under normal conditions and becomes impassable during winter. The tunnel is expected to reduce travel time to around 45 minutes while eliminating seasonal closures. For businesses in Ladakh and Kargil, this translates into lower transportation costs and more reliable supply chains. Agricultural products, handicrafts, construction materials, fuel, and consumer goods will move with greater efficiency. Reduced disruptions are likely to improve market access for local producers and create opportunities for entrepreneurship. The tunnel’s impact could be particularly significant for Kargil district, which often finds itself geographically and economically constrained due to seasonal road closures. Improved accessibility may encourage investment in sectors such as hospitality, logistics, retail, and agro-processing. Furthermore, year-round connectivity will reduce the economic uncertainty associated with winter isolation, allowing businesses to plan operations with greater confidence.

A Tourism Revolution Waiting To Happen: Tourism may emerge as one of the largest beneficiaries of the project. The Kashmir-Ladakh corridor is among India’s most spectacular tourism routes, traversing breathtaking landscapes from the green meadows of Sonamarg to the rugged mountains of Drass, Kargil, and Ladakh. However, tourism has traditionally been constrained by seasonal accessibility. The tunnel promises to extend tourist seasons, improve travel reliability, and enhance visitor safety. Tour operators will gain greater flexibility in planning itineraries, while tourists may increasingly view Ladakh as a destination accessible beyond the traditional summer window. Winter tourism, in particular, could witness substantial growth. Regions such as Drass and Kargil possess significant potential for adventure tourism, snow-based activities, cultural tourism, and eco-tourism. The project also complements broader efforts to strengthen tourism infrastructure across Jammu and Kashmir and Ladakh, potentially creating thousands of direct and indirect employment opportunities.

Strategic Significance Cannot Be Overstated: While economic and tourism benefits are substantial, the tunnel’s strategic importance remains perhaps its most consequential dimension. Ladakh occupies a highly sensitive geographical position bordering both China and Pakistan. Maintaining reliable logistics and troop mobility in the region has long been a strategic imperative. Historically, winter closures of Zojila have complicated military logistics, requiring extensive planning and resource allocation to maintain operational readiness. The tunnel fundamentally changes this equation. Year-round road access will facilitate the movement of troops, equipment, fuel, and supplies irrespective of weather conditions. Enhanced logistical efficiency strengthens India’s ability to maintain military preparedness in border regions and respond swiftly to contingencies. In recent years, infrastructure development has emerged as a key element of India’s border management strategy. Roads, bridges, tunnels, and airfields are increasingly viewed as force multipliers that improve both civilian development and national security. The Zojila Tunnel fits squarely within this framework.

The Broader Infrastructure Vision : The breakthrough also reflects a wider transformation underway in Jammu and Kashmir’s infrastructure landscape. According to the Ministry of Road Transport and Highways, projects worth approximately ₹1.35 lakh crore are completed, under construction, or planned across the Union Territory. These include major corridors such as:

Jammu-Udhampur-Srinagar Corridor

Jammu-Chenani-Anantnag Corridor

Srinagar-Baramulla-Uri Corridor

Jammu-Akhnoor-Poonch Corridor

Strategic projects including the Katra-Srinagar High-Speed Corridor, Srinagar-Sonamarg-Gumri road network, and border-area roads are also progressing. Tunnel construction has become central to this vision. Officials note that 25 tunnels have been approved between Jammu and Srinagar alone, with 20 already completed. Nationwide, dozens of tunnels have been completed during the past decade, reflecting a policy shift toward overcoming geographical constraints through engineering solutions. The emphasis is clear: difficult terrain should no longer dictate developmental outcomes.

Political Leadership, Symbolism: The breakthrough ceremony also carried strong political symbolism. Jammu and Kashmir Lieutenant Governor Manoj Sinha described the event as a historic day for both Jammu and Kashmir and Ladakh, emphasizing that connectivity remains the foundation of economic prosperity. Chief Minister Omar Abdullah similarly highlighted the project’s transformative potential for education, healthcare, trade, and tourism. Their remarks underscored a broader consensus that infrastructure development has become a critical driver of regional integration and growth. Both leaders also acknowledged the extraordinary efforts of engineers and workers who persevered through challenging weather and high-altitude conditions to achieve the breakthrough.

Beyond Roads| Social Impact: The tunnel’s significance extends beyond economics and strategy. Improved connectivity directly affects quality of life. Reliable road access can improve healthcare outcomes by enabling faster transportation of patients and medical supplies. Students gain easier access to educational institutions. Families separated by weather-related closures can maintain stronger social connections. Government services become easier to deliver, while emergency response capabilities improve substantially. For residents of remote mountain regions, connectivity is not merely about transportation—it is about opportunity, inclusion, and access. The tunnel could therefore contribute to reducing regional disparities and strengthening integration between distant communities and larger economic centres.

“LG Sinha described the event as a historic day for both Jammu and Kashmir and Ladakh, emphasizing that connectivity remains the foundation of economic prosperity.

CM Omar similarly highlighted the project’s transformative potential for education, healthcare, trade, and tourism,”.

A Remaining Challenge: Despite the celebratory atmosphere surrounding the breakthrough, significant work remains. Tunnel breakthrough marks the completion of excavation but not the completion of the project itself. Engineers must still undertake lining works, installation of safety systems, electrical infrastructure, ventilation equipment, communication networks, drainage systems, and finishing activities. Approach roads and associated infrastructure also require completion. Maintaining timelines in the Himalayan environment remains challenging, particularly given weather uncertainties and technical complexities. The target of February 2028 appears achievable, but continued coordination among contractors, engineers, government agencies, and local stakeholders will be essential. Additionally, infrastructure alone cannot unlock the full developmental potential of the region. Complementary investments in tourism facilities, logistics networks, skill development, healthcare, and digital connectivity will be necessary to maximize benefits.

A Turning Point For Ladakh : Perhaps the most profound significance of the Zojila Tunnel lies in what it represents psychologically. For decades, winter isolation has shaped life in Ladakh. Communities adapted to seasonal disconnection as an unavoidable reality imposed by geography.

The Tunnel Challenges That Reality: It signals a future where weather no longer dictates access, where economic activity can continue throughout the year, and where remote mountain communities become more closely integrated with national growth trajectories. When future generations travel seamlessly between Srinagar and Ladakh during winter months, they may view such connectivity as normal. Yet the breakthrough achieved this week serves as a reminder of the immense effort required to make that future possible. The Zojila Tunnel is therefore not merely a transportation project. It is an engineering statement, a strategic asset, an economic catalyst, and a symbol of India’s determination to overcome one of the Himalayas’ most formidable barriers. For Jammu and Kashmir and Ladakh, the breakthrough marks the beginning of a new chapter—one in which geography becomes less of a constraint and more of an opportunity.

Kashmir Horizon View: The breakthrough of the Zojila Tunnel marks a defining moment in the history of infrastructure development in the Himalayas and represents a significant step towards transforming the socio-economic landscape of Jammu and Kashmir and Ladakh. While the project is still under construction and several phases remain before it becomes operational, the successful meeting of the excavation fronts symbolizes the overcoming of one of the most formidable engineering challenges in the region. For decades, the Zojila Pass has been synonymous with seasonal isolation, cutting off Ladakh from the rest of the country for nearly half the year. The tunnel promises to fundamentally alter this reality by providing a reliable, all-weather route through one of the most challenging mountain corridors in the world. In doing so, it is expected to strengthen connectivity, reduce travel time, improve safety, and ensure uninterrupted movement of people and goods throughout the year. The project’s significance extends far beyond transportation. Improved connectivity is likely to stimulate tourism, facilitate trade, reduce logistical costs, and create new economic opportunities for communities across Sonamarg, Drass, Kargil, and Ladakh. Better access to healthcare, education, markets, and government services could enhance the quality of life for thousands of residents living in remote and mountainous areas. The tunnel also has the potential to encourage investment and support long-term regional development by integrating these regions more closely with national economic networks. Equally important is the tunnel’s strategic value. As Ladakh occupies a sensitive position along India’s northern borders, year-round road connectivity will strengthen logistical capabilities and support faster movement of personnel, equipment, and supplies. In this context, the Zojila Tunnel serves not only as a developmental project but also as a critical component of India’s broader infrastructure and security strategy. The breakthrough also reflects the growing confidence and capability of Indian engineering in executing complex projects under extreme geographical and climatic conditions. It stands as a tribute to the thousands of engineers, technicians, and workers who endured harsh winters, high altitudes, and difficult terrain to turn a long-held vision into reality. As the project moves toward its targeted completion in 2028, expectations among the people of Jammu and Kashmir and Ladakh remain high. The Zojila Tunnel will not merely connect two regions separated by mountains; it will connect communities to new opportunities, strengthen national integration, and help unlock the immense economic and strategic potential of India’s Himalayan frontier. In many ways, the tunnel is more than a passage through rock, it is a gateway to a more connected and prosperous future.

This week, Prime Minister Narendra Modi completed twelve consecutive years in office, becoming India’s longest continuously serving elected Prime Minister and surpassing the record set by Jawaharlal Nehru. Since taking oath on May 26, 2014, Modi has led a period of governance marked by ambitious welfare programmes, large-scale infrastructure development, digital transformation, economic reforms and a renewed focus on national security and global engagement. The twelve-year journey of the National Democratic Alliance (NDA) government has been shaped by the guiding principles of “SabkaSaath, Sabka Vikas, Sabka Vishwas and SabkaPrayas.” While political opinions may differ on the government’s policies and outcomes, there is little doubt that the scale and scope of interventions undertaken during this period have significantly influenced India’s developmental trajectory. From providing houses to the poor and free food grains to millions of families, to expanding healthcare coverage, promoting digital payments, constructing highways and strengthening India’s international standing, the Modi government has sought to redefine governance through a combination of welfare delivery and structural reforms. As the government completes twelve years in office, an assessment of its achievements provides insights into how India’s development model has evolved during this period.

A Governance Model Centered On Inclusion: One of the central themes of the Modi government’s approach has been the emphasis on inclusive development. The administration has consistently argued that economic growth must be accompanied by measures that directly improve the lives of ordinary citizens, particularly those belonging to vulnerable sections of society. This philosophy has been reflected in a series of flagship programmes targeting the poor, women, farmers, youth and middle-class families. Unlike traditional welfare approaches that often focused on subsidies alone, the government has attempted to combine welfare assistance with empowerment, financial inclusion and improved access to opportunities. The objective has been to ensure that government support reaches beneficiaries directly while simultaneously creating pathways for long-term socio-economic advancement. A key component of this strategy has been the use of technology to improve service delivery and reduce leakages. Through the integration of bank accounts, Aadhaar identification and mobile connectivity, the government established a framework for direct benefit transfers that has transformed the delivery of welfare schemes.

Welfare Expansion On An Unprecedented Scale: Perhaps the most visible aspect of the Modi government’s twelve-year tenure has been the expansion of welfare programmes. The government has implemented multiple schemes aimed at addressing basic needs such as housing, food security, healthcare, sanitation and clean cooking fuel. Collectively, these initiatives have sought to improve living standards while strengthening social protection for vulnerable households. Housing has emerged as a major focus area. Under the Pradhan Mantri Awas Yojana-Gramin, more than four crore houses have been sanctioned for economically weaker families in rural areas. The programme seeks not only to provide shelter but also to enhance dignity, security and quality of life. For millions of rural families, a permanent house represents a transformative asset. Beyond improving living conditions, housing contributes to better health outcomes, social stability and economic resilience. The programme has also generated employment opportunities in construction and related sectors, creating additional economic benefits. Similarly, food security has remained at the centre of the government’s welfare agenda. Through the Pradhan Mantri Garib Kalyan Anna Yojana, free food grains are being provided to more than 81 crore beneficiaries. The initiative gained particular prominence during the COVID-19 pandemic when economic disruptions threatened the livelihoods of millions. By ensuring access to food, the programme helped shield vulnerable families from hunger and financial distress. For many households, the availability of free food grains has reduced monthly expenditure burdens and improved household food security.

Healthcare As A Tool For Social Protection : Healthcare has emerged as another major pillar of welfare governance during the Modi era. Medical expenses often push low-income families into debt and poverty. Recognizing this challenge, the government launched the Ayushman Bharat-Pradhan Mantri Jan Arogya Yojana (AB-PMJAY), one of the world’s largest publicly funded health insurance programmes. The scheme provides annual health coverage of up to ₹5 lakh per family for secondary and tertiary healthcare services. More than ten crore beneficiaries have reportedly availed cashless treatment under the programme. For many families, access to healthcare has become significantly easier as expensive medical procedures and hospitalizations are covered under the scheme. The programme has also expanded access to healthcare facilities in regions where affordability previously posed a major barrier. Complementing Ayushman Bharat is the Pradhan Mantri Jan Aushadhi initiative, which promotes the availability of affordable generic medicines. By reducing medicine costs, the programme seeks to lower healthcare expenses and improve access to treatment.

Together, these initiatives represent a shift toward strengthening healthcare as an essential component of social security.

Women’s Empowerment Through Welfare: Women’s welfare and empowerment have been central themes of government policy over the past twelve years. The Pradhan Mantri Ujjwala Yojana stands out as one of the most significant interventions in this regard. More than 10.55 crore women have received free LPG gas connections under the scheme. Before the programme’s launch, millions of households relied on firewood, coal and other traditional fuels for cooking. These fuels generated harmful indoor smoke, contributing to respiratory diseases and other health problems. The shift to LPG has improved household health outcomes while reducing the time and effort required to collect fuel. The programme has also enhanced convenience and safety for women. Importantly, the initiative has carried symbolic significance by placing women at the centre of household welfare interventions. By providing LPG connections in their names, the government sought to strengthen women’s agency and participation in household decision-making. Sanitation initiatives have similarly focused on improving women’s dignity and safety through the construction of household toilets and expansion of sanitation coverage.

Financial Inclusion, Digital Governance: One of the defining features of the Modi government’s governance model has been its emphasis on financial inclusion and digital transformation. The Pradhan Mantri Jan Dhan Yojana enabled millions of previously unbanked citizens to open bank accounts, laying the foundation for direct benefit transfers and financial empowerment. These accounts became critical instruments for delivering welfare benefits directly to beneficiaries without intermediaries. The digital revolution accelerated further through the rapid expansion of digital payments. India’s Unified Payments Interface (UPI) has transformed the country’s financial landscape, making digital transactions accessible to individuals, businesses and small entrepreneurs. Today, India is among the world’s leading digital payment economies. The growth of digital payments has enhanced transparency, reduced transaction costs and supported the formalization of economic activity. Similarly, direct benefit transfers have enabled the government to transfer subsidies and welfare benefits directly into beneficiaries’ bank accounts, reducing leakages and improving efficiency. These initiatives illustrate how technology has become an integral part of governance and service delivery.

Economic Reforms, Structural Changes: Beyond welfare programmes, the Modi government has pursued significant economic reforms aimed at modernizing India’s economy. Among the most consequential was the implementation of the Goods and Services Tax (GST), which replaced multiple indirect taxes with a unified national tax regime. The GST sought to simplify taxation, improve compliance and facilitate the creation of a common national market. While its implementation faced initial challenges, it represented one of the most significant tax reforms in independent India’s history. The government has also focused on improving ease of doing business through regulatory reforms, digitization and simplification of procedures. Efforts to attract investment, promote manufacturing and strengthen entrepreneurship have formed important components of the broader economic strategy. The emphasis on digital governance has further supported economic modernization by reducing paperwork, increasing transparency and improving access to government services.

Infra A Growth Multiplier: Infrastructure development has been another defining characteristic of the Modi government’s tenure. Over the last twelve years, India has witnessed unprecedented investments in roads, highways, railways, airports, ports, tunnels and urban infrastructure. The government has argued that infrastructure serves as a critical growth multiplier by improving connectivity, reducing logistics costs and generating employment. Major highway projects have expanded transportation networks across the country, while railway modernization initiatives have sought to improve efficiency and passenger experience. Large-scale projects such as expressways, border roads, tunnels and multimodal logistics corridors have become symbols of the government’s infrastructure push. Infrastructure development has also played an important role in strengthening connectivity in remote and border regions, supporting both economic development and national security objectives. The emphasis on connectivity reflects the government’s broader belief that infrastructure is fundamental to economic growth and social progress.

National Security, Foreign Policy: The Modi government has consistently highlighted national security as a key governance priority. Measures aimed at strengthening border infrastructure, modernizing security forces and enhancing counter-terrorism capabilities have formed important components of the government’s agenda. The administration has also intensified efforts against Left Wing Extremism and sought to improve coordination among security agencies. On the foreign policy front, India has pursued a more visible and assertive global role. Over the past decade, India has expanded strategic partnerships, strengthened engagement with major powers and increased participation in multilateral forums. The country’s growing influence in global discussions on trade, climate change, technology and geopolitics has become a notable feature of this period.

Supporters argue that India’s international profile has risen significantly under Modi’s leadership, while critics continue to debate the long-term implications of various foreign policy decisions.

Heritage, Culture, Environment: The government’s development agenda has also extended beyond economics and welfare. Significant attention has been devoted to heritage conservation, cultural promotion and environmental protection. Projects aimed at preserving historical sites, revitalizing pilgrimage destinations and promoting cultural tourism have been undertaken across the country. Environmental initiatives have focused on renewable energy, wildlife conservation and sustainable development. The Government has emphasized the importance of balancing economic growth with environmental responsibility, although debates continue regarding the effectiveness of specific policies.

“Medical expenses often push low-income families into debt and poverty. Recognizing this challenge, the government launched the Ayushman Bharat-Pradhan Mantri Jan Arogya Yojana (AB-PMJAY), one of the world’s largest publicly funded health insurance programmes.”

Poverty Reduction, Social Protection: One of the Government’s most frequently cited achievements is the expansion of social protection coverage. According to official estimates, India’s social protection coverage increased from approximately 19 percent in 2015 to more than 64 percent in 2025, covering nearly 94 crore citizens under various welfare programmes. The government also points to estimates suggesting that around 25 crore people have moved out of poverty over the past decade. While economists continue to debate measurement methodologies and the precise impact of individual programmes, there is broad recognition that welfare expansion and improved service delivery have contributed to improving living standards for millions of Indians. The growth of social protection mechanisms reflects a governance approach that seeks to combine economic growth with targeted support for vulnerable populations.

Looking Ahead: As the Modi Government completes twelve years in office, the focus increasingly shifts toward the future. India’s aspirations of becoming a developed nation by 2047 will require continued progress in employment generation, skill development, healthcare, education and industrial growth. While welfare programmes have helped address immediate needs, long-term development will depend on creating sustainable opportunities that enable citizens to move beyond dependence on state support. The next phase of governance may therefore require balancing welfare expansion with investments in productivity, innovation and human capital.

Kashmir Horizon View: The last twelve years under Prime Minister Narendra Modi have witnessed a significant transformation in the scale and nature of governance in India. From welfare expansion and social security initiatives to economic reforms, digital transformation, infrastructure development and national security measures, the government has pursued an ambitious agenda aimed at reshaping the country’s developmental landscape. Programmes targeting housing, food security, healthcare, sanitation, financial inclusion and women’s empowerment have touched millions of lives, while initiatives such as GST, digital payments and direct benefit transfers have altered the functioning of the economy and public administration. The Modi government’s supporters view this period as one of unprecedented welfare outreach, infrastructure creation and global engagement. Critics continue to debate the effectiveness and outcomes of specific policies. Yet, irrespective of political perspectives, the scale of change undertaken during these twelve years remains one of the most defining features of contemporary India. As Prime Minister Modi enters his thirteenth year in office, the legacy of the past twelve years will ultimately be judged not only by schemes launched or projects completed, but by their long-term impact on poverty reduction, economic opportunity, social mobility and the quality of life of more than 1.4 billion Indians.

Mission the Flagship Engine of Growth in J&K

Srinagar: In a significant push towards youth-led economic development, Jammu and Kashmir Chief Minister Omar Abdullah on Thursday described Mission YUVA as a transformative initiative aimed at reshaping the employment landscape of the Union Territory by empowering young people to become entrepreneurs and job creators rather than job seekers. The Chief Minister made these remarks while handing over financial assistance disbursal letters worth Rs 1.12 crore to six beneficiaries at a function held at the Civil Secretariat in Srinagar. The event highlighted the growing momentum of Mission YUVA, which has emerged as one of the flagship employment-generation programmes of the government. The latest figures released during the programme indicate that Mission YUVA has achieved substantial progress in a short span of time. Between April 1 and May 31, financial assistance amounting to Rs 209 crore was disbursed among 3,367 beneficiaries. The disbursement forms part of a larger pool of 5,016 sanctioned cases involving a total financial commitment of Rs 269 crore.
Strong Push For Entrepreneurship: The figures underscore the government’s increasing emphasis on entrepreneurship-driven development as Jammu and Kashmir continues to grapple with challenges of unemployment, particularly among educated youth. Addressing the gathering, Omar Abdullah said Mission YUVA represents a comprehensive approach to youth empowerment by creating an ecosystem that supports entrepreneurship from conception to execution. He said the initiative has been designed to provide aspiring entrepreneurs with structured handholding, easier access to institutional finance, skill development opportunities, mentorship support and market-oriented guidance. According to the Chief Minister, the programme seeks to bridge the gap that often exists between innovative business ideas and their successful implementation. “Mission YUVA is not merely a financial assistance programme. It is a platform that seeks to transform aspirations into enterprises by creating an enabling environment where young entrepreneurs can access resources, training and institutional support,” he said.
Bridging The Gap Between Ideas & Finance: The Chief Minister noted that one of the major obstacles faced by young entrepreneurs has traditionally been the difficulty in securing timely financial assistance and navigating bureaucratic procedures. Mission YUVA, he said, aims to simplify these processes through better coordination among banks, government departments, training institutions and other stakeholders. The programme assumes significance at a time when Jammu and Kashmir is witnessing a demographic shift, with a large proportion of its population comprising young people entering the workforce each year. Experts have consistently pointed out that conventional government employment alone cannot absorb the growing number of job aspirants, making entrepreneurship and private sector growth essential components of the region’s economic strategy. Government officials associated with the programme said Mission YUVA has been conceptualised to address these realities by encouraging self-employment and enterprise creation across diverse sectors.
Focus On Emerging Economic Sectors: The initiative is expected to benefit youth interested in launching ventures in services, agriculture-based enterprises, tourism, handicrafts, technology, food processing and small-scale manufacturing. By supporting such ventures, the government hopes not only to generate direct employment but also create multiplier effects through indirect job creation and local economic activity. Omar Abdullah emphasised that Jammu and Kashmir possesses immense entrepreneurial potential which remains underutilised due to limited access to opportunities and financial resources. He said targeted interventions under Mission YUVA would help unlock this potential and enable young people to contribute meaningfully to economic development. He further observed that sectors such as tourism, agriculture, horticulture and services continue to offer significant opportunities for enterprise growth and innovation. Strengthening entrepreneurship in these sectors, he said, can help diversify the economy while creating sustainable livelihoods.
Beneficiaries Urged To Lead By Example: The Chief Minister congratulated the beneficiaries who received financial assistance and expressed confidence that the support would enable them to establish and expand viable business ventures. He urged them to become examples for other aspiring entrepreneurs and contribute towards employment generation within their communities. The latest disbursement data also indicates growing participation by financial institutions in supporting entrepreneurship initiatives. The government has been working closely with banks to improve credit accessibility and reduce delays in sanctioning and releasing funds. Officials said the pace of disbursement witnessed during April and May reflects improved coordination mechanisms and streamlined approval processes under the programme. Such measures are expected to accelerate implementation in the coming months as more sanctioned cases move towards financial closure.
Beyond Loans| Building Sustainable Enterprises: Observers note that the success of Mission YUVA will depend not only on credit disbursement but also on long-term support systems that ensure sustainability of enterprises. Access to markets, mentorship, business development services and capacity-building programmes will be critical factors in determining whether newly established ventures can survive and grow. Recognising these challenges, the government has incorporated skill development and mentoring components into the programme framework. These interventions are intended to equip beneficiaries with practical business management skills and improve their chances of success in competitive markets. The initiative also aligns with broader national efforts aimed at promoting entrepreneurship as a driver of economic growth. Across India, governments have increasingly focused on fostering startup ecosystems, encouraging innovation and supporting micro and small enterprises as engines of employment generation.
A Critical Moment For J&K’s Economy: For Jammu and Kashmir, however, the stakes are particularly high. The region has long faced economic disruptions arising from political uncertainty, security challenges and limited industrialisation. Against this backdrop, programmes such as Mission YUVA are being viewed as important instruments for creating economic resilience and expanding livelihood opportunities.
The government believes that encouraging youth entrepreneurship can play a key role in reducing unemployment while simultaneously stimulating investment and local economic activity. Officials argue that successful entrepreneurs often become catalysts for broader development by creating jobs, supporting supply chains and encouraging innovation.
Vision Of Self-Reliance: Reiterating the administration’s commitment to inclusive growth, Omar Abdullah said employment generation and economic empowerment remain among the government’s highest priorities. He stressed that Mission YUVA is central to the broader vision of building a self-reliant and economically vibrant Jammu and Kashmir. “The objective is to ensure that our youth have the resources, confidence and opportunities needed to realise their potential. By investing in entrepreneurship, we are investing in the future of Jammu and Kashmir,” he said. The event was attended by Deputy Chief Minister Surinder Choudhary, Advisor to the Chief Minister Nasir Aslam Wani, Chief Secretary Atal Dulloo, Additional Chief Secretary to the Chief Minister Dheeraj Gupta, Additional Chief Secretary Agriculture Production Department Dr Ashish Chandra Verma, Additional Chief Secretary Finance Shailendra Kumar, Commissioner Secretary Planning, Development and Monitoring Alice Vaz, Secretary Labour and Employment Kumar Rajeev Ranjan, Mission Director Mission YUVA, Director IIM Jammu, representatives of J&K Bank and senior government officials. As Mission YUVA gathers momentum, the coming months will be closely watched to assess whether the initiative can translate financial assistance into sustainable enterprises and meaningful employment opportunities. For thousands of young people seeking economic independence, the programme could prove to be a crucial pathway towards entrepreneurship and self-reliance in Jammu and Kashmir.

The visit comes at a time when preparations for the annual Amarnath Yatra are gathering momentum and the administration is seeking to deepen public participation in its anti-drug drive, which has emerged as one of the largest mass awareness campaigns launched in the Union Territory in recent yea₹.

New Yatri Bhawan Dedicated To Devotees: The Lieutenant Governor inaugurated the newly constructed Yatri Bhawan within the premises of the historic Mata Kheer Bhawani Temple at Tulmulla, one of the most revered Hindu shrines in Kashmir and a spiritual centre deeply associated with the Kashmiri Pandit community. Following the inauguration, Sinha said the facility would significantly improve the pilgrimage experience by providing safe, hygienic and comfortable accommodation for devotees visiting the shrine throughout the year. The temple, located around 25 kilometres from Srinagar and approximately five kilometres from Ganderbal town, attracts thousands of pilgrims annually. The influx reaches its peak during the annual Mela Kheer Bhawani and the auspicious occasion of Jyeshtha Ashtami, when devotees from across India and abroad gather to offer praye₹ at the shrine dedicated to Goddess Ragnya Devi. The demand for improved accommodation facilities at the shrine had gained prominence in recent yea₹, particularly from membe₹ of the displaced Kashmiri Pandit community who return to Kashmir during major religious occasions. According to officials, several delegations had approached the Lieutenant Governor in 2023 seeking the construction of a dedicated Yatri Bhawan to address accommodation challenges faced by visiting pilgrims. Subsequently, the Department of Rural Development and Panchayati Raj, through its Rural Engineering Wing (REW), prepared the project plan. The foundation stone for the facility was laid by Sinha on the occasion of Jyeshtha Ashtami in 2024. Recalling the foundation-laying ceremony, the Lieutenant Governor said the project was envisioned to expand the shrine’s capacity to host pilgrims arriving from different parts of India and from ove₹eas. “With Mata Kheer Bhawani’s blessings, I laid the foundation stone on Jyeshtha Ashtami in 2024. The project will enhance the capacity of the shrine to host pilgrims visiting from India and abroad. My goal has been to provide the Kashmiri Pandit community visiting the shrine with excellent facilities and a serene spiritual experience,” he said.

₹3.85 Crore Facility To Accommodate Hundreds: Constructed at a cost of ₹ 3.85 crore, the Yatri Bhawan comprises a modern G+II reinforced cement concrete structure with a plinth area of approximately 3,885 square feet. Officials said the building has been designed to accommodate nearly 800 to 900 pilgrims through floor bedding arrangements during peak pilgrimage periods. The facility is expected to substantially ease logistical challenges during major religious gatherings when accommodation requirements often exceed available infrastructure. Apart from serving pilgrims during annual festivals, the Yatri Bhawan is also expected to encourage greater year-round visitation to the shrine by improving amenities and ensuring comfortable stay arrangements. The development is being viewed as part of a broader effort by the administration to upgrade religious tourism infrastructure across Jammu and Kashmir while preserving the region’s rich spiritual heritage. Before inaugurating the facility, the Lieutenant Governor paid obeisance at the shrine and offered praye₹ for peace, prosperity and the well-being of all citizens.

Focus On Kashmiri Pandit Heritage : The inauguration also carries symbolic significance in the context of efforts to reconnect displaced Kashmiri Pandits with their religious and cultural roots in the Valley. For decades, the Mata Kheer Bhawani Temple has remained one of the most important spiritual landmarks associated with the community. The annual congregation at Tulmulla is often viewed as both a religious event and an emotional homecoming for thousands of Kashmiri Pandits. Officials said the creation of dedicated accommodation facilities is expected to enhance the comfort and confidence of devotees visiting the shrine and strengthen the overall pilgrimage ecosystem. Observe Rupees note that investments in such projects are increasingly being seen as part of a larger strategy to preserve and promote the cultural and religious heritage of Jammu and Kashmir.

Integrated Control Centre For Amarnath Yatra: In another major development during his Ganderbal visit, the Lieutenant Governor inaugurated the District Emergency Operations Centre and Amarnath Yatra Control Room at the Deputy Commissioner’s Office. The facility has been established to provide real-time monitoring, emergency response coordination and decision-making support during the annual Amarnath pilgrimage. With Ganderbal serving as the gateway to the Baltal route of the yatra, officials regard the district as a critical operational hub for pilgrimage management. Deputy Commissioner Ganderbal Jatin Kishore briefed the Lieutenant Governor about the key features of the integrated control facility. According to officials, the centre pools CCTV feeds from various locations across the district, including cameras installed by the district administration, Jammu and Kashmir Police and other security agencies. The integration of multiple surveillance networks enables authorities to monitor developments across a wide geographical area from a single centralised location. The facility is supported by a round-the-clock emergency citizen helpline designed to provide immediate assistance and facilitate rapid crisis response whenever required.

“LG appealed to families, teache₹, religious leade₹, and responsible citizens to continue supporting the movement and strengthen awareness at the grassroots level. We need the vigilance, awareness, and commitment of every resident of Jammu Kashmir,” he said.

Real-Time Monitoring Of Baltal Axis : A major feature of the Emergency Operations Centre is the integration of surveillance feeds from the Baltal Base Camp and key locations associated with the pilgrimage route. Officials said the control room receives live CCTV inputs from Baltal Base Camp, approach roads leading to the camp, designated parking areas, Sonamarg and the Manigam Transit Camp. The system is expected to enhance situational awareness and support timely decision-making during periods of heavy pilgrim movement. Security planners believe that technology-enabled monitoring framework will play a vital role in crowd management, traffic regulation, emergency response and coordination among multiple agencies involved in conducting the yatra. The inauguration comes amid extensive preparations for the annual pilgrimage, which attracts hundreds of thousands of devotees from across the country. Authorities have been working to strengthen infrastructure, healthcare facilities, communication systems and security arrangements along both the Baltal and Pahalgam routes. The Lieutenant Governor said the newly established facilities would contribute significantly to ensuring a smooth, safe and seamless pilgrimage experience for devotees undertaking the sacred journey to the Amarnath cave shrine.

Anti-Drug Campaign Gains Momentum: Later in the day, Sinha joined the Nasha-Mukt Jammu and Kashmir campaign in Ganderbal, participating in a large public padyatra and addressing a gathering comprising citizens from different walks of life. The campaign, launched nearly two months ago, has evolved into one of the administration’s flagship social initiatives aimed at combating drug abuse and dismantling networks linked to narcotics trafficking. Addressing participants, the Lieutenant Governor declared that a “historic movement” against narco-terrorism had emerged across Jammu and Kashmir. Having pe₹onally participated in anti-drug marches across every district of the Kashmir Valley, he said the campaign had transformed from a government initiative into a people-driven movement. “Fifty-five days ago, from the soil of Jammu, I declared that enough is enough. What began as a war against drugs and narco-terrorism has now ignited into a true people’s movement, a movement born of courage, sustained by spirit, and driven by the collective will of ordinary citizens,” he said.

Massive Crackdown On Drug Networks: Highlighting enforcement measures undertaken during the campaign, Sinha presented figures indicating a major crackdown on narcotics trafficking networks. According to the Lieutenant Governor, authorities have registered 1,036 FI₹ over the last 55 days and arrested 1,128 drug smuggle₹. More than 100 properties linked to drug trafficke₹ have been attached under relevant legal provisions, while nearly 700 driving licences have been cancelled. Additionally, recommendations have been made for cancellation of passports belonging to 130 individuals allegedly involved in drug smuggling activities. The figures represent one of the most extensive anti-narcotics enforcement drives undertaken in Jammu and Kashmir in recent yea₹. Officials maintain that the campaign is targeting both street-level peddle₹ and larger trafficking networks that have operated across the region.

Drugs, Terrorism Linked: A central theme of the Lieutenant Governor’s address was the alleged nexus between narcotics trafficking and terrorism. He asserted that proceeds generated through drug smuggling are frequently used to finance terrorist activities and procure weapons. “This is not simply a matter of ordinary crime but also a question of national security and a direct threat to the survival of our society,” he said. The Lieutenant Governor described narco-terrorists operating within and outside Jammu and Kashmir as enemies of the people and warned that those involved in such activities would face severe consequences. He stressed that the administration’s campaign was not merely intended to curb substance abuse but also to dismantle financial networks that support terrorism. Security agencies have repeatedly highlighted concerns regarding attempts by terror-linked elements to exploit narcotics trafficking as a source of funding. The administration’s latest campaign seeks to combine law enforcement action with community participation and awareness generation.

Rehabilitation Policy On The Anvil: While emphasising strict action against smuggle₹ and trafficker, Sinha also highlighted the need for rehabilitation of individuals affected by addiction. He assured that the administration would extend treatment, counselling and employment opportunities to those seeking recovery. “With compassion and dignity, we will help them return to the mainstream of society. Through treatment, counselling and employment opportunities, we are opening new doo₹,” he said. The Lieutenant Governor indicated that a comprehensive rehabilitation policy is being prepared and would be announced in the near future. The proposed framework aims to ensure that individuals trapped in addiction are provided opportunities for reintegration and productive engagement. Officials believe that rehabilitation efforts must complement enforcement measures if long-term success is to be achieved in the fight against drug abuse.

Call For Public Participation: Lt Governor Manoj Sinha repeatedly stressed that the government alone cannot eliminate the drug menace and called for active participation from families, educational institutions, religious leade₹ and civil society. He urged mother, sister and daughter to emerge as protecto₹ of their communities and called upon young people to safeguard schools and colleges from the influence of drug networks. “The government cannot win this fight alone. We need the vigilance, awareness and commitment of every resident of Jammu and Kashmir,” he said. The Lieutenant Governor said public unity remains the strongest weapon against narcotics cartels and narco-terror networks. He pledged that authorities would continue pursuing smugglers and dismantling trafficking structures operating across the region.

New Initiatives Launched: During the event, the Lieutenant Governor launched “Sindh Samvad,” a new podcast series aimed at fostering public engagement and awareness. He also felicitated winners of various competitions organised under the Nasha-Mukt Jammu Kashmir Abhiyaan. The initiatives are part of efforts to broaden community participation and encourage youth engagement in anti-drug awareness campaigns. Officials said the administration intends to use multiple platforms, including digital outreach and educational programmes, to sustain momentum generated by the campaign.

Kashmir Horizon View: The visit Ganderbal reflected a governance model combining infrastructure creation, technology-driven administration and social mobilisation. From enhancing facilities for devotees at one of Kashmir’s most revered shrines to strengthening preparedness for the Amarnath pilgrimage and leading an aggressive campaign against narcotics trafficking, the administration sought to project a message of development, security and societal transformation. As Jammu and Kashmir prepares for another major pilgrimage season, the inauguration of key facilities and the intensification of the anti-drug campaign signal an attempt to address both immediate administrative priorities and long-term social challenges. Whether through improved pilgrimage infrastructure, modern surveillance and emergency response systems, or a sustained offensive against narco-terrorism, the day’s developments highlighted the administration’s effort to blend public welfare, security and community participation into a broader governance agenda for the Union Territory.

This week, Prime Minister Narendra Modi used the latest edition of his monthly radio programme “Mann Ki Baat” to celebrate India’s emerging sporting talent, cultural heritage, environmental consciousness and spirit of public service, while reiterating the importance of citizen participation in nation-building. For Jammu and Kashmir, a region witnessing increasing participation in sports, youth-led innovation, heritage conservation and environmental campaigns, the Prime Minister’s message carried special significance as he highlighted stories of perseverance, grassroots initiatives and national pride. The address touched upon a wide spectrum of issues ranging from athletics and scientific curiosity to water conservation, environmental protection, heritage preservation and community service, reflecting what Modi described as the collective strength of the people of India.

J&K Youth Find Inspiration In India’s Sprinting Revolution: Opening the programme with a discussion on athletics, Modi praised the remarkable performances witnessed at the National Senior Athletics Federation Competition held in Ranchi, where nearly 800 athletes from across the country participated. He noted that four national records were broken during the event, underlining India’s growing strength in track and field sports. The Prime Minister particularly focused on India’s sprinting revolution, a development that resonates strongly with Jammu and Kashmir’s young sporting community, which has increasingly made its mark in national athletics, football, cricket, martial arts and winter sports over the past decade. PM Modi interacted with national sprinters Gurinder Veer Singh and AnimeshKujur, who recently rewrote the national record books in the men’s 100-metre event. Their achievement, he said, demonstrated how determination and discipline could overcome long-held perceptions about limitations faced by Indian athletes.

Breaking Barriers, Shattering Myths: The Prime Minister highlighted how the national record in the men’s 100-metre race was broken three times within a span of two days, describing it as a watershed moment for Indian athletics. During the interaction, both athletes shared stories of struggle, sacrifice and pe₹everance. They spoke about the unwavering support received from their families and coaches, and their determination to elevate Indian sprinting to global standards. For the youth of Jammu and Kashmir, where sports infrastructure has expanded significantly in recent yea₹ and participation in national competitions has witnessed a notable rise, the Prime Minister’s message served as a powerful encouragement to pu₹ue excellence despite challenges. Modi also praised the friendship between the two athletes, noting that while they challenged each other fiercely on the track, they continued to support one another off it, embodying the true spirit of sportsmanship.

Summer, Health, India’s Traditional Wisdom: Shifting focus to the ongoing summer season, the Prime Minister urged citizens to remain cautious amid rising temperatures across the country. He advised people to stay hydrated, avoid prolonged exposure to ha₹h sunlight and follow advisories issued by government departments to prevent heat-related illnesses. Drawing attention to India’s traditional lifestyle practices, Modi highlighted the role of indigenous summer beverages in combating extreme heat. From Aam Panna in northern India and Lassi in Punjab and Haryana to Chaas in Rajasthan and Gujarat, Sattu Sherbet in Bihar and Jharkhand, Kokum Sherbet in Konkan and Goa, and Panakam and NeerMor in southern states, the Prime Minister described these drinks as symbols of India’s cultural dive₹ity and traditional knowledge.

Mangoes, Farmers, Rural Economy: The Prime Minister also spoke about India’s enduring love for mangoes, a fruit that dominates conve₹ations in households during the summer months. He highlighted several celebrated varieties including Alphonso, Kesar, Dussehri, Langra, Chausa, Zardalu, Banganapalli, Totapuri and Himsagar, each associated with distinct regions and traditions. Praising mango growe₹ across the country, Modi said they were playing a vital role in strengthening India’s agricultural economy. While Jammu and Kashmir is globally renowned for apples, cherries, walnuts, almonds and saffron, the Prime Minister’s emphasis on horticulture echoed the growing importance of fruit cultivation in boosting rural livelihoods and agricultural exports.

Stories Of Service that Inspire A Nation: One of the most inspiring segments of the programmecentred on community service and life-saving skills. Modi narrated the story of Kerala’s SajiValasheril, who has taught swimming to more than 15,000 people through a unique river-based initiative. The campaign was launched after a tragic boating accident claimed the lives of several students, prompting him to dedicate his efforts to ensuring that more people learn swimming and water safety. The Prime Minister said such examples demonstrate that meaningful social transformation does not necessarily require vast resources but rather commitment, compassion and consistency.

India Reclaims Priceless Heritage: In a significant cultural segment, Modi spoke about the return of ancient Chola-era copper plates from the Netherlands during his recent visit to the European nation. The artefacts, dating back to the reign of Rajendra Chola I and Rajaraja Chola, contain valuable information about governance, maritime power, trade links and cultural exchanges of the Chola Empire. The Prime Minister said the return of these artefacts reflects India’s growing efforts to reclaim and preserve its civilizational heritage. The emphasis on heritage conservation carries particular significance for Jammu and Kashmir, home to centuries-old temples, shrines, monasteries, mosques and archaeological sites that represent the region’s rich historical and cultural legacy.

Ancient Discoveries Under Gyan Bharatam Mission: The Prime Minister also highlighted the discovery of rare copper plates in Chhattisgarh under the Gyan Bharatam Abhiyan. Believed to be around 1,500 yea₹ old, the inscriptions are linked to the Panduvanshi dynasty and are written in ancient Brahmi script and Pali language. Experts believe the discovery will provide valuable insights into governance, religion and socio-cultural life during the sixth and seventh centuries. According to Modi, such discoveries strengthen India’s understanding of its rich and dive₹e historical traditions.

Promoting Scientific Temper Among Youth: Encouraging scientific curiosity among young Indians, Modi spoke about the growing popularity of astronomy clubs across the country. He highlighted the work of organisations such as the Bangalore Astronomical Society, Astro Kerala, Big Bang Astronomy Club and Jyotirvidya Parisanstha in popularising astronomy among students and enthusiasts. The Prime Minister urged young people to use their vacations to explore astronomy, visit planetariums and participate in scientific activities. His remarks are expected to resonate strongly in Jammu and Kashmir, where educational institutions and science clubs have increasingly promoted astronomy and space science among students.

Saving Rivers, Protecting Biodiversity: Environmental conservation emerged as another major theme of the address. Modi praised the successful rescue of a Gangetic dolphin in Uttar Pradesh through India’s fi₹t Ganga Dolphin Rescue Ambulance established under the Namami Gange programme. The rescue operation, which lasted nearly 13 hours, involved safely extracting the dolphin from a canal, providing medical care and releasing it back into the Rapti River. Describing the rescue vehicle as a mobile hospital equipped with oxygen support systems and specialised rescue equipment, the Prime Minister said such initiatives were crucial for protecting aquatic biodive₹ity and preserving river ecosystems.

Citizens Leading Environmental Change: The Prime Minister also highlighted the efforts of Akash Gupta from Uttar Pradesh’s Basti district, who launched a voluntary campaign to clean the polluted Manorama River. Using simple tools and determination, Gupta and his friends removed large quantities of plastic waste and water hyacinth from the river, gradually restoring sections of the water body. Modi said the initiative demonstrated how determined citizens can drive environmental change at the grassroots level. He also praised retired teacher Balkrishna Aiya from Goa, who helped address local water shortages through community-driven efforts to improve water supply infrastructure.

Patriotism Through Education: The final segment of the programme focused on patriotism and social responsibility. Modi recounted his recent meeting with veteran educator Girija Amma from Tamil Nadu, who inspired students across her network of schools to contribute one rupee every day for the welfare of India’s soldiers. The campaign eventually raised nearly ₹40 lakh, which was presented as a contribution towards supporting the nation’s armed forces. The Prime Minister praised the initiative as an example of how small individual contributions can collectively create a significant national impact. For Jammu and Kashmir, where the armed forces play a key role not only in security but also in disaster response and community outreach programmes, the story carried particular significance.

“We discussed sustained progress in the India-U.S. Comprehensive Global Strategic Partne₹hip and issues related to regional and global peace and security,” Prime Minister Modi posted on X..”

People’s Power Driving India’s Transformation: Concluding the programme, Modi urged citizens to identify and appreciate individuals around them who are making meaningful contributions to society. He said many transformative efforts remain unnoticed despite their positive impact and called upon people to learn from such examples and actively participate in community causes. The Prime Minister asserted that India’s progress is not driven solely by governments and institutions but by millions of ordinary citizens working selflessly in their respective fields. From athletes breaking records and teachers inspiring patriotism to environmental volunteers cleaning rivers and individuals preserving cultural heritage, Modi said the true strength of India lies in the collective efforts of its people. As Jammu and Kashmir continues its journey of development, youth empowerment, sports promotion, environmental conservation and cultural preservation, the themes highlighted in this edition of Mann Ki Baat are expected to resonate strongly across the Union Territory, reinforcing the message that public participation remains central to India’s future growth and progress.

Kashmir Horizon View: The latest edition of Mann Ki Baat offered more than a collection of inspiring stories; it presented a roadmap for citizen-led development and nation-building. The Prime Minister’s emphasis on sports, heritage preservation, environmental stewardship, scientific curiosity and social responsibility underscores the need for greater public participation in shaping India’s future. For Jammu and Kashmir, the message carries particular relevance. With growing investments in sports infrastructure, educational institutions, tourism, cultural conservation and youth engagement programmes, the Union Territory is well-positioned to translate these ideas into tangible outcomes. The success of athletes such as Gurinder Veer Singh and AnimeshKujur serves as a reminder that talent, when supported by determination and institutional backing, can challenge long-held barriers and achieve national recognition. The focus on heritage conservation also highlights the need to document, preserve and promote Jammu and Kashmir’s rich cultural legacy, including its historic shrines, temples, monasteries, forts and traditional art forms. Similarly, the stories of environmental activism and water conservation reinforce the importance of community-led efforts to protect rivers, lakes, wetlands and forests across the region. The Prime Minister’s call to nurture scientific temperament among youth through astronomy and innovation aligns with ongoing efforts to strengthen research, technology and skill development in the Union Territory. Educational institutions, civil society organisations and local communities can play a crucial role in creating opportunities for young people to explore science, entrepreneurship and public service. Most importantly, the programme reinforced the idea that meaningful change often begins with individual initiative. Whether through volunteering, preserving local heritage, supporting environmental causes, promoting sports or contributing to community welfare, every citizen has a role in India’s development journey. As the country moves towards its vision of a developed India, the spirit of collective responsibility highlighted in Mann Ki Baat offers a powerful reminder that sustainable progress is achieved not only through government action but through the active participation of people working together for the common good.

The twin achievements underline the Bank’s accelerating digital transformation, expanding customer confidence, and strengthening financial position amid growing competition in the banking sector. Officials said the Bank witnessed unprecedented transaction activity during the Eid season, with customers across Jammu and Kashmir heavily relying on digital platforms, scan-and-pay services, online fund transfers, ATMs, and mobile banking channels for shopping, business transactions, and festive spending. According to official figures, the Bank registered its highest-ever single-day transaction volume on May 25, when customers carried out nearly 1.69 crore transactions involving ₹2,848 crore — setting a new benchmark in the institution’s digital banking history.

The record transaction volume came during the peak Eid shopping rush when markets across Kashmir witnessed heavy customer activity and increased digital payments. Officials said more than 95 per cent of the total transactions during the festive period were executed digitally, reflecting the rapid transformation in customer banking behaviour and growing acceptance of technology-driven financial services across urban as well as rural areas.

At the centre of this digital surge was the Bank’s flagship mobile banking platform “mPay Delight Plus,” which delivered uninterrupted and seamless performance even during peak transaction loads. The platform itself recorded an all-time high single-day transaction volume of 1.69 crore transactions worth ₹2,848 crore, surpassing all previous records. Bank officials described the performance as a major milestone in Jammu & Kashmir Bank’s digital banking journey and a clear indication of the institution’s growing technological capabilities.

A senior Bank official said extensive preparations were made in advance to ensure customers did not face inconvenience during the festive rush. “We comprehensively upgraded all our technology platforms and our teams worked tirelessly round the clock to ensure uninterrupted services and zero inconvenience to customers during the Eid rush,” the official said. The official added that the Bank had anticipated increased transaction activity during the festive week and accordingly strengthened server capacity, transaction handling systems, digital infrastructure, and technical monitoring mechanisms.

Digital Banking Reshaping Customer Behaviour: The record transaction figures highlight the rapidly changing banking landscape in Jammu and Kashmir, where digital platforms are increasingly becoming the preferred mode of financial transactions. Officials said more than 22 million account holders are currently associated with the Bank, and over 95 per cent of overall banking transactions are now being processed digitally. Industry observers believe the shift represents one of the fastest digital banking transitions witnessed by any regional financial institution in recent years. The Bank’s management noted that younger customers, particularly Gen Z users, are driving the rapid adoption of digital banking platforms due to their preference for speed, convenience, accessibility, and mobile-based financial services. “It is particularly encouraging to witness the rapid rise in digital adoption among the younger generation, especially Gen Z customers, who find our digital offerings highly attractive, convenient and dependable,” the official added. Experts say the growing digital penetration in Jammu and Kashmir reflects broader changes in consumer behaviour, internet accessibility, smartphone usage, and trust in online financial systems. The Bank’s successful handling of such high transaction volumes during the Eid rush is also being viewed as a sign of increasing confidence among traders, businesses, and customers in digital payment systems.

Traders, Customers Applaud Seamless Services: Business owners and customers across Kashmir praised Jammu & Kashmir Bank for maintaining uninterrupted digital and branch banking services during one of the busiest commercial periods of the year. Markets across Srinagar, Budgam, Anantnag, Baramulla, and other districts witnessed massive Eid shopping activity, with digital transactions dominating business operations. Mohammad Ashraf, owner of Aksa Namkeen in Srinagar, said the Bank’s digital platforms functioned smoothly despite exceptionally high customer traffic. “Our scan-and-pay transactions had almost a 100 per cent success rate which greatly helped our business operations during peak shopping hours,” he said. Similarly, Azra Beigh, owner of Kashir Clothing in Chadoora, described the digital banking experience during Eid as smooth and reliable. “Transferring money has never been this effortless. J&K Bank truly deserves appreciation for providing such seamless digital services during the busiest shopping days,” she said. Many traders noted that digital banking significantly reduced dependency on cash transactions and enabled faster customer service during crowded market hours.

Special Eid Arrangements, Currency Distribution: Keeping in view the traditional Eid practice of distributing “Eidi” among children in the form of fresh currency notes, the Bank also made special arrangements for adequate availability and fair distribution of fresh notes across branches. Officials said branches were instructed to maintain sufficient currency stock while ensuring smooth customer service throughout the festive period. The Bank also strengthened ATM monitoring systems to ensure uninterrupted cash dispensation amid increased withdrawal demand. Although a few isolated complaints regarding malfunctioning ATMs in certain areas of Srinagar and adjoining districts were reported, officials said technical teams responded immediately and restored services promptly. “The issues were addressed swiftly to ensure uninterrupted cash availability and customer convenience,” officials said. Observers said the overall management of banking services during the Eid rush reflected improved operational efficiency and technological preparedness by the institution.

Record Financial Performance For Fourth Consecutive Year: The Bank’s strong festive season performance comes alongside its highest-ever annual financial profit, further strengthening its position as one of the leading financial institutions in the region. Jammu & Kashmir Bank reported a net profit of ₹2,363.47 crore for the financial year 2025–26, marking an increase of more than 13 per cent from ₹2,082.46 crore recorded during the previous fiscal year. This is the fourth consecutive year that the Bank has reported record annual earnings. The Bank achieved the milestone despite facing geopolitical uncertainties, market competition, and a challenging financial environment. For the January–March quarter alone, net profit rose sharply to nearly ₹800 crore compared to ₹584.54 crore during the corresponding period last year. The quarterly and annual financial results were approved by the Bank’s Board of Directors at its corporate headquarters in Srinagar. Managing Director and Chief Executive Officer Amitava Chatterjee described the performance as a reflection of operational resilience, strategic execution, and improving financial fundamentals. “Our record profit reflects sustained execution and resilience, supported by improved asset quality and strong capital adequacy,” Chatterjee said.

Business Growth Crosses ₹2.90 Lakh Cr: The Bank also recorded robust overall business growth during the financial year. According to official figures, total business increased by 13.61 per cent year-on-year to ₹2.90 lakh crore as of March 31, 2026. Deposits grew by 11.30 per cent to ₹1.65 lakh crore, while net advances registered an impressive growth of 18 per cent, reaching ₹1.23 lakh crore. CASA deposits — a key indicator of low-cost deposit strength — increased to ₹75,478 crore, while the CASA ratio improved to 45.65 per cent. Analysts said the figures reflect strong customer trust, improving lending activity, and the Bank’s growing market presence beyond its traditional operational regions. Officials said the Bank intends to further strengthen focus on retail lending, MSMEs, and agriculture financing while simultaneously expanding operations outside Jammu & Kashmir and Ladakh.

Improving Asset Quality, Financial Stability: The Bank also reported significant improvement in asset quality indicators, reflecting stronger recovery mechanisms and better risk management. Gross Non-Performing Assets declined to 2.5 per cent compared to 3 per cent in the previous quarter and 3.37 per cent during the same period last year. Net NPA stood at 0.64 per cent, while the provision coverage ratio remained above 90 per cent. Financial experts consider these figures important indicators of institutional stability and healthier balance-sheet management. The Bank’s Capital Adequacy Ratio stood at 16.55 per cent, providing strong financial cushioning for future expansion and regulatory requirements. Officials said the Bank may explore raising additional capital during the current financial year in preparation for the implementation of the Expected Credit Loss framework scheduled from April 2027.

Efficiency , Profitability Indicators Improve: The Bank’s profitability and operational efficiency indicators also witnessed significant improvement during the financial year. Net Interest Margin for the year stood at 3.60 per cent despite pressure arising from cumulative policy rate cuts by the Reserve Bank of India and intensified competition for deposits. Return on Assets for the March quarter increased to 1.78 per cent from 1.44 per cent recorded a year earlier, while full-year RoA stood at 1.37 per cent. The cost-to-income ratio improved to 56.18 per cent, while Return on Equity reached 16.85 per cent. Financial analysts believe these indicators reflect improved operational discipline, cost management, and efficient deployment of financial resources.
